About this file

This document contains a federal solicitation for a design-build project to replace automatic transfer switches at a Veterans Affairs medical center. The solicitation is a two-phase best value procurement issued by the Veterans Integrated Service Network 4 Contracting Office and Lebanon VA Medical Center. Phase I offers will be evaluated, and only selected offerors will be invited to submit Phase II proposals. The prime contractor must partner with an engineering firm to complete designs and construction for replacing automatic transfer switches at the specified location. The project scope includes all labor, materials, and services to design and construct the replacement within the current electrical configuration. Offerors may propose optional upgrades. The anticipated contract value ranges from $250,000 to $500,000. Phase I proposals are due on the specified date, and award will be made to the best value offeror in accordance with the stated evaluation factors and pricing terms.

Questions and Responses Replace Automatic Transfer Switches – Design Build Request for Proposal 36C24421R0089 Date of Responses – 08/12/2021

Question #1 Can a building Electrical one-line diagram be provided to better inform the Phase 1 response? Knowing the extend of electrical infrastructure involved would be very helpful.

Response: See Drawing E707

Question #2 Is an architect required? Will walls/rooms need to be modified to accommodate the location for the new ATS’s?

Response: In order to provide safe work clearance some of the ATS’s will require relocation. Existing space has been identified for this new location. Architect may be required.

Question #3 Are there any health care activities in Bldg. 19? The campus map lists Bldg 19 as Police/Administration. Please confirm.

Response: Building 19 is business occupancy. The VA police are located in the building on the third floor and conduct 24 hour operations.

Question #4 Electrical segregation of life safety loads and optional standby loads is required by code. Is the expectation to simply reconnect the existing loads/infrastructure to the new ATSs? Or will rework of the power distribution infrastructure downstream of the ATSs be expected if found not to be in compliance with the segregation code requirements Response: The base bid is to replace the ATS’s within the current electrical configuration of the building. Contractors may propose betterments that could include segregation, similar to what is stated in the last bullet in the Statement of Work under the Specifics section of the project scope.
