About this file

This is an amendment to a combined solicitation for fire protection systems inspection, testing, and maintenance services at the Department of Veterans Affairs New Jersey Healthcare System at Lyons Campus in Lyons, New Jersey. The solicitation number is 36C24226Q0339, with a response deadline of March 31, 2026 at 3:00 PM Eastern Time. The requirement covers quarterly, semi-annual, and annual inspections and testing for portable fire extinguishers, fire hydrants, fire pumps, sprinkler systems, backflow preventers, water flow switches, tamper switches, and kitchen hood suppression systems across four contract periods: a base period from April 13, 2026 through April 12, 2027, followed by four one-year option periods extending through April 12, 2031. This solicitation is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) under NAICS code 238220 with a small business size standard of $19.0 million, and uses Product Service Code H142.

The line items include annual inspections and testing of 349 fire extinguishers, 40 fire hydrants, 2 fire pumps, 10 backflow preventers, quarterly main drain testing, semi-annual inspections of 25 wet and dry sprinkler systems, 1 anti-freeze sprinkler system, 197 tamper switches, and 124 waterflow switches, along with semi-annual testing of kitchen hood suppression systems from four manufacturers (Ansul, Kidde, Buckeye, and Denlar), replacement of up to 500 expired sprinkler heads per year, and labor rates for repairs and materials. The amendment clarifies that line items for five-year full flow hydrant testing (previously items 1015, 2015, 3015, and 4015) have been removed from the pricing schedule as such testing is only required once within a five-year inspection cycle per NFPA 291. Additionally, the amendment increases the technical capability statement limit from 10 pages to 20 pages maximum to allow offerors adequate space to demonstrate compliance with all requirements including inspection reports, written plans, and NICET certifications without constraint.

Question 2- The solicitation instructions request submission of sample quarterly, semi-annual, and annual inspection reports as part of the Technical Capability Statement, which is limited to 10 pages. However, the requested inspection reports, in their complete and representative form, could reasonably total dozens of pages and would significantly reduce space available for other required elements, including the Written Plan and NICET certifications with evidence of experience. To ensure full compliance with all submission requirements while maintaining clarity and document quality, we respectfully request clarification on the following…

Response- A technical capability statement that clearly and concisely describes how the offeror will provide the required services without parroting back each section of the statement of work. This should be a maximum 20-page technical capability statement demonstrating the Vendor’s technical capability to meet all the requirements of the statement of work.
