1. There is no wage decision for Roofers in the provided Service Contract Wage Determination. Is the determination supposed to be a Construction Davis Bacon determination? Please provide.
The wage determination is correct, this is not a construction contract and therefore no Davis Bacon Determination will be provided. The Service Contract Act Applies to this requirement.
1. In terms of “limitations on subcontracting”, is this contract considered to be a construction by specialty trade since the NAICS is roofing or is it considered a service contract?

The NAICS is provided in the solicitation and the specialty trades are listed here: Industries within NAICS 238000 - Specialty Trade Contractors NAICS 238100 - Foundation, Structure, and Building Exterior Contractors NAICS 238200 - Building Equipment Contractors NAICS 238300 - Building Finishing Contractors NAICS 238900 - Other Specialty Trade Contractors
1. Is the wage decision used in future labor negotiations for repair delivery orders? Or is the wage decision provided as a minimum required pay rate?
If this is in reference to 3.3.2 of the SOW this question is irrelevant to this solicitation as there is no promise of future work. This is not an Indefinite Quantity contract.
Please read FAR 22.10 for more information regarding the wage determination.
1. In order to provide a price without a site visit, we will need a catalog of roof inventory with approximate square footage and type of roof system of each building. Please provide.
Roof square footage and breakdown is at the bottom in #17.
1. Without knowing the current condition of each roof and current frequency of leaks, item 3.2 in the SOW cannot be properly priced. We would have to assume every building has leaks and the price would be gratuitous. We would recommend a unit price per leak call investigation for normal and off hours X an estimated quantity providing a total IDIQ dollar value for competitive price comparison. Please advise/clarify.
This is not an IDIQ contract and will not be processed as such.
Paragraph 3.1.3 has been added to the SOW.
1. Are we to assume the existing horizontal lifeline systems are currently certified for use and we are only performing visual maintenance inspections of the HL system? Or are we certifying the HL systems for use each year?
Lifelines are to be a visual inspection and not certified.
1. If certifying the HL systems within this SOW, we will need the manufacturer name, date of installation, date of last certification and as-built drawings of each system to provide a price. Please advise/clarify.
Only a visual inspection is needed.
1. After award, is the Government providing a laydown and storage area to store emergency repair materials and equipment?

Infrared scans aren’t part of this service contract.
