About this file

This is Amendment 0001 to solicitation 36C24425Q0119 which answers vendor questions and provides an updated Statement of Work for the repair of a walk-in cooler at the Erie VA Medical Center. The amendment clarifies that there is no incumbent contractor and removes the requirement for 404a refrigerant, allowing any manufacturer-recommended refrigerant.

The SOW requires parts and services to replace an evaporator coil and condensing unit for a 750 cubic foot walk-in cooler. Key specifications include: evaporator coil under 150 pounds operating on 120V power, outdoor-style condensing unit with minimum 1 HP motor operating on 208-230V power, temperature maintenance of 33F-46F, and air/hot gas defrosting capability. Work must be completed within two months of award during normal duty hours (M-F, 7am-3pm). The contractor must have EPA Section 608 Certification and provide a one-year warranty. A site visit is scheduled for December 11, 2024 at 11:00 AM ET, with registration required by December 6. Quotes are due December 20, 2024 at 3:00 PM ET. This is a small business set-aside under NAICS 238220 with a $19M size standard.

Questions and Answers Submitted in Response to 36C24425Q0119 – Walk-in Refrigerator Parts/Repair Erie VA Medical Center 135 East 38TH Street, Erie, PA 16504

1) We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.

If not brand new, could you please provide the current / previous contract number?

Answer: This is a new requirement, there is no relevant acquisition history for the related parts or components.

2) Can you please provide an answer to this inquiry from my service team?

“The gas is now 404A. With 404 being phased it is recommended that we use 448A or 449A. We are planning on using existing piping and replacing the insulation on the suction line. Let us know if this is correct?”

Answer: The statement in the SOW “Must use standard 404a refrigerant.” Should be totally disregarded, there is no exact refrigerant required, whatever the manufacturer is using for their equipment you are quoting on.

See the attached and updated SOW dated 12/13/2024, which removes the requirement for Standard 404a refrigerant at Section 2.c.ii.

STATEMENT OF WORK (SOW) Updated 12/13/2024 Erie VAMC Dietetic Walk-in Cooler Parts & Repair 135 East 38TH Street, Erie, PA 16504

1. Scope.

The Erie VAMC FMS (Facilities Management Service) requires the parts and services to repair the Dietetic walk-in cooler. The existing evaporator coil and condensing unit have reached their life expectancy and can no longer maintain normal operating temperatures when the outdoor temperature is above 80°F, compromising the integrity of the food that is served to our resident veterans. The Contractor must provide all parts, materials, labor, transportation, shipping, supervision, and equipment required to replace the evaporator and condensing unit and restore the walk-in cooler to normal operating functionality.

2. Replacement Part Specifications

a. Evaporator coil:

i. Shall not exceed 150 pounds in weight.

ii. Must operate on existing power supply of 120V and draw no more than 115v from 1 horsepower at 60 hertz.

iii. Must contain dual speed motor.

b. Condensing unit:

i. Must be an outdoor style, to replace the existing roof mounted condensing unit.

ii. Minimum 1 ½ horsepower motor.

iii. Must operate at a medium temperature range capacity, to maintain 33°F - 46°F.

iv. Shall not exceed 350 pounds in weight.

v. Must run on existing power supply of 208-230V.

c. Both units:

i. Must maintain a temperature range of 33°F - 46°F in a walk-in cooler that is approximately 750 cubic feet.

ii. Must use standard 404a refrigerant.

Any refrigerant is allowed if recommended by the manufacturer of proposed replacement equipment.

iii. Must utilize air or hot gas for defrosting.

1. Electric defrosting units are not acceptable.

iv. Refrigerant lines (additional, if required) must be fitted to the units as connection sizes may vary.

v. Must be covered by a one-year parts and service warranty by the contractor.

vi. Must be domestic end products.

Direct replacements of existing equipment are not acceptable, the evaporator coil and condensing unit must meet the criteria outlined above. An example of technically acceptable equipment is the Larkin evaporator coil (LEL0105AS6AMAB0000) and Larkin condensing unit (LCH0015MCACZA0000). The listed Larkin evaporator coil and condensing unit is not the only equipment capable of meeting the minimum product requirements. Any equivalent evaporator coil or condensing unit which can meet the specifications criteria above and satisfy the Erie VAMC need as outlined in this SOW will be considered acceptable.

3. Specific Tasks

a. Remove evaporator coil & condensing unit from “dietetics walk-in cooler #12”

i. Removal includes evacuating and collecting refrigerant from the system.

b. Provide & install new evaporator coil and condensing unit which meet the specification requirements outlined in Section 3.

c. Installation includes providing and connecting all proper refrigerant, refrigerant piping, piping insulation if required, and all wiring.

i. Technicians are required to hold EPA Section 608 Certification (Type I, II, III or Universal)

d. Plumbing connections for system components (evaporator, piping & condenser) must be brazed together.

i. ProPress fittings are not acceptable.

e. Replace refrigerant and perform evacuation of refrigerant lines.

i. Evacuation will remove moisture, air, and non-condensable gases to ensure proper operation.

f. Perform industry standard leak test.

i. Leak test will ensure refrigerant is contained in the system and ensure operational safety and efficiency.

g. System startup and operation check

h. Removal and disposal of old evaporator coil, old condensing unit and other waste produced at job site.

4. Site Specific Information and Restrictions.

a. Roof Access and Restrictions:

i. Personnel can access the condensing unit located on the roof, but there are a lot of obstacles and a mechanical lift for the replacement parts may be needed. See Section 8 for pictures of roof area.

b. The contractor will be responsible for determining proper pipe sizing and distance between the evaporator and condenser.

c. The contractor shall be responsible for any lifts, cranes, or scaffolding required to complete this project. This equipment may not be required, but the following must be adhered to if the contractor elects to utilize any lifts, cranes, or scaffolding:

i. Any crane or heavy equipment operators shall be properly certified.

ii. The contractor shall comply with all OSHA requirements.

iii. Use of any lists, cranes, or scaffolding shall be approved by and coordinated with the Program Manager.

d. A site visit will be planned to provide the opportunity for the contractor to become familiar with the site and assist in developing a plan for the installation. Site visit information and instructions will be included in the solicitation.

5. Privacy and Security Requirements

Complete the hard copy version of “VA Privacy Training for Personnel without Access to VA Computer Systems or Direct Access to or Use to VA Sensitive Information”. Signed and completed training documents must be submitted to the Program Manager before services are performed.
