About this file
This document is Amendment A0001 to Solicitation 36C24226Q1000 issued by the Department of Veterans Affairs Network Contracting Office (NCO) 2 in Buffalo, New York on September 28, 2026. The amendment provides updates to Federal Acquisition Regulation (FAR) provisions 52.212-1 and 52.212-2, and answers fourteen vendor-submitted questions regarding a valet parking and assisted parking service requirement.
The solicitation requires contractor-furnished valet parking services at a VA medical facility with the following key specifications: three personnel on-site at all times (not per day) to ensure continuous coverage without leaving parking areas unattended; an app-based claim check system with government visibility into service volume and service times; electronic recordkeeping documenting Veterans serviced; estimated service volume of 60-85 vehicles daily with peak times from 9:00 AM to 12:00 PM; a distance of 300 feet from the front circle to the designated patient parking lot; and compliance with OSHA, VA safety policies, and infection control standards. The amendment clarifies that a golf cart is not a mandatory contractor-furnished item (removing this requirement from technical proposals). Technical proposals must include a hiring and verification process, a plan to provide manpower, equipment, uniforms, claim-check system, radios, cones, and supervision, a method ensuring continuous coverage, a quality-control plan with daily logs and incident reporting, and justification if proposed staffing exceeds three employees at a time. The amendment confirms this is a new requirement with no construction activities that will affect traffic flow or parking operations during the base period. Facility-specific VA training and orientation may be completed after award but before performance begins.

Solicitation # 36C24226Q1000, Attachment A , Amendment A0001
Question 1: The solicitation requires an app-based claim check system with Government visibility into service volume and service times. Please clarify whether Government-furnished network access or Wi-Fi will be provided for operation of the system.
Answer 1: The medical facility has Wi-Fi.
Question 2: The solicitation requires three (3) attendants and states that staffing must ensure no parking area is left unattended. Please confirm whether the Government's minimum staffing requirement is three (3) personnel per day or three (3) personnel on-site at all times?
Answer 2: Three (3) personnel on-site at all times is required. See updated 52.212-1 information below.
Question 3: Please identify the approximate distance between the front circle and the designated patient parking lot to assist offerors in developing staffing and response-time plans.
Answer 3: The distance from the front circle to designated parking lot is 300 feet.
Question 4: The solicitation states that the estimated service volume is approximately 85 vehicles and may reach upwards of 150 vehicles. Please explain how these estimated volumes were determined, including the historical data period, average daily volume, peak-day volume, and any known operational factors used to develop the estimates.
Answer 4: This is an estimation based on shuttle service we currently provide. The shuttle service provides transportation from the parking lot to the medical facility anywhere from 60-85 Veterans daily.
Peak times are from 9:00am-12:00pm.
Question 5: Electronic recordkeeping/documentation program required, like FlashValet?
Answer 5: Electronic record keeping is optimal, as long as it records the amount of Veterans serviced with valet.
Question 6: While the valet was operating, how often were more than 100 cars valet?
Answer 6: This is unknown; no records of this information were maintained.
Question 7: The RFP page 7 states, “No parking area may be left unattended, and no individual may be responsible for more than one area simultaneously.” Does this mean that a valet attendant assigned to the lot cannot valet cars?
Answer 7: No, this means that valet service should be maintained at all times. Valet should be continuous; for example: staggered lunch breaks to avoid a lapse of continuous valet coverage.
Question 8: The solicitation requests proof of compliance with OSHA, VA safety policies, and infection control. Could you please clarify what specific documentation must accompany the quotation?
Answer 8: Evidence of experience with complying with OSHA standards and infection control and employees meeting all requirements outlined within the PWS.
Question 9: Would a company safety plan, written infection-control procedures, and available employee training records satisfy this requirement? Please also confirm whether facility-specific VA training and orientation may be completed after award but before performance begins.
Answer 9: A company safety plan will suffice. Facility-specific VA training and orientation may be completed after award.
Question 10: If particular certifications, forms, or completed training courses are required at the time of submission, please identify them.
Answer 10: None required.
Question 11: The solicitation requires one gas-powered golf cart within the technical proposal instructions, but no golf cart requirement appears within the Statement of Work. Please clarify whether a golf cart is a mandatory contractor-furnished item.
Answer 11: A golf cart is not required. See updated 52.212-1 and 52.212-2 information below.
Question 12: Why was RFP 36C24226Q0782 Assisted Parking not awarded?
Answer 12: After reviewing the quotes received and technical evaluations completed, it was determined that no award could be made at a fair and reasonable cost to the government.
Question 13: Is this a new requirement or a follow on?
Answer 13: This is a new requirement.
Question 14: Please clarify whether construction activities referenced in the SOW are expected during the base period and whether any anticipated changes to traffic flow or parking operations are known at this time.
Answer 14: Construction activities will not change any traffic flow or parking operations.
