About this file
This document is Amendment 0001 to Solicitation 36C24227Q0024 issued by the Department of Veterans Affairs Network Contracting Office (NCO) 2 in Buffalo, New York. The amendment answers vendor questions regarding kitchen exhaust hood maintenance services at Castle Point and Montrose facilities. Offers are due October 8, 2026, at 3:30 PM EST.
The amendment addresses 22 vendor questions covering critical contract requirements including ductwork specifications, filter cleaning versus replacement, access panel installation and materials, site access procedures, scheduling, and operational logistics. Key requirements include: vendors must clean existing filters in place rather than replace them; contractors must supply and install grease-duct-listed access panels complying with NFPA 96 standards (nine 20"x20" panels for Building 15H on 8"x24" duct and four 12"x12" panels for Building 13 on 12"x14" and 12"x16" duct); all work must be performed between 3:00 PM and 10:00 PM; vendors must provide their own Personal Protective Equipment; grease disposal is the vendor's responsibility at their own expense; water will be provided on-site; parking is available for staging; personnel must arrive with valid government ID to obtain temporary visitor badges; and semi-annual cleanings are required with the next cleaning scheduled for March 2027. The VA will test any insulation for asbestos-containing materials if determined necessary, and vendors must verify field conditions and coordinate final panel locations with the owner prior to purchasing materials.

Kitchen Exhaust Hood Maintenance – Castle Point/ Montrose - Questions
1. Ductwork length for each hood/system – Refer to PDF attachment containing the photographs.
2. Number of existing access panels on each duct run – None
3. Length of each hood and the filter size(s) for each hood – This information is not available for each hood system; the SOW has the number of filters in each hood.
4. Whether the listed count of zero filters for system CP-15H-G-2 is correct – Yes, it is correct.
5. Number of existing access panels on each duct run. No access panels. All the hoods have access to the exhaust fans. The request to install access panels are for the hoods with longer horizontal and vertical ductwork runs located in Building 15H (CP) & Building 13 (FDR).
6. Length in feet of each hood – This information is not available, but we have provided pictures of all the hoods.
7. Filter size(s) for each hood (the filter counts are listed in B.2.4). This information is not available.
We do not expect the vendors to replace the filters, only to clean the filters.
8. Photos of each hood, associated ductwork, and exhaust fan. This information was provided with the SOW. Photos of the exhaust fans are not available.
9. Filters. Does the VA expect the contractor to clean the existing filters in place at each visit, or to supply replacement filters? We do not expect the vendors to replace the filters, only to clean the filters at the site.
10. Roof and fan access. How are the roof fans reached (fixed ladder, hatch, lift)? Are fall-protection anchors provided? May roof work be done outside the 3:00–10:00 PM window when it is dark or the weather is poor? The exhaust fans are typically on flat roofs or at ground level, access is typically via elevator, staircase, and stepladder. All work shall be performed during those hours (3pm to 10 pm). Vendor shall provide their own Personal Protective Equipment (PPE) to complete the work on the contract.
11. Access panels. Please confirm if the contractor supplies the panels and whether the VA requires a specific listing (for example, grease-duct listed). Building 15H: nine 20"x20" panels on 8"x24" duct. Building 13: four 12"x12" panels on 12"x14" and 12"x16" duct. May sizes be verified in the field before ordering? Are hot-work permits or infection-control measures required for cutting into duct?
Yes, hot work permits and infection control measures apply.. The VA expects the vendor to inspect the ductwork and confirm that the access panels will fit the ductwork prior to purchasing the access panels. The VA expects the vendor to verify the exact number of panels needed to clean the entirety of the ductwork prior to purchasing the access panels. The VA expects the vendor to identify any problems or concerns that will affect the installation of the panels. The vendor is responsible for providing and installing the access panels.
