About this file

This is a Solicitation/Contract/Order for Commercial Products and Commercial Services (Standard Form 1449) issued by the Department of Veterans Affairs for certified radiation safety services at the Finger Lakes Healthcare System.

The Government seeks to procure a minimum of one Primary and two Alternate Certified Health Physicists or Medical Health Physicists to provide on-site radiation safety services and Radiation Safety Officer services for the Finger Lakes VA Radiation Program, which operates at three locations: Bath VA Center, Canandaigua VA Center, and Rochester Outpatient Center in New York. This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside with an estimated contract value of $19.5 million. The contract employs an Indefinite Quantity (IDIQ) structure with a one-year base period (November 1, 2026 through October 31, 2027) plus four optional one-year extensions. Services include annual and emergent physics inspections of radiographic, fluoroscopic, CT, dental, and display monitor equipment; shielding surveys; quality assurance program development; staff training; attendance at quarterly radiation safety committee meetings; and 24-hour on-call availability. Quotations must be submitted electronically by October 15, 2026 at 3:00 PM EDT to Meaghan Gallagher at Meaghan.Gallagher@va.gov. Evaluation criteria emphasize technical capability (Factor 1) and past performance (Factor 2) as significantly more important than price (Factor 3). All contractor personnel must hold current board certification from either the American Board of Health Physics (ABHP) or American Board of Radiology (ABR) in diagnostic radiological physics, possess a Master's degree in Medical Physics or related field, and complete mandatory VA privacy training. The contractor must provide workers compensation, professional liability insurance, and background investigations at their expense and comply with all applicable VA policies, federal radiation protection standards, and immigration verification requirements.
