Off-shift work may include, but not be limited to, safety or comfort of building occupants during any construction activity (examples: demolition work or deliveries of large equipment/materials or placing large equipment/material in-place or hauling or cutting/patching or welding or drilling) which is deemed unsafe or excessively loud or any other construction activity (inside or outside) that disrupts on-going building operations deemed inappropriate by the COR and/or the contractor. The contractor shall track all off-shift hours separately and report these to the COR on a weekly basis. Any unforeseen or unscheduled construction activity requiring off-shift work shall not be considered a delay to the contractor caused by the government and no claims will be consider for any additional off-shift work that may be required.

22. Is the cleanroom ceiling to be panelized vs. a drop grid?

a. If yes, then does it need to be walkable for access to terminal filters and lights?

b. In either case, what is the height of the structure to suspend the ceiling from? And from the drawings I believe the cleanroom ceiling is to be 9' AFF - please confirm

c. In the case of a walkable ceiling, is there access to the top of the ceiling after construction from elsewhere, or do we need to provide access panels in the ceiling, to enter through the cleanroom?

a. The cleanroom ceiling surrounding the Ante Room - ISO CLASS 8 211 and IV ROOM - ISO CLASS 7 210 rooms is specified to be a gasketed drop grid.

b. Height to existing structure above is 11'-8 1/8"". 8'-0"" APC-1 ceilings specified on A112 D6 of the Construction Documents.

c. Not a walkable ceiling surrounding the Ante Room - ISO CLASS 8 211 and IV ROOM - ISO CLASS 7 210.

23. The spec calls out Portafab 300 Series, which is anodized aluminum studs and that is what the pics of the existing room shows. However, it is available in white powder-coated - which makes it all white - advise if we should include.

All white is acceptable.

24. Please provide the Acoustical Ceiling Specifications.

See Attached.

25. Please confirm the Building and Room to where the Bids shall be delivered.

Bids should be mailed/delivered to Coatesville VAMC, Building 70. The bid opening will take place at 10:00 AM in the conference room of Building 70.

26. Can you confirm that this is a hard bid? We’ve been conditioned by bidding mostly in Altoona, Pittsburgh, Lebanon and NY that most bids are delivered via email, so I wanted to verify.

This will be a hard bid. Bids should be delivered in person or mailed to the address in block 8 on page 1 of the contract by 10:00 AM on 1/3/2024. Bids received after this time will not be accepted.

27. Are there any special directions concerning what you’d like submitted with the bid documents? For instance, should the price be put in box 17 on the SF1442 or should it be placed in the Price/Cost Schedule on page 6 of the solicitation? Should all 74 pages of the solicitation be submitted, or should we stick to the SF1442, perhaps the Price/Cost Schedule and the necessary VAAR and FAR Regulations that require signature? Page 19 indicates that FAR 52.204-7 is incorporated so paragraph d of FAR 52.204-8 on page 22 applies, and we have completed the reps and certs on SAM. I do see that page 7 requires an EMR letter.

The bid should be submitted in Block 17 on page 2 of the SF1442. The following documents shall be provided in physical form at the time of bid opening:

a. SF1442 with information completed by offeror on page 2.

b. EMR Rating

c. VAAR 852.219-75 (Page 42-44) completed by offeror.

d. FAR 52.209-7 (Page 26-27) paragraph (b) filled out by offeror.

e. Amendment 0001 acknowledgment Further documentation identified in the solicitation may be requested prior to award.
