This project is being solicited under full and open competition utilizing a tiered evaluation method. The North American Industry Classification System (NAICS) code is 236220 and the Small Business Size is $45 million.

INSTRUCTIONS TO OFFERORS
PROCEDURES FOR SUBMITTAL OF OFFERS AND PROPOSAL EVALUATION
CRITERIA
1. Overview.
1.1 The intent of this solicitation is to select one contractor to provide professional construction services in accordance with the Drawings and Specifications, etc. for the “Replace Steam System” (503-19-112)
1.2 The Government intends to use the “Best Value” trade off process source selection approach in accordance with FAR 15.101-1. Award will be made to the responsible offeror whose proposal conforms to the solicitation’s requirements and represents best value to the Government. The Government reserves the right to award a contract to other than the lowest-priced offeror or other than the most-highly rated offeror.
1.3 The Contract Opportunities notice will include “TIERED EVALUATIONS” and evaluate all offers initially, but then award offers in the following order:
1.4 Determine if any offers submitted by SDVOSB concerns would result in an award. If no offers were submitted by SDVOSB concerns, or if none of the offers would result in award at a fair and reasonable price that offers best value to the United States, withdraw the SDVOSB set-aside, document the basis for not making an award within this tier and proceed to the set-aside for other VOSB concerns.
1.5 Determine if any offers submitted by VOSB concerns would result in an award. If no offers were submitted by VOSB concerns, or if none of the offers would result in award at a fair and reasonable price that offers best value to the United States, withdraw the VOSB set-aside, document the basis for not making an award within this tier and proceed to the set-aside for other SB concerns.
1.6 Determine if any offers submitted by SB concerns would result in an award. If no offers were submitted by other SB concerns, or if none of the offers would result in award at a fair and reasonable price that offers best value to the United States, withdraw the SB set-aside, document the basis for not making an award within this tier and proceed to the set-aside for other small business concerns.

2. Submittal of Proposals.
2.1 Offerors submitting proposals for this project must limit submissions to data essential for evaluation of proposals so that a minimum of time and monies will have been expended in preparing information required herein. However, in order to be effectively and equitably evaluated, the proposals must include information sufficiently detailed to clearly describe the offeror's Technical Ability(Experience, Personal and Organization, Work Methods, Schedule, and Quality Control) , Past Performance, and Price, to successfully complete the project. Innovative, creative, or cost-saving proposals that meet or exceed the requirements should be clearly noted and justified in the proposal.
2.2 Offerors must comply with the detailed instructions for the format and content of the proposal. Proposals that do not comply with the detailed instructions may be rejected.
The Offeror must complete and submit Offer on Standard Form 1442. The Offeror must submit a price based on the line items. Note: If discussions or negotiations occur, the Government may require additional cost information.
1. Discounts: Prompt payment discounts will not be considered in the evaluation of offers.
2. In the event a minor clerical error has occurred, the Offeror may be given an opportunity to correct the minor error within the constraints of the “clarifications” process or the Contracting Officer determines discussions are required.

2.4 Proposal materials must meet the following submission requirements:
Volume I, Sections 1 – 5:
1. Contents of the proposal and responses on forms must be typed using 12-point Times New Roman font. Packages that are handwritten or are scanned/produced with low resolution such that text is illegible will not be evaluated. Past Performance Questionnaires and other references from third parties are permitted to include handwritten content. In all cases, clear and legible content is greatly preferred and is more effectively evaluated.
2. All pages of Proposal shall be 8.5”x11” Portrait orientation, except as permitted herein.
3. Failure to place the required submission information under the appropriate tab or in the correct location or format may result in a lower rating if the evaluators cannot readily find the appropriate information.
4. Company advertising literature must not be included.
5. All pages in Volume I after the Cover Sheet shall be sequentially numbered in the lower right corner beginning with “1”, including all Attachments and Exhibits.
6. The combination of Table of Contents, Section 1, Section 2, and Section 3 in Volume I shall have a strict page limit of 25 pages. Any pages between the Cover Sheet and the Table of Contents in Volume I will not be reviewed nor evaluated. Any pages prior to Section 4 in Volume I beyond the specified 25-pages limit will not be reviewed nor evaluated.
7. Cover Pages shall include signatures of (an) Authorized Representative(s) of your firm.
8. Tables of Contents shall be comprehensive, listing all Sections, Subsections, Figures, Attachments, and Exhibits in that Volume, with starting page numbers or page ranges indicated.
9. Section 1 – General Company/Team Narrative

