About this file

This document is an amendment to a previous combined solicitation for FY 26 Services addressing final round vendor questions for Department of Veterans Affairs solicitation 36C24226Q0276. The solicitation concerns triennial electrical power distribution system maintenance and testing services at NY Harbor VA Healthcare System's Margaret Cochran Corbin Campus located at 423 East 23rd Street, New York, NY 10010. The response deadline is Wednesday, February 11, 2026, at 12:00 PM Eastern Time. The contracting office is Department of Veterans Affairs RPO East, NCO 2 Contracting Office in Bath, NY 14810, with Contract Specialist Nathan Northrup (nathan.northrup@va.gov) as the point of contact. This is a small business set-aside using Product Service Code J061 and NAICS Code 811310.

The amendment provides clarifications on eight vendor questions regarding the scope of work. Key clarifications include: full NETA MTS testing is required for dry-type transformers; no oil-filled transformers are present on the property; thermographic scanning applies to the entire facility beyond just the listed equipment; the contractor must supply a generator for primary injection testing if site power is unavailable; fuel/oil UST containment sump tightness testing is not included; a four-hour generator load test is required; on-site parking for up to one contractor vehicle is available with advance coordination with the Contracting Officer's Representative; and the listed electrical equipment was not tested or maintained during the previous 2023 triennial cycle.

DESCRIPTION

The purpose of this amendment is to answer final round of vendor questions for Combined Synopsis/Solicitation 36C24226Q0276. Quote submissions shall be submitted on or before Wednesday, February 11th, 2026, 12:00pm EST.

Please see vendor questions below and Government answers in red.

1. During the walkthrough, we observed multiple dry-type transformers on the property.

Does the contract require full NETA MTS testing of these units? The scope of work currently only references oil sampling for liquid-filled transformers.

a. Yes

2. Can you confirm whether there are any oil-filled transformers on this property?

a. N/A

3. Is thermographic scanning required only for the equipment listed in the provided equipment list, or does the scope include the entire facility (including low-voltage panels, motors, disconnects, etc.)?

a. Yes

4. Will the site be able to provide a power source of 208 V, 240 V, or 277 V AC at 150 amps or greater for the primary injection test set, or will the contractor be required to supply a generator?

a. Not sure if we can use the facility generator. If not, contractor will need one.

5. During the walkthrough, it was mentioned that fuel/oil UST containment sump tightness testing may be included in this contract. Please confirm whether this is part of the scope of work.

a. Not usually part of breaker maintenance.

6. We were also informed during the walkthrough that a four-hour generator load test may be included in the contract; however, this was not identified in the issued SOW. Please confirm whether this testing is required, and if so, provide the quantity and sizes of the generators.

a. Yes, this is required.

7. Will on-site parking be available for contractor vehicles?

a. We can accommodate up to one (1) vehicle coordinated in advance with COR.

8. Can the Government confirm whether the listed electrical equipment was tested and maintained during the last triennial cycle (2023)?

a. It was not.

All other terms and conditions remain the same.
