About this file
This document is Amendment 0003 to a combined solicitation for Security Systems Services at the Samuel S. Stratton VA Medical Center in Albany, New York. The solicitation number is 36C24226Q0112, issued by the Department of Veterans Affairs' Network Contracting Office 2 located in Bath, New York (14810). The solicitation is set aside for Small Business Administration (SBA) participation and is classified under Product Service Code J063 and NAICS Code 561621. The response deadline is February 24, 2026, at 3:00 PM Eastern Time, and responses will be archived 90 days after the deadline. The place of performance is the Samuel S. Stratton VA Medical Center located at 113 Holland Avenue, Albany, New York 12208-3410. No Recovery Act funds are involved in this procurement.
This amendment serves as the Final Questions and Answers document for the solicitation. It addresses a single question regarding the incorporation of a $39,260 annual equipment fund into the cost schedule. The government clarified that this fund represents an overall annual cap for all equipment purchases, whether new or replacement items, and that the specific equipment needs will vary year to year based on actual replacement requirements. The government emphasized that it is not possible to predict exact equipment needs annually, which is why the fund functions as a flexible budget ceiling for all equipment-related purchases. The amendment does not extend the solicitation closing date established in Amendment 0002.

Final Solicitation Question and Answer (questions in black, answers in red):
1. When we are filling in the cost schedule, how do you incorporate the $39,260 annual equipment fund?
The fund is what pays for all the replacement items if needed. It’s not that every year we need two monitors, or five locksets, or readers. One year we might need three monitors, one year none. The $39,260.00 is the overall cap for equipment, new and replacements every year. This is the explanation we gave in SOW and during the site visit. It is not possible to know exactly what will need replacement any given year, that’s why I stated the fund is where all the equipment purchases come from.
NOTE: This additional amendment does not extend the solicitation closing date set forth in Amendment 0002 of Tuesday, February 24, 2026, at 3:00pm EST.
