Questions and Answers
Number Vendor Question Government Response 1 Is the geographical map for the delineated area able to be adjusted?
No, the delineated area for the solicitation is a go/no-go requirement that has been identified and approved based on the mission need. A submitted proposal can be in or abounding the delineated area. If a submitted proposal is located outside of the identified area, the proposal cannot be considered further.
2 The 5 years soft term, will each year need to be renewed or will they be automatic?
The soft term means the part of the lease term following the end of the firm term and does not require renewal to continue. This information can be found in Exhibit A, Section 2.01 “Definitions.”
3 Are there any warranty implications, any minimums required for any items included in the building?
These items would fall under shell, and there is not a warranty minimum requirement as the VA wouldn’t own these items. It is the Lessor’s responsibility to decide on desired warranty to mitigate risk.
4 Regarding the PACT Design Guide- do the architects listed within this document need to be used?
No, the VA does not recommend or require Lessors use the architects listed within the PACT Design Guide. The VA only has a relationship with the Lessor of record. The Lessor is responsible for selecting all subcontractors they wish to use.
5 Is there prohibition on subleasing to offer space to the Government?
RLP Section 3.06 provides guidance to answer this question. Please reference 3.06 paragraph D.
6 Is there a LEED requirement for this lease?
The lease requires either a Green Globes or LEED certification. The requirement is included in the draft Lease (Exhibit A) as well as the RLP.
7 Has the Government considered an SDVOSB set aside for this procurement?
The Government always considers the possibility of set aside in accordance 38 U.S.C. After investigation, this procurement is being solicited using full and open competition.
8 Is there a specific NAICS code that can be referenced for this requirement?
What are the SBA size standards, if any?
RLP Section 1.14 and the draft Lease (exhibit A) provide guidance to answer this question. Please reference RLP Section 1.14 paragraphs A and B.
9 Is the due date for this procurement still June 21, 2024? Has there been an extension?
