Melvin Moore Contracting Officer
Repair Mortar and Brick on Bldg. #1 Project # 503-19-110 Questions and Responses Repair Mortar and Brick Invitation for Bids 36C24423B0003
Question 1: Supplemental Contract Requirements, on pages 49-50 of the Solicitation, require COVID 19 vaccinations for contractor employees. At a federal level, these have been overruled. Please confirm requirements.
Response: There is no current requirement for contractor employees to be vaccinated.
Question 2: Are there any additional drawings that show roof drain locations?
Response: A/E does not have any as-built drawings that locate existing items such as roof drains. If VA does not have as-builts to provide contractor, locations shall be verified in the field by the contractor. Specification 01 00 00 requires the Contractor to visit and become familiar with the site.
Question 3: Does lightning protection need to be recertified?
Response: Yes, lightning protection needs to be recertified.
Question 4: Dwg. AE201, details F1 and F7 show the existing abutting the new. Are these areas to be toothed out and bonded as one unit?
Response: No, at each location where the new wall abuts the existing, there will be a vertical control joint with backer rod and sealant similar to F7/AE504.
Question 5: If areas described in (1) are to create a control joint, should “dry-fix” anchors be installed into the existing wall construction beside vertical control joints?
Response: Do no install anchors unless required by the drawings and specifications.
Question 6: On Plan Sheet AE202, there is approximately 756SF of masonry along the parapet wall that is shown to be tuck pointed. However, during the site visit, it appears that portions of the wall is buckled and bowed several inches. Is the VA certain they only want that area tuck pointed?
Response: This condition was not evident in our survey from 2020 nor was it part of the original scope of work. Further deterioration could have occurred in the 2+ year period but we cannot confirm. Prepare cost for additional wall repair work as an additional base bid.
Question 7: On Plan Sheet AS203, it indicates to repair the underside of the concrete sunshades. However, the corresponding detail does not show how the VA wants it repaired. Furthermore, there is no division 3 specification guiding the contractor as well. Please provide guidance, a detail or specification on how the VA wants the designated areas “repaired.”
Response: On Sheet AE203, Keynote 214 can be expanded to include: Patch cracks on underside of concrete overhangs. Remove loose material. Grind or sawcut unsound material to solid concrete. Do not use impact tools. Patch crack with vinyl/cement non-shrink concrete patching compound, damtite bondson concrete patch, or equal manufactured compound designed for exterior installation. Clean and prime substrate in accordance with manufacturer’s instructions and recommendations. Mix and apply per manufacturer’s instructions. Finish patch to smooth finish, flush with adjacent surfaces. Once fully cured, sawcut new approx. ¼” wide by ½” deep control. Install two-part paintable polyurethane sealant in cut joint. After sealant has fully cured, paint patch and disturbed areas to match adjacent color.
Question 8: As a follow up to the underside of the concrete sunshades, it indicates to pain it. Is the intent to paint only the repaired areas? Or does the VA intend to paint the entire shade? T obviously won’t match perfectly due to age.
Response: The entire underside of all sunshades are to be painted after necessary concrete repairs are made.
Question 9: Specifications state an overall average R-value of 33 with a minimum R-value of 10 at any location. Is this correct or do we need a continuous minimum R-value of 30?
Response: The minimum R-value requirement for the entire roof as an average of R-33.
Question 10: What wind speed warranty is required for this project?
Response: Design for wind uplift (per building code) at project site.
Question 11: Clarify the typical new roof system from the concrete deck up including edge metal.
Response: Vapor Retarder, Insulation, cover board, EPDM and existing ballast and roof pavers to be salvaged and replaced. See details for edge metal flashing.
Question 12: Specifications call for a 100-mil EPDM, which is only a 45-mil EPDM membrane laminated to a 55-mil fleece. Is this correct or would they prefer a 115-mil membrane which is a 60-mil sheet laminated to a 55-mil fleece.
Response: Provide products that comply with ASTM D4637/D463M, Type III requirements.
Question 13: Will the lighting protection contractor remove the existing system prior to the new roof install and then reinstall and certify after the new roof is installed? This would leave the building unprotected from lighting for a period of time. Will current lightning protect have to be installed to meet current codes or reinstall as it exists?
Response: The existing lightning protection shall not be disconnected. It should only be locally dis-attached from the existing roof and temporarily relocated as required to re-roof at those specific areas. Once the re-roofing is completed at those localized areas, the existing lightning protection shall be re-attached to the new roof. The re-attached system shall be recertified to ensure it was not disconnected during the re-roofing process.
Question 14: The upper roof has a large amount of mechanical equipment and conduit running continuously on top of the roof. Will any disconnections and or raising of equipment be the responsibility of the roofing contractor? Will there be coordinated shutdowns or shielding of the radio antennas on the high roof to ensure safety of the roofing installers? Who owns the coordination of this work?
Response: The disconnections and or raising of equipment be the responsibility of the General Contractor. Coordinate any required shut downs of equipment with the VA COR for a safe roofing installation. See Specification section 01 00 00, including 1.6, G.
