The Volume indicates the documents that should be submitted utilizing that Volume title.
the items included in Section 3.02 / Receipt of Lease Proposals (Item B / Volumes 1-4).
Each Volume should be a separate document or if combined, must be separated by a divider page clearly marked with the Volume title. All document requirements within a Volume must be contained within that Volume and not submitted separately.

It will be in the Offeror’s best interest to provide a proposal the term indicated in the RLP. If you feel it would give you a better position, you can offer an additional proposal with different terms.
Section 4 of the lease, shows 30 days for CD to be done. The schedule seems limited.
The time for Lessor to submit CDs is considered sufficient. It is the VA’s expectation that the Lessor would begin the MEP and CDs prior to completion of DID’s, thus giving sufficient time to finalize and submit CDs as show on the schedule.
All offers must be received by date listed in RLP to be considered for award.