a. An Experience subsection shall be provided.
i. A narrative shall be included summarizing the experience held by the team assigned to the project being solicited.
ii. Reference Exhibit A and any other Exhibits or Attachments associated with the Experience summary narrative that you wish to direct the SSEB members for reference.
b. Personnel and Organization subsection shall be provided.
i. A narrative shall be included summarizing the capability of the team assigned to the project being solicited.
ii. For individuals being assigned key roles on the project being solicited, with either the Prime or named Sub Contractor, other prior and projected professional commitments that will overlap in time with the Project Performance Period shall be identified.
iii. Reference Exhibits and Attachments as appropriate.
c. A Work Methods subsection shall be provided.
i. A narrative describing your company’s Quality Control Program shall be included, with some development of a Quality Control Plan specific to this project indicated in a synopsis.
ii. A narrative describing your company’s Construction Safety Program shall be included, with some development of a Safety Plan specific to this project indicated in a synopsis.
iii. A narrative describing your company’s Infection Control Program shall be included, with some development of an Infection Control Plan specific to this project indicated in a synopsis.
d. A schedule subsection shall be provided.
i. A narrative describing your companies schedule to ensure completion and control of the project from beginning to end
ii. A narrative of the critical path, all major milestones, and starting and completion dates.
e. A Quality Control subsection shall be provided.
i. Compliance with quality control-related proposal submission requirements indicated in Instructions to Offerors, Part 2, Submittal of Proposals, above.
ii. ▪ How quality of the work by Prime and Sub Contractors/Teaming Partners will be maintained in accordance with this project’s contract requirements and industry standards: 1.) across multiple shifts daily; 2.)
considering potential turnover of employees and trades personnel; and 3.) through the duration of the project.
iii. ▪ How quality will be demonstrated to the VA before, during, and after physical work occurs.
iv. ▪ Elements of the Quality Control Program incorporated into your Product Submittal/Shop Drawing process.
v. ▪ Considerations in the Quality Control Program associated with potentially disrupted supply chains.
vi. ▪ Coordination processes that will be used to facilitate work between trades.
vii. ▪ Your procedures for testing, inspection, and associated reporting as well as the names of testing and inspection agencies to be utilized.
viii. ▪ Your approach for ensuring all project, contract, and facility requirements are met.
ix. ▪ Your procedures for punch list work and contract closeout.
x. ▪ Unique or proactive elements of your Quality Control Program.

11. Section 3 – Past Performance:
a. Provide a clear and concise narrative to summarize Past Performance including elements indicated immediately below, in a sequence you choose.
b. Highlight the currency and relevance of the prior project information submitted under Exhibit A, Part 1 – Relevant Prior Project Experience for Prime and Sub Contractors. Reference Exhibit A.
c. Briefly summarize the cited project references in the PPQs and in the Exhibit B written reference attachments. Reference Exhibits E and B.
d. Reference attachment of Contractor Pre-Award OSHA Evaluation Form and associated attached forms.
e. Reference attachment of OSHA/EPA Certification Letter.
f. Reference attachment of Offeror’s current Experience Modification Rate
(EMR) Rating.
g. For the prior projects submitted 1.) under Exhibit A, with associated PPQs submitted in Exhibit E, or 2.) under Exhibit B with associated written references attached in Exhibit B, describe the prior project participation by individuals being assigned to key roles for the project being solicited.
h. Provide information regarding the assessment of liquidated damages on any contracts within the last five years upon Prime Contractor or a named Sub Contractor (include frequency, circumstances, severity of problem, project name and type, etc.). If none, indicate none have occurred.
i. Offerors may provide information on problems encountered on the identified contracts and the corrective action taken, if desired.
j. Offeror may include additional Past Performance considerations to the degree that they meet the limitations and requirements of this RFP.
i. Information provided shall be limited to the period starting 5 years prior to the solicitation release date.

