Pricing & Cost Structure

1. CLIN Price Adjustment

Could the Government clarify how CLIN prices would be renegotiated if trip averages vary— specifically, will renegotiation be based on mileage, fuel, labor hours, or another basis?

PER PWS 3.5. Fixed, flat rate acceptance by contractor for billing, per trip, between facilities.

As per the Price Schedule – any renegotiations will be based upon the average number of trips per month is consistently higher by over 3 months or lower by 3 months. (based on new trip, mileage, and wait time averages). CLINs will be reviewed every 6 months to verify actual trip averages per month.

2. Trip Count Confirmation

Can the Government confirm whether the historical trip average of 19/month includes weekends or holidays?

No weekends or government holidays.

3. Wait Time Billing

Should vendors assume and price for specific wait time per trip? If so, what is the average wait time observed historically?

PER PWS 3.5. Fixed, flat rate acceptance by contractor for billing, per trip, between facilities.

4. Fuel Surcharges

Will fuel price fluctuations be grounds for pricing adjustments, or should vendors factor those into the fixed price?

PER PWS 3.5. Fixed, flat rate acceptance by contractor for billing, per trip, between facilities. As above, any adjustments will be based on trips per month consistently higher or lower in a 3-month period than the average. No economic price adjustment for fuel.

5. Price Adjustments Under SCLS

Will FAR 52.222-43 be applied annually based on Wage Determination updates?

Any wage determination updates will be included in task orders issued. Applicability to changes for contracts covered under the SCLS shall follow FAR subpart 22.19

Operations & Logistics

6. Vehicle Requirements

Are there any specific vehicle requirements (e.g., refrigeration, compartmentalization, signage, etc.) for transporting contaminated and sterile RMDs?

Per PWS.

7. Packaging Responsibility

Is the contractor responsible for securely packaging RMDs or will this be done by VA staff?

SPS places RMD in bins for transport; contractor is responsible for the designated vehicle having the proper installments to bolt down and secure the RMD in their separate cargo areas in the vehicle.

8. Time Windows

Are there designated pickup and drop-off windows at either facility, or will daily dispatch details be provided?

Yes. Specific areas and rooms. Please see PWS.

9. Facility Points of Contact

Will POCs be assigned at each location for handoff and logging? If not, should we provide a tracking/receipt protocol?

Yes, there are POCs. Tracking and receipt are protocol. Please see PWS.

10. Contingency Coverage

What are the VA’s expectations if a courier trip is delayed or missed due to emergency or mechanical failure?

Must have back up vehicle of equal specifications and driver available. There cannot be any missed trips since this would be a work stoppage and affect patient care with cancellations or delay of procedure.

11. Regular Schedule

Is there a consistent daily pickup/drop-off schedule expected, or will timing vary day-to-day?

Consistent schedule per PWS.

Administrative & Compliance

12. Invoice Documentation

Must monthly invoices be supported by individual trip logs, or will a summary invoice suffice if logs are kept on file?

Summary invoice.

13. Task Order Issuance

Will task orders be issued monthly in advance, quarterly, or on a rolling/as-needed basis?

12-month task orders.

14. Insurance Coverage

Are there specific insurance requirements (e.g., cargo coverage for contamination) beyond standard commercial vehicle insurance?

Unknown- no knowledge of insurance requirements.

15. Training Requirements

Do drivers need any special training (e.g., infection control, medical materials handling), or are standard courier qualifications sufficient?

16. Alternate Routing Policies

Are there procedures or required authorizations for rerouting in case of inclement weather or road closures?

No. Trips must be executed.

17. Holiday/After-Hours Service

Should the contractor expect and price for services required on federal holidays or weekends?

No. No weekends or federal holidays are performed.

18. Chain-of-Custody Requirements

Is a Government-provided form required for documenting chain of custody, or may the contractor use its own form?

Contractor may use their own form. Additional information per PWS.

2.9 Daily records and account history must be stored and sent to the shipper as standard practice via reports according to shipper preference.

2.10 Records, to include Photo Proof of Delivery (POD), will be kept for a period of 3 years in accordance with VHA Directive 1116 Management of Critical and Semi Critical RMD and Records Disposition 1150.3 Quality Management (QM) Records (Confidential and Non-Confidential).

19. Sterile vs. Contaminated Transport

Are separate containers or physical compartments required to separate sterile and contaminated RMDs during transport?

Yes. Per PWS./All transport containers are supplied by VAMC for both soiled and sterile. There must be a separate cargo area for both soiled RMD and sterile RMD; both environmentally controlled to between 66-72 degrees F and between 20-60% humidity for all travel and in between wait times of delivery and pick up. There must be a physical barrier separation (separate cargo areas) between soiled and sterile at all times. The transport bins that are used to travel the soiled and sterile RMD must be braced into place in two separate areas in the unit with sealed compartments and easy access.
