Questions and Answers:
1. I see there is a set-aside for the elevator inspections for SDVOB. Is the winning bid expected to complete the work themselves with a W2 employee(s)? Or will they be allowed to sub the work out or “hire” 1099 workers to complete the work?
As evidenced by the selected NAICS for this requirement and information found in #b #2 in the Addenda to 52.212-1, it is confirmed the limitations on subcontracting(LoS) set forth in 13 C.F.R. 125.6(a)(1) applies to this procurement. Please note that 852.219-10 and 852.219-74 are included and apply to this requirement.
Though compliance with the LoS is primarily a matter of contract administration, in accordance with the solicitation, vendors are required to submit information demonstrating how they plan to comply with the LoS which will be considered during the evaluation process.
I have included in this requirement a clause in accordance with new Class Deviation. This can be found in the amendment. This also will require additional documentation be submitted with the quote and the quote submission instructions has been amended to reflect this requirement.
2. Altoona Location:
a. Is the following elevator traction or hydraulic: S4? Traction
b. What year are the CAT5 inspections due for the following: P6, P7, P11, P12, Wheelchair Lift, Material Lift, Dumbwaiter? P6 & P7 (not applicable – hydraulic elevators), P11 & P12 (not applicable – hydraulic elevators), Wheelchair Lift (not applicable – no safety), Material Lift (due 11/14/2023), Dumbwaiter (not applicable – no safety)
c. When where the last CAT5 inspections done for the following: P8, P9, and P10? P8 (completed 6/26/21), P9 (completed 6/25/21) and P10 (completed 6/24/21)
3. Pittsburgh Location:
Are the elevators due for CAT1 inspections or Semi-Annual inspections in 12/2021? Question pending customer response.
4. Butler Location:
Are the elevators due for CAT1 inspections or Semi-Annual inspections in the Fall of 2021? They are due now.
5. Erie Location:
Are the following elevators traction or hydraulic: 8 and the Parking Garage elevator? Updated list is being worked and will be provided in future amendment.
6. Coatesville Location:
a. When are the CAT5 inspections due for all the elevators? Updated list is being worked and will be provided in future amendment.
b. What are the types of elevators listed in the inventory? Updated list is being worked and will be provided in future amendment.
7. Are we able to schedule a site visit for this project?
There is no site visit scheduled for this requirement.
8. Are you able to provide a tentative start date?
The dates listed in the CLIN structure are incorrect. Right now I would estimate a contract start/award to occur approximately 2-3 weeks after quotes are due. This is only an estimate and there are many factors that may impact that date.
9. Please provide the following information:
a. Elevator Type: Traction, Hydraulic, Dumbwaiter/Material Lift
b. Contract Speed: Feet Per Minute
c. Capacity: Lbs.
d. Number of Landings: Front / Rear