f. The Project Organizational Chart, one (1) page maximum, shall identify key roles from the Prime and Sub Contractors for the project being solicited and the individuals being assigned to those roles.
g. Resumes / Statements of Qualifications for Prime and Sub Contractor
Personnel in Key Roles shall present data only for individuals in key roles as designated in the Project Organizational Chart.
h. Tentative Project Schedule in Volume I binders shall be in fold-out 11”x17”

i. Contractor Pre-Award OSHA Evaluation Form from this RFP shall be completed and submitted, including attachment of OSHA 300/300a Forms.
j. OSHA/EPA Certification Letter may be certified by an authorized representative. Certify that the offeror has no more than three (3) serious, or one (1) repeat or one (1) willful OSHA or any EPA violation(s) in the past three years. Provide a detailed explanation if the number exceeds the criteria listed.
k. Experience Modification Rate (EMR) Rating must be completed by the
Insurance Provider. State Offeror’s current EMR rating and their ratings over at least the previous three years. Current EMR rating should be less than or equal to 1.0. Provide a detailed explanation if the number exceeds the criteria listed.

3. Proposal Evaluation Process.
3.1 A Source Selection Evaluation Board (SSEB) comprised of representatives of the
Department of Veterans Affairs will evaluate the proposals. SSEB may also include Architect and Engineering firm non-voting members. The identities of the SSEB personnel are confidential, and any attempt by the offerors to contact these individuals is prohibited. The evaluation will be based on the content of the submitted proposal and any subsequent discussions initiated by the Government, as well as information obtained from other sources, e.g., past performance information. Offerors are advised that the technical evaluation and rating of proposals will be conducted in strict confidence in that technical ability and past performance information submitted will be reviewed and rated without knowledge of the price offered. During deliberation, the number and identities of offerors will not be revealed to anyone who is not involved in the evaluation and award process or to other offerors.
3.2 Proposals will be evaluated in accordance with the Evaluation Factors identified below.
Technical Ability and Past Performance are of equal importance, and when combined, are more important than Price.
Evaluation Factor 1 – Technical Ability Evaluation Factor 2 – Past Performance Evaluation Factor 3 – Price
3.3 Offerors will be evaluated in terms of the Offeror’s ability to meet or exceed the project’s requirements as identified in the SOW. Proposals demonstrating an ability to exceed specified requirements may be rated higher in those areas than proposals demonstrating only the ability to meet requirements. Offerors are reminded to include their best technical and price terms in their initial offer and not automatically assume that they will have an opportunity to participate in negotiation discussions or be asked to submit a revised offer.
An offeror must at least meet the minimum requirements of the solicitation to be considered for award. In accordance with FAR 15.306(a)(2), if award will be made without conducting discussions, offerors may be given the opportunity to clarify certain aspects of their proposals, e.g., the relevance of an offeror's Past Performance information and adverse Past Performance information to which the offeror has not previously had an opportunity to respond, or to resolve minor clerical errors. The Government intends to make award to a responsible Offeror submitting a conforming proposal without discussions, if deemed to be in the best interest of the Government.
4. Evaluation Factors
4.1 Evaluation Factor 1 – Technical Ability
The sub-factors, listed under Evaluation Factor 1 are of equal importance. An overall rating will be assigned at the Evaluation Factor Level based on all reviewers’ ratings. Proposals will be evaluated considering completeness, thoroughness, appropriateness, and functionality for evaluation as indicated in the sub-factors. Evaluation Criteria are indicated below for each sub-factor.
a) Sub-Factor 1 - Experience:
The Government will evaluate the proposal, including but not limited to the Experience narrative and information submitted under Exhibit A, to assess the Offeror’s team’s prior construction project experience and knowledge gained performing work on construction projects of similar size, dollar value, complexity, conditions, and scope as the requirements for the project described in this solicitation. Aspects to be evaluated include:
• Construction experience and knowledge gained performing invasive MEP, structural, or infrastructure systems replacement work requiring utility shutdowns while working within an occupied and active diverse-use building.
• Construction experience and knowledge gained coordinating and implementing detailed project phasing requirements while facilitating related ICRA requirements, ICRA barrier transitions, circulation-path impacts, and life-safety considerations for projects involving phased partial or full unit/program area closures.
• Construction experience and knowledge gained mobilizing and managing prime and subcontractor crews across multiple shifts per day to meet a compact schedule of delivery.
• Construction experience and knowledge gained working within and adjacent to active clinical areas of a healthcare facility without negatively impacting ongoing clinical operations.
• Construction experience and knowledge of or relevant to replacement of steam and condensate piping systems, hvac equipment, duct work and piping systems for building 1. Work includes low, medium and high pressure steam and condensate pipe removal and replacement, heat exchanger replacement and additions, new hot water pump installations, balancing valve installation, new condensate return pumps, new steam pressure reducing stations, new steam trap installations, steam pressure relief valve vent piping, radiant ceiling panel installation, lineal slot diffuser installation, ductwork and duct insulation installation and insulation for all new pipes or existing pipes identified on the drawing.
• Construction experience and knowledge gained in the past five years in the aspects outlined above will be evaluated for strength and for value to the project being solicited for the Prime Contractor, for the Subcontractors/Teaming Partners, and for individuals in key roles - separately and as a team.
Submitted joint experience between the Prime Contractor and the Subcontractors / Teaming Partners over the past five years will be evaluated for strength of working relationship, shared knowledge gained, and the degree to which the common experience includes scopes of work similar to that on the project being solicited.
The overall industry experience shown for individuals indicated to be in key roles from the Prime Contractor and Subcontractors / Teaming Partners will be evaluated for duration, effectiveness, and breadth, as well as for depth with projects in the past five years similar to the one being solicited.
Offeror’s team’s insights noted in the proposal drawn from experience and knowledge gained will be evaluated for strength and applicability of perceived benefits to the project being solicited, and for compatibility specifically with Altoona VAMC
