Statement of Work Weapons Detection Platform Wilmington VA Medical Center
Introduction The Police Service at the Wilmington VA Medical Center (WVAMC), located at 1601 Kirkwood Highway, Wilmington, DE 19805, has a requirement for a weapons detection platform that will detect firearms and help to prevent firearm violence before it begins.
Scope of Work The contractor shall be an artificial intelligence (AI) company that has the capability to integrate with the WVAMC’s existing security system to deploy a weapons detection platform. This platform shall include weapons detection software utilizing 25 camera streams. Camera streams shall be located throughout the WVAMC and its associated Community-based Outpatient Clinics (CBOCs) located in both New Jersey and Delaware. (see list below)
The weapons detection platform shall have the ability to detect and identify firearms. The weapons detection platform shall have the ability to pull video feeds, process the resulting images pulled, detect firearms in those images, and send alerts to a monitoring center. This monitoring center shall validate the presence of a firearm, and if validated, send that information directly to local law enforcement and the WVAMC Police Service. The system shall have the ability to constantly scan video feeds provided by the WVAMC camera systems. Services provided by the contractor shall include equipment and e-installation, a fixed cost per camera stream, maintenance, licenses, and all applicable upgrades. Contractor-provided monitoring specialists shall be focused solely on the WVAMC facilities.
The Contractor must also meet the follow criteria:
· Contractor must provide a system that is monitored 24/7/365 by monitoring specialists in the United States that are trained and experienced in weapons identification and detection.
· The artificial intelligence software built by the contractor must be created using “in-house” data and cannot utilize data scraped from the web.
· Contractor shall be SAFETY ACT designated by the United States Department of Homeland Security.
· Contractor/Product must have a current ISO 27001 certification, or equivalent.
Deliverables WVAMC Police Service requires five software licenses that are a requirement for:
· License/software for mobile app
· Browser access
· Test and email alerts to specified users.
Installation
· Contractor and WVAMC Police project manager(s) shall have an initial kick-off meeting within 7 business days post contract award to discuss the most convenient day to start installation of equipment and software. Kick-off meeting shall be virtual. Complete installation of all equipment (25 cameras minimum) and software must be completed within 30 days post initial kick-off meeting. The entire system, cameras (25 minimum), and all other peripherals must be installed and operational no later than 30 days after contract award.
· Contractor shall perform work and installation of equipment and software during regular business hours, Monday-Friday, between 8:00am-4:00pm, excluding federal holidays. A WVAMC project manager must be present during all work performed at each location.
· Contractor shall get a visitor badge daily work performed at WVAMC and all 6 CBOCs (see SOW for locations and addresses). Contractor shall coordinate with WVAMC Police project manager(s) to acquire necessary badges prior to visits.
· Installation shall be broken down into 10 workdays today. Contractor shall take three days to install equipment and software at WVAMC main facility (days do not have to be consecutive), one workday for each New Jersey CBOC (3 total), and one workday for each Delaware CBOC (2 total). (see locations listed below).
· Contractor shall be permitted to use loading docks located at Wilmington VAMC Main Facility, Building 1, to transport equipment for WVAMC Main Facility installation.
· For installation at CBOC locations, Contractor shall meet WVAMC Police project manager(s) at each location 15 minutes prior to meet time. Contractor may use any parking spot at each CBOC location.
· Immediately following installation at each location, WVAMC Police project manager(s) and contractor shall quickly review installation of each piece of equipment/software for accuracy and correct placement.
· Contractor is responsible for all trash clean-ups. Contractor shall be responsible for taking trash with them post-installation at every location and disposing off site. Contractor shall not leave any trash, equipment, or miscellaneous items behind.
· A final review of the entire system, cameras, and all other peripherals and software shall take place within three business days post complete installation at every location. This review shall ensure all equipment and software are fully operational and functional. This review shall be tested virtually from the contractor’s work location.
· If errors or issues arise from the final review of entire system, contractor shall resolve all errors within five business days of complete installation.
Training
· Within seven business days following the installation phase, the contractor shall provide WVAMC Police with training and a hands-on demonstration of the system and any refresher training as needed at the request of the project manager(s). The contractor will provide training to the entire WVAMC Police
· Service, approximately 36 individuals. Training will take place at the WVAMC, located at 1601 Kirkwood Highway, Wilmington, DE 19805. The training may be a combination of both virtual and in-person training. However, the first two training sessions shall be in person/on-site training. All individuals within the
· WVAMC Police Service shall be trained within 30 business days following the installation phase. Training sessions shall be held once weekly for a period of four weeks or 30 days. The contractor and WVAMC Police service shall work together to schedule most convenient training session days and times each week.
· Prior to the first in-person training given, the contractor shall provide one digital copy of the system user guide to the project manager(s). The contractor shall also provide 36 physical paper copies of the system user guide to ensure all WVAMC Police staff have one copy each.
Final Acceptance
· The contractor shall hold a final meeting within seven business days post final (fourth) training with WVAMC Police project managers that includes recommendations for future engagements (quarterly meetings, see below), training, managed services, and retainment. Any issues identified must be resolved immediately.
· Quarterly meetings are required between contractor and WVAMC Police project manager(s) to review and resolve any questions, comments, and/or issues with contractor’s service and system operations. Quarterly meetings may be either in-person or virtual. Contractor must provide a primary point of contact POC for WVAMC Police project manager(s) to work with post installation and training for the duration of the contract. Contractor must provide their primary POCs name, email and best contact number in case issues arise outside of scheduled quarterly meetings.
· Contractor shall resolve any system, equipment, or software issues and/or errors for the duration of the contract. Contractor shall resolve issues and/or errors within 48 hours of notification from WVAMC Police.
· WVAMC Police staff must be notified by contractor 48 hours prior to performing any tests or maintenance of systems.
· Contractor shall have fulfilled its obligations when the contractor accomplishes the contractor activities described within this SOW, including delivery to client of the materials listed in each phase, and WVAMC Police Service accepts such activities and materials without unreasonable objections.
