About this file

This is Amendment 0002 to Solicitation 36C24226Q1000 issued by the Department of Veterans Affairs Network Contracting Office (NCO) 2 in Buffalo, NY, effective September 29, 2026. The amendment clarifies specific sections of the Statement of Work related to parking lot attendant services at a VA facility.

The government's interpretation addresses staffing and coverage requirements across multiple SOW sections. Key requirements include: parking lots must never remain unattended during operating hours; each attendant lot (patient parking lot and front circle) requires one full-time Lot Attendant for continuous coverage with relief provided by Patient Assisted Parking Services staff for mandatory breaks; VA Police will provide a police radio to the front circle attendant that must not be left unattended, with attendants remaining within the parking area before leaving their assigned location; a minimum of two (2) Parking Attendants must be distributed between the patient parking lot and front circle during 7:00 a.m. to 3:00 p.m.; and no parking area may be left unattended with no individual responsible for more than one area simultaneously. The government expects continuous parking coverage with Veteran wait times not exceeding ten (10) minutes. Attendants will serve multiple roles including parking cars, covering the podium, covering for each other during breaks and lunch, and tracking the police radio and vehicle keys. If the podium is unattended, a sign may be placed stating "Remain in your vehicle and an attendant will be with you momentarily."

Solicitation # 36C24226Q1000, Attachment A, Amendment 0002

See the government’s interpretation of the below sections of the Statement of Work (SOW):

SOW Sections:

Page 4, Section B.2, Section 1.0 "Staffing & Roles", Bullet 2:

"At no time shall any parking lot remain unattended during its hours of operation."

Page 4, Section B.2, Section 1.0 "Staffing & Roles", Bullet 6:

"Each attendant lot (patient parking lot and front circle) requires one full-time Lot Attendant to maintain continuous coverage throughout operating hours. Relief coverage for mandatory breaks shall be provided by the Patient Assisted Parking Services staff."

Page 6, Section B.2, Section 1.3 "Contractor-Provided Items / Supplies / Equipment", Paragraph (b):

"VA Police will provide the Parking Lot Attendant assigned to the 'front circle' with a police radio for emergency communication. This radio shall not be left unattended at any time. Attendants must remain within the parking area and ensure appropriate coverage before leaving their assigned location."

Page 7, Section B.2, Section 1.4 "Staffing", Paragraph "Daily Staffing Assignment", Bullet 2:

"Minimum of two (2) Parking Attendants distributed between the patient parking lot and the front circle during the hours of 7:00 a.m. to 3:00 p.m."

Page 7, Section B.2, Section 1.4 "Staffing", Paragraph "Daily Staffing Assignment", Bullet 4:

"No parking area may be left unattended, and no individual may be responsible for more than one area simultaneously."

Interpretation:

The Government’s expectation for the above SOW sections is that parking coverage will be continuous and Veteran wait times do not exceed ten (10) minutes. Attendants will serve multiple roles; park cars, cover the podium, cover for each other for breaks and lunch and consistently track the police radio and vehicle keys. If no one is at the podium a sign can be placed that states “Remain in your vehicle and an attendant will be with you momentarily”.
