About this file
This is a Request for Proposal (RFP) for a two-phase design-build procurement to replace the roof of Building 143 at the VA New Jersey Healthcare System Lyons Campus (Project No. 561A4-25-101). The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 2 is the contracting agency. The solicitation seeks qualified contractors capable of providing comprehensive design and construction services for roof replacement, integrating both phases into a single contract vehicle to streamline project delivery and reduce timeline risks associated with traditional design-bid-build approaches.
The RFP establishes a two-phase structure where Phase 1 involves detailed design development and Phase 2 encompasses construction execution. Contractors must demonstrate relevant experience in healthcare facility roof replacement projects, particularly those involving complex building systems integration and VA-specific compliance requirements. The procurement emphasizes technical capability, past performance on similar VA projects, and cost competitiveness as evaluation criteria. Prospective offerors should be prepared to submit detailed technical proposals addressing design methodology, construction sequencing, quality assurance protocols, and project scheduling, along with pricing proposals for both design and construction phases. The contracting agency anticipates this approach will optimize project outcomes while ensuring continuity between design and construction teams.
