About this file

This document is a Quality Assurance Surveillance Plan (QASP) for an Integrated Pest Management (IPM) program service contract. The QASP establishes performance standards based on timeliness and quality of services, requiring all work to be performed by competent, experienced, and qualified applicators in accordance with good commercial practice and without undue delay.

The plan defines three primary measurement categories. Timeliness requires that all required services and reports be provided in accordance with the stated period of performance, scheduled timelines, and hours of operation specified in the solicitation package. Quality is measured by the Government's assessment of the validity, accuracy, clarity, and usefulness of services; the number and type of complaints received; results of random and scheduled inspections; and the quality of reporting as defined in the statement of work. A successful program is considered satisfactory when pest numbers are steadily reduced to levels that do not interfere with operations, destroy property, or adversely affect the health and morale of patients, staff, and guests. Additionally, the Contractor must respond to emergency calls via telephone to the Contracting Officer's Representative (COR) within one hour of notification and report to perform necessary services no more than one hour after notification or within a mutually agreed upon time.
