Questions and Answers

1. We request that you consider making it an SDVOSB set-aside. When we look up SDVOSB companies that provide elevator maintenance services on the VIP pages, we found 11 potential companies. At other opportunities that we have pursued, there were other SDVOSB companies represented. So the Rule of Two would be satisfied.

This requirement was subject to market research. It was not found that there were two or more SDVOSB or VOSB vendors that would provide a viable response for this requirement.

1. We noticed that there was no site visit date provided in the solicitation. This is highly unusual for an elevator maintenance solicitation since an evaluation of the condition of the equipment is prerequisite to being able to assess the servicing needs and maintenance costs. We would like to suggest that you allow/schedule a site visit by interested contractors within the next three to four weeks so they can perform their due diligence. If a physical site visit isn’t possible due to the COVID-19 issue, then maybe consider a “virtual” site visit. The Albany, NY Stratton VA did this last week quite effectively. Although it wasn’t as useful as a physical site visit, it was better than no visit at all.

The facility is considering a site visit but, considering the current situation a site visit is not promised. If a site visit is approved, details will be posted on betaSAM.

1. Given the very tight 2-week turnaround on the quote (and the fact that there are a few months before the current contract expires), we would like to suggest an extension to the quote deadline to allow time for the visit. That would enable us to provide the most accurate and competitive quote.

1. Is it available to obtain copies of the latest inspection reports?

No.

1. If no copies of inspection reports are available, can you provide more detailed specifications for the following equipment such as manufacturer, model, type, installation year, etc.

1. My apologies if I missed this in the documentation but will the selection be based on Best Value or LPTA? If LPTA, we suggest considering Best Value instead. As a life safety service, the effort to compete on LPTA often results in price cutting measures that ultimately serve to the detriment of the equipment and inferior quality of service to the VA staff and patrons.

This requirement is being processed in accordance with FAR part 13 and the evaluation approach is identified in Attachment 3 that was posted with the solicitation (page 16).

1. Item 15.5 states “All employees of the contractor shall have completed the 10-hour OSHA Safety course. Certificates shall be submitted to the CO/COTR.” This seems to be overly broad and potentially difficult to meet for “all employees.” Can you clarify if “all employees” is intended to refer to just the elevator mechanics who will be onsite doing the work at the Butler facility or truly “all employees of the contractor” regardless of whether they ever visit the site of the work. If it is intended for just those who will perform the work at the Butler VAMC, we suggest rewording to reflect that intent.
