About this file
This is a Questions and Answers (Q&A) document for a federal contract opportunity related to fire extinguisher inspection services at Pittsburgh VAMC.
The document addresses three key inquiries from potential contractors regarding contract requirements and clarifications. First, regarding a discrepancy between the Price/Cost Schedule quantity of 10,637 monthly fire extinguisher inspections (CLIN X001) and Section 7 of the Statement of Work citing 906 extinguishers requiring monthly inspections, the contracting officer clarified that all pricing shall be based on the quantities in the current Price/Cost Schedule with no updates to be made. Second, when asked about the electronic scanning software with bar code tags currently in use, the answer identified Building Reports as the existing system but clarified that contractors have the responsibility to determine what software best suits their company's operations in meeting service requirements. Third, regarding whether an online database system using bar codes is required or if an Excel spreadsheet would suffice, the contracting officer specified that an online database and reporting system is mandatory, and the Excel spreadsheet referenced in Section 6 must be provided in addition to the online database following completion of all annual inspections and service work.

Q1. 1. In the Price/Cost Schedule it shows a quantity of 10,637 monthly fire extinguisher inspections for CLIN X001. When divided by 11 months, that equals 967 extinguishers. Section 7 of the SOW states a total of 906 extinguishers requiring monthly inspections. Can you please clarify the total, and if it’s 906 extinguishers, can the Price/Cost Schedule be updated to reflect the correct total (9,966 [11 months x 906])?
A1. All pricing shall be based on the quantities in the current Price/Cost schedule. No updates will not be made at this time.
Q2. The SOW references electronic scanning software with existing bar code tags. Can you share the software currently being used for these bar code tags? Is it Building Reports? We would like to utilize the software being used, but it is not specified.
A2. The Fire Extinguisher software system currently used is Building Reports. However, it is ultimately the responsibility of the contractor, and not the Pittsburgh VAMC, to decide what software will work best for their company in exercising the requirements for this service.
Q3. Is an online database system using bar codes required, or can an excel spreadsheet be used to track inventory and inspection results? Section 6 references an excel spreadsheet.
3. An online database and reporting system is required. The excel spreadsheet referenced in section 6 will be required in addition to the online database, following the completion of all annual inspections and service work.
