I. The purpose of this solicitation amendment is to answer vendor questions for solicitation 36C24425Q0282.
II. Vendors submitted 10 questions. The Government has included those questions verbatim and provided answers below:
Question 1: I am seeking clarification regarding Section B.2 under the Performance Requirements on page 5. The paragraph states:
"The Contractor shall have the ability to track weekly use of garments via an electronic monitoring system and provide a report of items serviced upon request. The Contractor shall provide a rental program for scrub pants, shirts, and jackets and provide the LVAMC with an auto-loss replacement policy to replace any scrubs that may become damaged or deemed no longer usable."
Could you please clarify the intent of this statement? Specifically, does this mean that medical staff will be responsible for covering the rental costs of scrubs dispensed from the scrub dispensing unit?
Answer 1: No, the medical staff is not responsible for covering the rental costs of the scrubs.
Under the contract, the Contractor shall offer a program/dispensing system that provides scrub pants, tops, and jackets. All sizes should be made available to Lebanon VA Medical Center staff through this program. At no time, should there be a shortage of scrubs available to the staff. The scrub usage should be able to be tracked through this program.
Question 2: Who is the incumbent??
Answer 2: Cintas Corporation
Question 3: Are there dispensing machines on site now that we could use or take over lease from incumbent.?
Answer 3: Yes, there are dispensing machines on site, but they are owned by the current contract holder.
Question 4: Do you have a weekly estimate number of scrubs used per week or is it 300k/52ks?
Answer 4: There are a lot of variables for weekly usage due to staffing, types of procedures, etc. The minimum number of scrubs per year that will be used is estimated at 300,000.
Question 5: This requirement indicates that the scrubs need to be poly-wrapped. Would other measures be considered outside of poly-wrapping? Is there a reason this needs to be poly-wrapped? Would you consider looking at how other VAs in VISN 4 distributes scrubs for standardization purposes?
Answer 5: No, other measures would not be considered. All scrubs must be individually poly-wrapped for sanitary reasons.
Question 6: This requirement states that service days are M, W, F; would it be more favorable for the vendor to service the account all 5 days of the week?
Answer 6: We only require M/W/F services.
Question 7: Would the color “Jade” be a suitable alternative to the color “Teal”?
Answer 7: Scrub colors will be determined after award. Jade would be suitable if chosen.
36C24425Q0282 001
Question 8: What is the main color of scrubs that are currently being used/are there different colors for each department? (This could adjust the number of devices listed and be a cost savings to the govt).
Answer 8: Yes, each location will have a different color scrub.
Question 9: Would a scheduled walk-through of the site be available prior to the award?
Answer 9: No, a scheduled walk-through will not be available prior to award.
Question 10: Is a “buy-out” of the equipment part of this requirement?
Answer 10: No, equipment is owned by current contract holder.
III. The Government has answered all timely vendor questions, and the question period has closed. The Government will not accept further questions relating to this solicitation. The solicitation response time remains 1:00PM, ET, Tuesday, February 18, 2025.
