This solicitation is to establish multiple award Blanket Purchase Agreements. Several awards will be issued off this solicitation. We are only looking for hourly rates. Individual call orders will be more detailed within their statement of work. Provide quotes for the locations your can service.

1. Define recurring needs @ page 4 of 63 para 3

Recurring needs is defined as a consistent service the government will require.

2. Is there a duration of time spent on the site to perform the work For Example - if & when called contractor will be assigned to site a minimum of 30 days or more Constant requirement will be required at each station.

3. If this SOL is for on-call service is there a monthly minimum amount of work There will be a monthly minimum amount of work. The amount of work will be dependent upon the location and the individual call order.

4. Is there available equipment storage space at the sites.

Dependent upon site. Clarksburg does not have any.

Call Order statements of work will be more detailed and provide information regarding space.

5. Confirm restroom supplies and restocking are not included in SOL Yes

6. Is the SOL an all or nothing contract.

No, please bid on the locations you are able to provide service. Multiple Blanket Purchase Agreements awards will be issued off this solicitation.

7. Is the Price/Cost Schedule all inclusive cost per hour including labor & supplies to cover the SOW / SDS , floor maintenance & window washing.

A kick of meeting shall be held when individual call orders are cut. This a multiple award BPA. Multiple BPA contracts will be issued off this solicitation.

11. How many janitors and supervisors are required? Since wage determination and the Service Contract Act apply to this contract, the numbers of janitors and supervisors help ensure we provide accurate numbers and support.

Individual call order will address the amount of janitors required per location. The range per location for janitors can range 1-10 janitors needed. Vendors should determine the appropriate staffing methodology, based on SF required to be cleaned. Staffing will vary by site.

12. Does the workforce displacement act apply and require us to provide the incumbent personnel the first right of refusal?

No.

13. How many square feet for each facility?

See below.

Clarksburg VAMC has 45,000 SF for waxing purposes; doesn’t cover the stairwells.

14. How many staff work at each facility?

Clarksburg 937.

The other locations will provide additional facility information within their Statements of Work for their call orders. For this solicitation we are requesting only hourly rates for BPA awards to be established.

15. How many veterans are seen daily at each facility?

Task order statements work will provide additional facitlity information within their statements of work. For this solicitation we are requesting only hourly rates for BPA awards to be established.

16. I am hoping to find out if there is an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement. If there is an incumbent, could you please provide the contract or task order number?

Clarksburg would require constant attendance.

20. Will the DVA provide consumables (toilet paper, soap, etc.)?

Yes.

Prior to induvial call orders being issued.

22. Are quotations needed for all locations?

Quote on the locations your are available to service. This is a VISN wide BPA. Multiple awards will be issued of this solicitation.

We are looking for hourly rates dependent on what you can service.

23. The due date is too soon for a project of this complexity. Can it be extended until at least April 30th?

No extension will be granted.

24. Due to multiple sites/facilities in different states, is the current contract under only one incumbent? If so, may we have the name of the incumbent

25. No notice of a site visit was not in the solicitation, will there be a site visit at any of or all of the locations specified in the RFQ?

A site will be granted when prior to a call order being issued. At this time we are only looking for an hourly rate for janitors.

26. Will the government provide the square footage of each facility?

27. What type of flooring is in each facility, carpet, tile, VCT or combinations thereof?

Combination

28. What is the approximate number of bathrooms/restrooms in each facility?

Depends on the faculty. Individual Call orders will be more detailed and give the number of bathrooms per facility.

29. Is the government able to provide a copy of each individual floor plan?

No.

30. Are there in functional areas in each facility the contractor will not be responsible for cleaning? Example Pharmacy?

Contractors will be required to clean basic examination room/restrooms. Individual Call order will be more detailed. We are only looking for hourly rates for janitors.

31. Is there an approved/recommended VAMC chemical supply/approved product listing available, if so can it be provided?

No.

32. Trash removal, is there a off-site location for each building where the trash and recyclables would need to be deposited/taken or, are there Dumpsters within normal walking distance from the buildings listed?

Dumpster within walking distance.

33. Will the selected vendor be able to immediately prepare the required clearance documentation hen the incumbent staff is transitioned, is there any new investigation needed, or can incumbent staff simply be rebadged, under the new firms name and contract number?

New investigation will be required.

34. Is the contractor authorized to subcontract specific services such as: waxing of floors and carpet restoration to professional firms?

Yes, as long as the prime contractor is performing 51% percent of the work.

35. Is contractor required to clean interior glass that is over six feet?

Yes.

36. Does the Government require a specific security clearance i.e., Secret Top-Secret etc.?

No.

37. Can the contractor hire individuals who possess a current and valid work visa or must the hire US citizens only?

Yes.

38. Does the government require a Project Manager to be on site at each location?

No.

39. How many exam treatment rooms are in the "Outpatient Clinics"?

Depends on the faculty. Individual Call orders will be more detailed and give the number of exam treatment rooms.

40. Should CPARS ratings be provided for Past Performance that are not associated with the VA?

Yes

41. If CPARS rating has not yet been provided by government for VA contracts, what information should be in the Past Performance section?
