This is Amendment 0001 to Solicitation 36C24426R0135 issued by the Department of Veterans Affairs, Network Contracting Office 4, Wilmington VAMC for an Operating Room-B Renovation project (Project Number 693-CSI-310). The amendment is effective July 7, 2026, with proposals due by 12:00 PM EST on August 12, 2026. The amendment provides a site visit sign-in sheet, answers to 28 submitted Request for Information questions, and backup documents including ICRA permits, architectural drawings, life safety plans, and MEP (mechanical, electrical, plumbing) drawings for the fourth floor.
Key project details clarified through RFI responses include: HVAC VAV controls are available for room isolation during infection control management; OR drawings covering mechanical, electrical, plumbing, and gas systems are provided; the infection control level is projected at Level IV with exterior exhaust requirements; the project comprises a design phase and construction phase; trade-in of existing equipment is not permitted, with VA Biomedical removing retained equipment and the contractor responsible for disposing of remaining equipment; SDVOSB requirements apply under VAAR 852.219-75, limiting subcontractor payments to non-similarly situated firms to 85 percent of dollar value (excluding material and commodities costs); the procurement will not be split into separate packages through other platforms such as SEWP; industry equivalent technologies may be submitted for government review as alternatives to specified items; contractors must provide their own storage containers and dumpsters onsite; and design shall accommodate nurse call station locations with VA Biomedical responsible for installation rather than the contractor.

Submitted Questions & Corresponding Answers
Answers shown in red text
1. Would NCO 4 & the Wilkes Barre VAMC be open to scheduling another site visit for potential respondents prior to the noted deadline? No additional pre-bid site visits will be scheduled.
2. Are OR Drawings available and can be provided? RCP, gas, electrical, structural, potentially elevations. Yes. Drawings have been included for mechanical, Electrical, plumbing, gasses etc.
3. Is VAV control of HAVC system available for isolation of rooms during ICRA management? HVAC supply has VAV controls which can be adjusted independently to support IC management. Return ducts shall not be used as an exhaust for Infection control.
4. Will we be required to exhaust the air scrubbers out of the building via a window near the OR project area? ICRA permits will be provided as an attachment to clarify the infection control measures. The infection control level is projected to be Level IV. The primary method is to exhaust filtered air to the exterior. If exterior windows/ doors are not available in the construction space, roof/wall penetrations may be required to provide exterior exhaust. Infection control may allow the use of the alternative interior discharge method described in the form.
5. Can the site confirm that all above ceiling penetrations per room are properly sealed with fire stop? There are no known ceiling penetrations issues.
6. How many phases are to be expected? Design Phase and construction phase.
7. Clarification on bonding. Should the chained vendor only be required to provide bonding capacity for the project, and if so, who will hold the bond and how much will the bond need to be issued for? The set aside company, or the vendor installing the equipment and doing the renovation work? Refer to the solicitations noted applicable FAR clauses on bonding requirements.
8. The RFO mentions payment bond. Is this accurate? And if so, how much does the payment bond need to be secured for? Refer to the solicitations noted applicable FAR clauses on bonding requirements.
9. Is onsite storage at the hospital available for the project, or will the chosen vendor need to provide container storage onsite? Chosen vendors will need to provide a storage container onsite at their own expense. Is it possible that indoor space will be given for special consideration for sensitive medical equipment which may be stored internally in storage or Biomedical service areas. Local storage will be limited due to the dense clinical demand of the fourth floor.
10. If the chosen vendor is required to provide container storage, will a space be made viable to land the containers in very close proximity to the loading dock for the duration of the project? Contractors will need to provide a storage container at their own expense;
Space will be provided onsite, but may or may not be in proximity of the loading dock.
11. Will dumpsters be made available? If not, same question as containers. Can we land a dumpster in very close proximity to the loading dock? Contractors will need to provide a dumpster at their own expense. Space will be provided onsite but may or may not be in proximity of the loading dock.
12. Is trade in of the existing equipment allowed? No
13. If trade in of existing equipment is not allowed, will the chosen vendor be required to dispose of the old equipment? Prior to construction, VA Biomed will remove all equipment that will be retained by the government. All equipment left in the room is the responsibility of the contractor to dispose. There will be no trade.
14. The requirement is checked that the SDVOSB has to perform 85% of the work as a “General construction” bid. Would you consider removing this clause/ making unrestricted? A lot OF this requirement is for medical product- lights, boom and integration and we want to have an equal opportunity to provide the product. The questioner misreads VAAR 852.219-75, which does not require 85 percent self-performance rather it requires no more than 85 percent of the dollar value be paid to subcontractors who are not similarly situated. This clause is applicable and required for this procurement. The clause does state, however, materials costs are excluded from this percentage, which, also includes the commodities items being purchased.
15. Who is the current incumbent for the video integration? Has this been taken into consideration for this requirement? Construction contracts are evaluated independently based on defined evaluation criteria.
16. Is it possible to pull OUT the integration for this project to ensure compatibility of what is currently being utilized? No, the capability to integrate cannot be taken out. The nature of the project intends to replace all equipment in the OR and maintain the capability of an integrated video system.
17. Are the decisions being made by a technical/surgical committee or facilities? (We want to ensure the clinical need of what is currently there is being represented). Scoping for the project is a collaborative effort between clinical, biomedical and engineering staff.
18. Would NCO 4 consider using SEWP for the lights, booms, integration, and turnkey installation/ pull OUT from the construction bid? This procurement is not being split into a separate package for the purchasing of the noted items through another platform.
19. Would you consider removing the “fly eye” and “micro spot” as this is spec’d for only one company and would not represent fair and equal competition? All technologies identified are a basis of design, an industry equivalent may be submitted, designed and accepted after government review.
20. Is there a reason that a “modular wall” is being required for the lights and booms portion? Yes
21. Is there availability in the emergency electrical distribution system for a new isolation panel? Yes
22. Are there any existing structural drawings for the ceiling/floor structures as to evaluate for the modular ceiling system and patient lift? These are not available.
23. What means of ventilation will be permitted for ICRA? Will ductwork be able to be tied into or supplied by the VA? No. The ductwork cannot be tied into. The filtered air must be exhausted directly from the exterior of the building or via the approved alternative method. Vendor shall follow all control measures provided on the ICRA permit which includes but is not limited to negative pressure monitor, hard barrier containment, ante room, HEPA filtration, etc. Contractor is responsible for establishing all Infection Control measures including ductwork, monitors, barriers, containment mats etc.
24. Any hazardous material reports for the room? Yes. The facility maintains hazard materials surveys and life safety drawings for the hospital. There is no known hazardous material expected in this construction.
25. Any existing mechanical balance reports as to determine if the existing system will need replaced? This project does not intend to address mechanical (HVAC) systems beyond the scope of the OR suite.
26. Any preference on location for the new isolation panel? Specific location will be identified in design. The new panel should be in immediately proximity of the existing.
27. Any existing MEP drawings? See attached.
28. Will the proprietary nurse call vendor be carried in the construction cost or will VA be doing this work directly with them? Design shall accommodate locations and preparation for nurse call stations. Interior VA biomed shop will do the physical installation of nurse call stations. Contractor is not responsible for installation.