See below excerpt from section B.2.1 GENERAL I, L, M, and N in the SOW that pertains to the above questions:
All access panels shall be listed and constructed for use with grease-laden kitchen exhaust systems and shall comply with the applicable requirements of NFPA 96. Access doors shall be grease-tight, gasketed or otherwise sealed as required, and shall be designed to prevent the escape of grease, vapors, and air from the duct system. Access panels shall be installed in locations that provide safe and unobstructed access for inspection and cleaning, with sufficient clearance for the door to be fully opened and cleaning tools to be used effectively. The contractor shall verify field conditions and coordinate final panel locations with the owner prior to purchasing any materials and prior to installation, and all work shall comply with NFPA 96, applicable building and fire codes, and the access-door manufacturer’s listing and installation requirements.
12. Existing access panels. To price each cleaning, we need the number of access panels already installed at each campus, by building and hood system, with the size and type of each. Please provide a list of as-built duct drawings. Does the VA expect all access panels, existing and new, to be opened, cleaned and inspected at every visit? Yes the VA expects the entire accessible duct on each hood to be inspected and cleaned during each visit. The SOW provides the length of the ductwork and duct sizes. The majority of the hood systems have ductwork that is accessible via their roof exhaust fans. VA has included line items in this contract to address accessing this the longer ductwork runs at Building 15H (CP) & 13 (FDR) in order to clean the entire duct.
13. Site access. What badging, background checks or escorts are required, and how much lead time is needed before the first visit? Where may we park and stage equipment? Parking will be provided for staging, and working. The vendor personnel has to arrive onsite with a valid government ID to obtain a temporary visitor's badge.
14. Water and waste. What water source is available, and where may wash water and grease be disposed of? The vendor is responsible for disposing of grease at their own expense. Water will be provided at the site for the vendor to perform the work specified on the contract.
15. Schedule. Are the two annual cleanings expected in fixed months? When must the first cleaning occur after 11/01/2026? May the two campuses be scheduled on different days? Yes, the work on this contract must be completed semi-annually. The last cleaning was performed in Sept 2026, and the next cleaning will need to be performed in March 2027.
16. Building 5 layout. The SOW says hoods FDR-B5-1-1 through -5 have separate exhausts with about 60 ft of 24"x24" duct for the building. How many roof fans serve Building 5? The photo for FDR-B5-1-3 says, "Over Fryer" while the SOW table says, "Over Line Grills." Which is correct?
There are 8 roof exhaust fans in Building 5. And Hood FDR-B5-1-3 is over a fryer.
17. Hood CP-15H-G-2. This hood lists 0 filters. What type of hood is it? It’s a small hood, and it’s pictured in the scope of work. And it has 0 filters.
18. Is a particular duct/access-panel metal gauge required, or should installation follow the listed panel manufacturer's requirements and applicable code? Yes, the installation should follow the manufacturer’s requirements and applicable code.
19. Is there insulation around the ducts at the proposed panel locations? If so, who removes and reinstalls it for installation and subsequent cleaning access? Yes, there is insulation/plaster around the ductwork at Building 15H; the vendor will be expected to remove it.
20. Has any insulation at those locations been tested for asbestos-containing material? If so, could you provide the results or applicable survey? This information is unknown, but if it is determined that it needs to be tested for asbestos, then the VA will test the material.
21. What access and cleaning methods have been used previously in the duct segments where new panels are proposed? The ductwork at those two buildings (Building 13 (FDR) & 15H (CP)) do not currently have access panels. Therefore, cleaning was limited to accessible areas near the kitchen exhaust hood and the roof exhaust fans.
22. Is there any known inaccessible or uncleaned buildup that should be accounted for in the initial visit? See above response to question 21.
Building 15H Castle Point (CP) Canteen Exhaust Hood System Ductwork Length
1. Exhaust Hood System # 1 (5 Filters) – 20 Ft. of 8” x 24” Horizontal Ductwork 24 Ft. of 8” x 24” Vertical Ductwork
2. Exhaust Hood System # 2 (0 Filters) – 25 Ft. of 8” x 24” Horizontal Ductwork 24 Ft. of 8 x 24” Vertical Ductwork
