1. Amendment A00003 is hereby incorporated into RFQ number 36C244-18-Q-0066 and shall become part of any resultant Purchase Order. This amendment contains the following information:

a. Contractor Questions and Government Answers

b. An extension to the due date of this RFQ.

2. The following are Contractor Questions and Government Answers received:

Question 1: Can you please provide additional detail regarding the Medium Voltage Circuit Breaker specifications, Are they vacuum breakers?

Answer 1: Yes, the breakers in building 6 are type VR Vacuum Circuit Breakers. In building 16, 6 and 8, there are medium voltage fused disconnect switches.

Question 2: Please verify our assumption that all of the molded case circuit breakers have trip units that would allow for secondary injection. Will any of these units require primary injection testing?

Answer 2: I believe most of them do. There may be one or two that don’t.

Question 3: Typically, 3-phase XFMR’s under 500kVA and 1-phase xfmr’s under 100KVA do not require PF/Excitation unless specifically called out for. Do the 112.5kVA XFMR’s require power factor/excitation tests?

Answer 3: We do not need to do the power factor/excitation test.

Question 4: Typically, 3-phase XFMR’s under 500kVA and 1-phase xfmr’s under 100KVA do not require PF/Excitation unless specifically called out for. Do the 112.5kVA XFMR’s require power factor/excitation tests?

Answer 4: This information is not readily available, although it could have been obtained at the site visit that was made available to all interested vendors. In the past, contracted vendors have shown up with multiple types of test sets. The Government will provide additional clarification to this question in another amendment.

Question 5: Will the equipment requiring IR testing have appropriate loads to allow us to detect hot spots, or would this be under normal operating conditions? If additional loads are required, are required to supply load banks?

Answer 5: The system is an emergency system and has no load on it. It would be hard to transfer normal loads to the emergency system for an extended period of time. Vendors should bring in a load bank for the system. Vendors would need to provide a 1000 or 1500 KW load bank. .

3. The due date for this RFQ is extended as follows:

The last day to ask any questions is Friday, January, 5, 2018, at 2:00 PM EST.

All quotes must be received by FRIDAY, January 12, 2018 at 4:00 PM to be considered for award.

File details come from the government source that posted it.
