Questions and Answers Amend 0003

1. Paragraph 4.3 requires a one-hour response to all service calls but does not specify a standard for arrival time at the facility. A common standard we see in similar statements of work is to require arrival onsite within two hours of receiving the request. If this is acceptable, we propose adding to the end of the statement “….and be on-site within two hours of receiving the initial request.”

The SOW has been amended to reflect a change in the response time.

2. Is the VA currently in possession of its own (i.e., not owned by the current Contractor) schematic wiring diagrams for every elevator? If not, which ones are missing? This information is necessary to assess the cost of obtaining missing schematics.

The Government does not have any schematic drawings of equipment.

3. Paragraphs 4.6, 11.2.1 and 16.5.1 provide three different procedures/locations for check-in. Is that the intent? If not, please clarify the procedure to follow.

This has been corrected on the revised SOW.

4. Paragraph 7.5 states “Any repairs or adjustments necessary to complete a test and return the elevator to service shall be performed by the Contractor at no additional expense to the Medical Center.” Are the repairs and adjustments mentioned here within the scope of Section 2? If so, we suggest adding “subject to the provisions of Section 2.”, If not, please clarify how these additional repairs and adjustments will be covered?

5. Paragraph 7.9 states, “The Contractor shall perform necessary inspections and tests as required under ASME 17.1 and ASME 17.2 using a Qualified Elevator Inspector (QEI)." Please confirm that the VA will provide/cover the cost of the 3rd party inspector for these inspections similar to how it covers inspections in Paragraph 7.1.1.