Subfactor 1B: Personnel and Organization
The Government will evaluate the offeror’s submitted information concerning the provided names, duties, employment (firm or union hall), and levels of responsibility of key personnel to include the Owner, Project Manager, Site Superintendent(s), Quality Control Manager, Safety Manager, Infection Control Manager, and Sub-Contractors The provided Organizational Chart showing the above graphically, indicating the lines of authority and hierarchy. Discuss the education, training, and experience in managing construction projects of these key personnel. (Resumés may be submitted if it provides this information).
Provide a list of major subcontractors and their trades (at a minimum: Foundation, Superstructure, Exterior Closure, Roofing, Interior Construction, Plumbing, HVAC and Electrical) that you intend to use on this project. (There must be an Exhibit B, “Subcontractor Information and Consent Form” in the proposal for the named subcontractors or they will not be considered.) For each sub-contractor, tell us if you have worked together in the past. If yes, provide the name and customer contact information for example jobs. Multiple subcontractors may be named for the same discipline but are limited to a maximum of three (3) subcontractors per discipline.
Subfactor 1C: Work Methods
The Government will evaluate the offeror’s information and attachments concerning proposed portion of the construction work the offeror will perform with their own forces.
Evaluate the offeror’s list of the in-house trades that are employed, the number of these employees and if they are full-time, part- time, union hall, etc. In addition, the list of the specific trade(s) for each individual listed. Note: An offeror who has the capability to perform both as a General Contractor and self-perform a major element of construction, (I.E., electrical, HVAC, plumbing, carpentry, etc.) may be afforded additional consideration in the evaluation.
If a partnership (prime-sub team relationship) rather than formal teaming arrangement (joint venture), evaluate the structure of the partnership or teaming arrangement, who the partners/team members are, and how the partnership works. Evaluate how decisions are made and how financial and contractual authority is distributed.
Determine if the offeror’s plan to overcome the distance if they are farther away than a one-hour drive from the Altoona VA Medical Center is acceptable. Determine if the offeror is less than one-hour drive how they would respond to short response times is acceptable.
Determine if the offeror’s quality control and safety oversight on this construction project and how this shall be reported to Government officials.
Determine if the offeror’s Safety Program in general is acceptable based on the provided minimum; details on training, documentation, the offeror’s plan to ensure adherence to OSHA Standard, the steps the offeror took to promote safety during construction during the past five(5) years.
Subfactor 1D: Schedule
The Government will evaluate the offeror’s scheduling processes to ensure completion and control of the project from beginning to the end of the project. Evaluate the plan to coordinate a multi-disciplined team to meet the offeror’s scheduled milestones and any identified unusual efficiencies in the offeror’s schedule. Included should be a critical path, all major milestones and starting and completion dates. Evaluate what actions you will take if the offeror falls behind the provided schedule.
Subfactor 1E: Quality Control
Your Quality Control Program description will be evaluated for completeness and suitability, including compatibility with existing operations and procedures at Altoona’s VAMC and how quality-related concerns and issues are proposed to be managed on the specific project being solicited.
4.2 Evaluation Factor 2 – Past Performance
Past Performance is one indicator of an Offeror’s ability to perform the contract successfully. The currency and relevance of the information, sources of the information, context of the data, and general trends in the Prime Contractor’s performance will be considered in the evaluation. The evaluation will also take into account past performance information regarding individuals in key roles and named Subcontractors that will perform major or critical aspects of the project being solicited. The Past Performance information will be reviewed to determine the quality and usefulness as it applies to a performance confidence assessment. Evaluation Criteria are indicated below for Past Performance. Past Performance will be evaluated in accordance with FAR 15.305(a)(2). Recency and Relevancy and Confidence will be equally weighted.
a) Recency and Relevancy:
The SSEB will determine the relevance of similar Past Performance information submitted. The SSEB will evaluate the prior project information identified in Exhibit A and Exhibit B for relevance to the project being solicited. Relevancy of Past Performance will be determined based on the size, dollar value, complexity, conditions, and scope of the projects described in Exhibits A and B.
b) Confidence:
The SSEB will evaluate the degree of successful completion of the recent and relevant Past Performance identified in the proposal in response to submission requirements expressed in Volume I, Section 3, Past Performance, in Part 2 of the Instructions to Offerors, for the Prime Contractor and for the named Subcontractors/Teaming Partners.
The SSEB will determine confidence based on how well the Past Performance work was performed. Information from the cited project references in the PPQs and Exhibit B written references will be utilized in the evaluation.
Documentation of satisfactory performance of projects similar in size, dollar value, complexity, conditions, and scope will be considered to have met the minimum requirements of the RFP. Projects that are not determined to be similar in size, dollar value, complexity, conditions, and scope may not be considered.
The Government reserves the right to check any or all cited references to verify supplied information and to assess owner satisfaction as to quality, schedule, cost, and management. The Government may also use other tools including but not limited to CPARS, Vet Biz, Dunn & Bradstreet, Federal Awardee Performance and Integrity Information System (FAPIIS), and Source Selection Evaluator personal knowledge of the contractor to gather documentation on past performance. The Government also reserves the right to use personal experience or knowledge when conducting evaluations.
Offerors without a record of relevant past performance or for whom information on past performance is not available may not be evaluated favorably or unfavorably on past performance and shall receive a neutral rating for Past Performance.
Information provided on problems encountered on the projects identified in Exhibits A and B and the corrective action taken shall be rated based on the confidence portrayed by references for each of the projects identified.
Data presented in the OSHA/EPA information and in the EMR certification, as well as liquidated damages assessments and other Past Performance considerations submitted will be considered in the confidence evaluation.
4.3 Evaluation Factor 3 - Price
The price will be evaluated by the Government for being fair and reasonable, in accordance with FAR 15.404-1(a).

