A full replacement for the building 57 flat Ethylene Propylene Diene Monomer or EPDM roof alongside the southern basement entrance/exit fully in accordance with the VA Technical Information Library or the TIL as well as the Master Construction Specifications. This will include the full removal and replacement of the EPDM roofing, insulation, cants, and pitching to roof drains designated in the Drawings and specified below alongside the removal and replacement of the EPDM roofing, insulation, cants, and pitching to roof drains of the basement EPDM roof entrance/exit. In addition, the exhaust fan on the EPDM flat roof is to be replaced in kind alongside the exhaust hood that is damaged on the same roof. These two components will need to have new lightning protection installed upon them. The following specifics are detailed in accordance with the drawings and required work:
· The contractor must replace the entire EPDM Flat roof of Building 57 while incorporating proper pitch for the two roof drains (designated in the drawings) and installation of required cants around every portion of the EPDM that meets the railing wall or equipment curbs.
· The contractor must replace the entire EPDM flat of Building 57 over the southern basement entrance/exit while incorporating proper pitch for the two roof drains (designated in the drawings), installation of required cants around every portion of the EPDM that meets the railing wall or equipment curbs.
· The contractor must upon removal of the EPDM roof, investigate and survey the structural integrity of the concrete decking. Confirm any damage and repair the concrete where needed to prevent further water penetration and damage to the floors below.
· The contractor is to fill in the two concrete penetrations through the roof deck with concrete roof decking to seal the penetrations. This concrete is to meet specification requirements and installation methods.
· The contractor must remove the designated attic exhaust fan in full from the roof that is over one of the two roof deck penetrations. This is not to be replaced and fully removed to the electrical panel below the roof.
· The contractor must replace all the flashing where the EPDM meets the railing wall with proper installation of 16 oz. copper flashing and placement on the wall.
· The contractor must replace all insulation underneath the EPDM roofing while correctly accommodating for the roof’s pitch towards the roof drains.
· The one crushed roof hood on Building 57’s EPDM flat roof is to be replaced with a new mushroom hinged vent hood with a weather resistant coating. The air flow requirements for the new vent must meet that of the existing hood.
· The contractor must remove all designated pieces of abandoned equipment shown in the Drawings and dispose of them properly in accordance with state and local guidelines.
· The contractor must ensure that all the equipment curbs on the building 57 EPDM flat roofs are raised to a minimum of 12 inches on all sides of the equipment while taking account for the pitch angle of the roof.
· The contractor must ensure that no debris or equipment falls from the worksite down the roof during demolition. This must be coordinated with the COR to ensure the safety of the patients and a shutdown of the building’s entrance will be in effect during this time.
· The contractor must ensure that proper weather protection is provided for times that the EPDM flat roof’s envelope is removed, and construction is ongoing up until the full replacement of the EPDM flat roof is complete.
· The contractor must use a crane to lift all debris from the roof’s demolition and supply the space with the materials to complete the work. This includes relocation or moving equipment that must be removed from the roof.
· The contractor must remove and replace the exhaust fan on the flat EPDM roof with the following exhaust fan that meets the minimum requirements: 2765 CFM, 2.0” SP, 20” wheel diameter, 1480 max RPM, (fan) direct drive, 3 HP motor, 208V/3Ph. The new exhaust fan will need to be connected to the building fire protection system so that it can shut off when the fire safety system alarm is active per fire code.
· The contractor is to remove and replace the lightning protection connecting the two remaining pieces of roof equipment to the roof lighting protection system.
General Requirements -
· All work will occur Monday to Friday from 7:00 am to 4:30 pm EST. All evidence of work on the project must be cleaned and removed daily to prevent patient tampering. At no time will tools or an active job site be unmanned.
· If after-hours work must be conducted, then it must be highly coordinated with the COR, with the COR coordinating with the medical facility.
· Contractors will need to retain a detailed schedule throughout the life of the project. An extensive partnership and coordination must be designed between the contractor, the COR, Contracting Officer, the CVAMC engineering staff, and the CVAMC medical staff.
· The contractor must provide their own storage and will have limited “lay-down” area space designated by the COR. Other than this location, the VA will not supply storage space. Parking shall occur only in approved places so the need to shuttle men and materials may be necessary. All exterior work will require a locked 6-foot chain link fence around the perimeter. A dumpster must always remain secure as per the specifications.
· Contractor must be responsible for verifying all site conditions prior to performing any work. Contractor must follow all Guidelines and Standards applicable to the task, as described in the Construction Safety Standards and Master Construction Specifications all available on the VA Technical Information Library. No production or purchases shall occur until all products are submitted for approval as per Section 01 33 23, SHOP DRAWINGS, PRODUCT DATA, AND SAMPLES. Submittal Drawings shall show size, configuration, and fabrication and installation details.
· The Contracting Officer is the only one who can authorize the proceedings of work through signed documentation. The Contractor must substantiate those manufacturers and installers qualifications which comply with specifications. Contractor must provide a minimum one-year warranty on all material and workmanship unless otherwise noted in the specifications.
· All work shall be performed in compliance with all Federal, State and Local laws and regulations. In addition, work must meet equipment’s manufacturer specifications and generally accepted industry standards of good workmanship. All waste materials must be disposed of by the contractor in compliance with Federal State and Local laws and regulations. Contractors will supply receipts for quantities of material removed for recycling accountability. The lot T151 is used for metal recycling and shall receive all metal debris and for disposal.
· No work may proceed by the contractor until all material cut sheets are submitted to the COR for approval. COR will review and submit to Contracting Officer. No work may proceed until Contracting Officer authorizes work. The COR is not authorized to issue a Notice to Proceed.
· Contractors must be required to comply with physical security requirements to include checking in with the VA Police or VA sponsor/COR each time they come on site to perform services and obtaining a VA compliant ID badge which must be always worn while on VA property.
· All damage done to structures, equipment, or VA property by the contractor during construction is to be repaired as per the specifications at the contractor’s expense.
Contractor will have 90 days to complete the project from NTP.
