1. Contracting Activity: Department of Veterans Affairs, Services Area Office East (SAO-E), Network Contracting Office 4 (NCO4) provides contracting support for DVA, Veterans Integrated Services Network 4 (VISN4), Erie VA Medical Center (VAMC).

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Erie VAMC has a need for annual testing and maintenance of back flow devices and the rebuilding of two backflow devices. This request is for a brand name of Erie Water Works Licensed Backflow Tester.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The Erie Water Works Cross-Connection Control Program was established in 1974 as mandated by the Safe Drinking Water Act (SDWA). According to the city’s Official Ordinance No 86-1974, Article 936.05: all testing and maintenance will be conducted by a certified backflow prevention device tester. According to the city’s Cross Connection Control Termination Policy, the testing must be completed by an Erie Water Works Licensed Tester (EWW). The city provides a list of requirements to becoming a licensed backflow tester within the city’s water work system. The city also provides a list of licensed plumbers who are EWW Licensed Backflow Testers. This requirement is specific and unique to the city of Erie.

4. Description of market research conducted and results or statement why it was not conducted:

The required license is specific to Erie. A list provided by the EWW of Licensed Back flow testers showed 30 vendors approved to perform the work. A VIP search was conducted by name and none of the 30 vendors were in VIP. A search by name was conducted in Beta Sam, 2-SB and 4-Large were registered in SAM.
