About this file

This is Amendment 0002 to Solicitation 36C24226Q0380, issued by the Department of Veterans Affairs (VA) Network Contracting Office 2, James J. Peters VA Medical Center in Bronx, New York. The amendment addresses a vendor question regarding fire-resistant (FR) clothing requirements specified in the Statement of Work (SOW). The vendor inquired whether hooded sweatshirts and long sleeve t-shirts were required to be fire-resistant, given that outer garments typically carry such requirements. The contracting officer clarified that long sleeve t-shirts referenced in Section III.5 of the SOW function as undergarments and need only be 100% cotton, distinct from the FR long-sleeved shirts in Section III.3 intended for use as outer garments. Additionally, hooded sweatshirts mentioned in Section III.4 are not designated for tasks requiring FR protection and serve as regular outer garments; the government does not require FR sweatshirts due to availability of additional suits, with the FR shirts in Sections III.2 and III.3 providing Category 2 protection.

All other terms and conditions of the solicitation remain unchanged. This amendment appears to be part of the larger "Fire Resistant Uniforms for the Batavia and Buffalo VA Medical Centers" procurement, and interested vendors are directed to reference the complete solicitation details and any previous amendments (including a correction to question and quote submission deadlines of March 16, 2026 at 12:00 PM EST and March 26, 2026 at 12:00 PM EST, respectively) for comprehensive procurement requirements.

The purpose of this amendment is to address a question submitted by an interested vendor. All other terms and conditions of the solicitation remain unchanged. See question below.

Question: Can you please advise if the hooded sweatshirt and long sleeve t-shirts are supposed to be FR, as well. I know it doesn’t t say, but it just didn’t t make sense that the outer clothing would not be FR too.

Answer: The Long Sleeve T-shirts mentioned in section III.5 of the SOW are being utilized as an undergarment and is only required to be 100% cotton. This is separate from the FR Long-Sleeved shirts in Section III.3 of the SOW as that is utilized as an outer garment. The Hooded Sweatshirts mentioned in section III.4 of the SOW are not being utilized for tasks that require FR clothing, just as a regular outer garment. We do not require an FR sweatshirt as we have additional suits, and the FR Shirts in section III.2 and III.3 of the SOW offer category 2 protection.
