About this file

This is a Questions and Answers document for solicitation 36C24226Q0504, which addresses clarifications regarding the annual summer maintenance of high-pressure boilers and boiler plant services at Hudson Valley Health Care System. The document provides vendor guidance on inspection procedures, equipment requirements, and cleaning methodologies for both fire tube and water tube boilers across two campuses with seven boilers total.

Key service requirements clarified include: inspections typically requiring 2-3 hours per boiler, with inspectors observing the boiler before and after cleaning; use of truck-mounted power vacuums or acceptable alternatives such as Goodway machines with wire brush capabilities paired with HEPA-filtered soot vacuums; provision of fans and negative air machines to control dust and soot; and comprehensive cleaning protocols involving pressure washing, scraping, and manual removal of deposits from both the water side and fire side of boilers, followed by drain, flush, and repeat cycles to remove residual sludge. The vendor is responsible for soot collection and site cleanup. The solicitation is a 100% Total Service Disabled Veteran-Owned Small Business (SDVOSB) set-aside issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 2, with an amendment extending the offer due date.

36C24226Q0504 - Hudson Valley Annual Boilers

Questions
Answers
1
How long will an inspector need to perform the inspection? Can the cleanings begin

while waiting for the inspector to arrive and we can stop so they can perform their duties?

The inspector typically needs 2-3 hours to perform the inspection, depending on the boiler. The inspector typically wants to look at the boiler before the boiler cleaning starts and after the boiler cleaning is completed. But we have two campuses and 7 boilers total between the two campuses, and generally allows the crew to continue working around the inspections.

In this line of work, a truck mounted power vacuum is overkill for the cleanings and

services needed. Shop vac in portable vacuums performed to the same function without the unnecessary cost of a vacuum truck. Is it required and why?

The truck-mounted power vacuum is preferred. Alternatively, a goodway machine with wire brush capabilities or similar, attached to a soot vacuum with HEPA filter to remove and collect soot from the fire tube boiler is acceptable. The vendor shall also provide fans and negative air machines to limit soot and dust accumulation in the boiler plant. The vendor shall take care to remove from the site collected soot and cleaning the area around the boiler after completing their work.

In the scope of work, part D talk talks about Steel tube boiler being opened and cleaned,

but the list shows fire tube and water tube boilers along with the pressure vessels. Is this steel tube boiler section a typo and you meant to say the waterside of the water tube boiler?

Correct waterside of the water tube

In part E of the scope of work, there’s wording about a special cutterhead for hard scale.

On fire to boilers, the fireside is primarily cleaned with brushes on either a rod and or a machine that pushes the brush through the tubes. If there are tubes leaking, there is the poten6al for residue to build up and that is a harder skill that would have to be either ground or wire wheeled for removal. There is also wording about knocking off scale on the water side from the fireside of the tube. Utilizing a “knocker” from the fireside could potentially make this possible but it is not recommended due to scale then breaching between tubes and reducing flow. Power washing what is accessible from the waterside and a proper chemical treatment protocol will achieve this goal without damaging the inside of the tube.

Correct a goodway machine with wirebrush or other specialized attachments can be used to remove soot and other deposits from the fireside of the fire tube boilers. And the water side of the fire tube boiler shall be power wash and scraped to removed loose mud and scale.

I may be incorrect, but I believe the removal of scale in the firetube section is actually referencing the water tube boiler and removing scale from inside the tube.

The expectation is the vendor will pressure wash, scrape , and remove loose sludge, scale, mud from the water side of the water tube boiler and the water side of the fire tube boiler.

For the water tube boilers, are you requiring mechanical cleaning the tubes or is power

washing only necessary?

Pressure wash to remove scale, mud from the water side of the water tube boilers. Manual cleaning (scrapers, brushes) to remove deposits that water wont remove. And drain and flush and continuously repeat to remove any leftover sludge.