2.1 52.209-9 UPDATES OF PUBLICLY AVAILABLE INFORMATION
REGARDING RESPONSIBILITY MATTERS (OCT 2018)
(a) The Contractor shall update the information in the Federal Awardee Performance and Integrity Information System (FAPIIS) on a semi-annual basis, throughout the life of the contract, by posting the required information in the System for Award Management via https://www.sam.gov.
(b) As required by section 3010 of the Supplemental Appropriations Act, 2010 (Pub. L. 111- 212), all information posted in FAPIIS on or after April 15, 2011, except past performance reviews, will be publicly available. FAPIIS consists of two segments—
(1) The non-public segment, into which Government officials and the Contractor post information, which can only be viewed by—
(i) Government personnel and authorized users performing business on behalf of the Government; or
(ii) The Contractor, when viewing data on itself; and
(2) The publicly-available segment, to which all data in the non-public segment of FAPIS is automatically transferred after a waiting period of 14 calendar days, except for—
(i) Past performance reviews required by subpart 42.15;
(ii) Information that was entered prior to April 15, 2011; or
(iii) Information that is withdrawn during the 14-calendar-day waiting period by the Government official who posted it in accordance with paragraph (c)(1) of this clause.
(c) The Contractor will receive notification when the Government posts new information to the Contractor's record.
(1) If the Contractor asserts in writing within 7 calendar days, to the Government official who posted the information, that some of the information posted to the nonpublic segment of FAPIIS https://www.sam.gov/ is covered by a disclosure exemption under the Freedom of Information Act, the Government official who posted the information must within 7 calendar days remove the posting from FAPIIS and resolve the issue in accordance with agency Freedom of Information procedures, prior to reposting the releasable information. The contractor must cite 52.209-9 and request removal within 7 calendar days of the posting to FAPIIS.
(2) The Contractor will also have an opportunity to post comments regarding information that has been posted by the Government. The comments will be retained as long as the associated information is retained, i.e., for a total period of 6 years. Contractor comments will remain a part of the record unless the Contractor revises them.
(3) As required by section 3010 of Pub. L. 111-212, all information posted in FAPIIS on or after April 15, 2011, except past performance reviews, will be publicly available.
(d) Public requests for system information posted prior to April 15, 2011, will be handled under Freedom of Information Act procedures, including, where appropriate, procedures promulgated under E.O. 12600.

