QUESTIONS FOR RFQ 36C24427Q0012
1. The request is for both over and under 12' accumulation per event. Are you asking for a price that covers each individual snow event that requires plowing? So, if it were to snow 3 inches, you’re looking for a range price that can encompass up to 12 inches of accumulation? Solicitation Section B2: CLIN 0001 applies for snow events with accumulations up to 12 inches. CLIN 0002 applies for snow events with accumulations exceeding 12 inches. CLIN 0003 applies for salt only per winter storm event.
2. Please confirm which period of performance governs: the public description's November 1, 2026 through October 31, 2031 dates, or the schedule lines' December 1, 2026 through November 30, 2031 dates. Combined Synopsis/Solicitation Description: The Period of Performance will be 12/1/2026 to 11/30/2031. This amendment will reflect the correct PoP in the public’s description.
3. Please identify the form and timing for confirming that dedicated plows, spreaders, loaders, and skid steers are located within 25 miles of the campus and for approving any pre-stage area. PWS Section 3.31: Contractor to provide address for the equipment location for verification.
4. Please confirm whether the parking-garage blade, tire/chain, deicer, and snow-pile-mitigation rules apply to every garage level, access ramp, and adjacent approach, and identify any facility-specific material approval process. Please reference 3.3.3 and 4.3.2 of the Performance Work Statement for Garage specifics.
5. Please confirm the required format and timing for material safety data submitted for deicing products and identify the approving official or process. PWS Section 4.3.5: Contractor to provide MSDS after award.
6. Please confirm whether the technical plan should identify the 24/7 contact method, 15-minute emergency callback procedure, one-hour mobilization plan, and the method for documenting overnight clearance. Please reference 3.2 of the Performance Work Statement.
7. Please identify any insurance evidence, limits, or timing that are required with the quotation or before performance, if applicable. Proof of Insurance is due after the award of the contract.
SUPPLEMENTAL INSURANCE REQUIREMENTS
In accordance with FAR 28.307-2 and FAR 52.228-5, the following minimum coverage shall apply to this contract:
(a) Workers' compensation and employers liability: Contractors are required to comply with applicable Federal and State workers' compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer's liability section of the insurance policy, except when contract operations are so commingled with a Contractor's commercial operations that it would not be practical to require this coverage. Employer's liability coverage of at least $100,000 is required, except in States with exclusive or monopolistic funds that do not permit workers' compensation to be written by private carriers.
(b) General Liability: 500,000.00 per occurrences.
(c) Automobile liability: 200,000.00 per person; 500,000.00 per occurrence and $20,000 property damage.
(d) The successful bidder must present to the Contracting Officer, within 10 days of award, evidence of general liability insurance without any exclusionary clauses for asbestos that would void the general liability coverage.
