Project #: 692-CSI-310
May 14, 2026
Period of Performance: 365 days from NTP
1. Location:
1111 East End Blvd Wilkes Barre PA, 18711 Biomedical Engineering Monday – Friday from 8:00am – 4:00pm
2. Special Instructions:
Any equipment or hardware changes should be reviewed with Projects Management (Contracting Officer’s Representative (COR) and Biomedical Engineering, as these systems are customized to accommodate the Wilkes-Barre VAMC Surgical Services Department.
3. Overview:
The Wilkes-Barre VA Medical Center requires replacement of the surgical services Operating Room (OR)-B endoscopic and anesthesia boom systems. The anesthesia boom, installed in 2003, has exceeded its serviceable life expectancy, and repair parts are no longer available. Additionally, Wilkes-Barre’s endoscopic boom is currently 11 years old, and since the manufacturer is no longer in business, obtaining repair parts has become ineffective.
The surgical lights currently installed in OR-B hang too low from the ceiling, obstructing the surgical field during robotic surgeries. Government owned equipment such as the Da Vinci surgical robot arms frequently collide with lights due to insufficient clearance. These incidents can damage the robotic system or impede surgical performance. The current endoscopy equipment used by Surgical Services was procured in 2019 and is now six years old. Over the past year, surgical staff have experienced multiple equipment failures. The LIM system in OR-B is also in need of replacement due to the age of the system and limited serviceability.
This Statement of Work includes multiple types of equipment with associated installation, and construction requirements. These upgrades and renovations will enable the Wilkes- Barre Facility to achieve the following:
a. Resolve the medical gas issue with the anesthesia boom and be compliant with NFPA 99.
b. Improve workflow.
c. Prevent collision events with the surgical robot.
d. Correct Line Isolation Monitoring issues (LIM).
e. Integrate OR-B to the EHRM infrastructure associated with Surgical video, video integration, lights, endoscopic equipment, robotics, Radiographic images (Live and PPACS) and booms.
f. Provide the most efficient care to our veterans.
This Summary of Work also includes engineering/manufacturer support for the new equipment to ensure functionality. The vendor will not have access to PHI (patient Health Information) during the installation and renovation of this project.
4. Key requirements:
Vendor shall provide a turnkey construction project to completely renovate the operating room within 4 to 8 weeks from the time of Demo to a fully functional OR this period is prefaced by a 6–9-week design period. Technical Capability and Past Performance are equal and when combined are significantly more important than Price. The subfactors within Technical Capability are of equal importance and all elements within each subfactor are of equal importance.
As demonstrated in their proposals, Offerors shall be evaluated in terms of the Offeror’s ability to meet or exceed the project’s requirements as identified in the SOW, and those proposals demonstrating an ability to exceed specified requirements may be rated higher in those areas than proposals demonstrating only the ability to meet requirements. Offerors are reminded to include their best technical and price terms in their initial offer and do not automatically assume that they will have an opportunity to participate in discussions or be asked to submit a revised offer. The Government intends to make award to the Offeror responsible submitting a conforming proposal without discussion, if deemed to be in the best interest of the Government.
The Government may use corporate knowledge on past and present projects, when evaluating proposals.

__ (2) The Offeror is providing separate information with its offer in accordance with paragraph (d)(2) of this provision.
(c) Procedures for reviewing the annual unclassified report (see paragraph (b)(1) of this provision). For clarity, references to the report in this section refer to the entirety of the annual unclassified report, including any separate reports that are incorporated by reference into the annual unclassified report.
(1) Check the table of contents of the annual unclassified report and the country section headings of the reports incorporated by reference to identify the foreign countries listed there.
Determine whether the Offeror or any person owned or controlled by the Offeror may have engaged in any activity related to one or more of such foreign countries.
(2) If such activity might have occurred, review all findings in the report associated with those foreign countries to determine whether or not each such foreign country was determined to be in violation of its obligations undertaken in an arms control, nonproliferation, or disarmament agreement to which the United States is a party, or to be not adhering to its arms control, nonproliferation, or disarmament commitments in which the United States is a participating state. For clarity, in the annual report an explicit certification of non-compliance is equivalent to a determination of violation. However, the following statements in the annual report are not equivalent to a determination of violation:

(ii) An inability to conclude compliance.
(iii) A statement about compliance concerns.
(3) If so, determine whether the Offeror or any person owned or controlled by the Offeror has engaged in any activity that contributed to or is a significant factor in the determination in the report that one or more of these foreign countries is in violation of its obligations undertaken in an arms control, nonproliferation, or disarmament agreement to which the United States is a party, or is not adhering to its arms control, nonproliferation, or disarmament commitments in which the United States is a participating state. Review the narrative for any such findings reflecting a determination of violation or non-adherence related to those foreign countries in the report, including the finding itself, and to the extent necessary, the conduct giving rise to the https://www.state.gov/bureaus-offices/under-secretary-for-arms-control-and-international-security-affairs/bureau-of-arms-control-verification-and-compliance/ https://www.state.gov/bureaus-offices/under-secretary-for-arms-control-and-international-security-affairs/bureau-of-arms-control-verification-and-compliance/ https://www.state.gov/bureaus-offices/under-secretary-for-arms-control-and-international-security-affairs/bureau-of-arms-control-verification-and-compliance/ compliance or adherence concerns, the analysis of compliance or adherence concerns, and efforts to resolve compliance or adherence concerns.
(4) The Offeror may submit any questions with regard to this report by email to NDAA1290Cert@state.gov. To the extent feasible, the Department of State will respond to such email inquiries within 3 business days.
(d) Do not submit an offer unless—
(1) A certification is provided in paragraph (b)(1) of this provision and submitted with the offer; or