2.2 52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF
WORK (APR 1984) ALTERNATE I (APR 1984)
The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 720 days after receipt of notice to proceed. The time stated for completion shall include final cleanup of the premises.
The completion date is based on the assumption that the successful offeror will receive the notice to proceed by . The completion date will be extended by the number of calendar days after the above date that the Contractor receives the notice to proceed, except to the extent that the delay in issuance of the notice to proceed results from the failure of the Contractor to execute the contract and give the required performance and payment bonds within the time specified in the offer.

2.3 52.211-12 LIQUIDATED DAMAGES—CONSTRUCTION (INCLUDES

(a) If the Contractor fails to complete each separate part or stage of the work within the time specified in the contract for that part or stage, or any extension, the Contractor shall pay to the Government as liquidated damages the following amounts:

2.5 52.219-28 POST-AWARD SMALL BUSINESS PROGRAM
REREPRESENTATION (MAR 2023)
(a) Definitions. As used in this clause—
Long-term contract means a contract of more than five years in duration, including options.
However, the term does not include contracts that exceed five years in duration because the period of performance has been extended for a cumulative period not to exceed six months under the clause at 52.217-8, Option to Extend Services, or other appropriate authority.
Small business concern—
(1) Means a concern, including its affiliates, that is independently owned and operated, not dominant in its field of operation, and qualified as a small business under the criteria in 13 CFR part 121 and the size standard in paragraph (d) of this clause.
(2) Affiliates, as used in this definition, means business concerns, one of whom directly or indirectly controls or has the power to control the others, or a third party or parties control or have the power to control the others. In determining whether affiliation exists, consideration is given to all appropriate factors including common ownership, common management, and contractual relationships. SBA determines affiliation based on the factors set forth at 13 CFR 121.103.
(b) If the Contractor represented that it was any of the small business concerns identified in 19.000(a)(3) prior to award of this contract, the Contractor shall rerepresent its size and socioeconomic status according to paragraph (f) of this clause or, if applicable, paragraph (h) of this clause, upon occurrence of any of the following:
(1) Within 30 days after execution of a novation agreement or within 30 days after modification of the contract to include this clause, if the novation agreement was executed prior to inclusion of this clause in the contract.
(2) Within 30 days after a merger or acquisition that does not require a novation or within 30 days after modification of the contract to include this clause, if the merger or acquisition occurred prior to inclusion of this clause in the contract.
(3) For long-term contracts—
(i) Within 60 to 120 days prior to the end of the fifth year of the contract; and
(ii) Within 60 to 120 days prior to the date specified in the contract for exercising any option thereafter.
(c) If the Contractor represented that it was any of the small business concerns identified in 19.000(a)(3) prior to award of this contract, the Contractor shall rerepresent its size and socioeconomic status according to paragraph (f) of this clause or, if applicable, paragraph (h) of this clause, when the Contracting Officer explicitly requires it for an order issued under a multiple-award contract.
(d) The Contractor shall rerepresent its size status in accordance with the size standard in effect at the time of this rerepresentation that corresponds to the North American Industry Classification System (NAICS) code(s) assigned to this contract. (2) Used the HUBZone price evaluation preference regardless of dollar value, unless the Contractor waived the price evaluation preference; or

(f) Except as provided in paragraph (h) of this clause, the Contractor shall make the representation(s) required by paragraph (b) and (c) of this clause by validating or updating all its representations in the Representations and Certifications section of the System for Award Management (SAM) and its other data in SAM, as necessary, to ensure that they reflect the Contractor's current status.
