1. Amendment A00005 is hereby incorporated into RFQ number 36C244-18-Q-0066 and shall become part of any resultant Purchase Order. This amendment contains the following information:
a. Contractor Questions and Government Answers.
b. Clarification to Contractor Questions and Government Answers.
2. The Government is providing the following Contractor Questions and Government Answers received to this solicitation:
Question 1: Can the Government please provide a testing scope for the Vacuum Breakers? Specifically, will power factor and timing tests be required?
Answer 1: Please see the Medium Voltage Switch section of the Statement of Work. This clearly defines the testing scope for the Vacuum Breakers. In Amendment A00003, Contractor Question 1/Government Answer 1 specifically confirmed that the Vacuum Breakers are considered part of the Medium Voltage Switches.
Question 2: Can you provide a list of breaker type’s and installed trip units so we may determine how many secondary test sets are needed?
Answer 2: Please see the Statement of Work for the list of breaker types. In the past, contracted vendors have shown up with multiple types of test sets so as to have available the equipment needed. It is expected that the incumbent will do so as well.
Question 3: In Amendment A00003, the following was asked in “Contractor Question 2: Please verify our assumption that all molded case circuit breakers have trip units that would allow for secondary injection. Will any of these units require primary injection testing?” Government Answer 2 stated “I believe that most of them do. There may be one or two that don’t.” The answer to Question 2 is unclear. I am rephrasing the question to provide specificity: “Will secondary injection testing be acceptable for the Molded Case Circuit Breakers? If so can the Government provide previous test reports or otherwise identify the trip units? This will allow the bidder to determine quantity and type of the secondary test sets.
Answer 3: The Government cannot provide previous tests reports, as these are not needed for a vendor to perform this requirement. This is a new requirement and a vendor should be capable of performing the tests IAW the RFQ’s Statement of Work. Pictures of the trip units have been provided via four (4) attachments to this amendment. Please see the Statement of Work for the description of testing required for Low Voltage Molded Case Circuit Breakers.
3. The Government is providing the following clarification to previous Contractor Questions and Government Answers provided in prior Amendments to this Solicitation:
a. In Amendment A00003, the Government inadvertently typed the same question for Contractor Question 3 and 4. However, different answers were given. As such, the Government is reposting the question here and providing the FINAL Government answer for this question:
Contractor Question: Typically, 3-phase XFMR’s under 500kVA and 1-phase xfmr’s under 100KVA do not require PF/Excitation unless specifically called out for. Do the 112.5kVA XFMR’s require power factor/excitation tests?
Government Answer: Per the Statement of Work, the power factor/excitation test is required for all Dry Type Transformers.
b. In Amendment A00003, Contract Question 4, the Government indicated that it would provide additional clarification via another amendment. This answer was inadvertently stated in response to the question written in 3a above on this Amendment. All Contractor Questions and Government Answers have been fully answered for this solicitation.
4. The due date for this RFQ is NOT extended and remains as follows:
The last day to ask any questions is Wednesday, January, 24, 2018, at 4:00 PM ET.
All quotes must be received by WEDNESDAY, January 31, 2018 at 4:00 PM ET to be considered for award.
