About this file

This document is a Request for Information (RFI) Responses addressing clarifications and amendments for clinic renovation work at the Batavia VA Medical Center. The project involves renovation of clinical areas on the ground floor of Building 1, including replacement of walls, millwork, flooring, finishes, and ceilings. Work must be performed while the facility remains operational as a functioning clinical outpatient care area for veterans, with particular emphasis on infection control, safety, and noise management. Some work is anticipated during night or weekend hours to minimize disruption to patient care.

The electrical scope is minimal and includes: replacement of four corridor light fixtures and six downlights in room G38 with new recessed 2x2 and 6-inch LED downlights; installation of 60 replacement receptacles (45 white hospital grade duplex and 15 white hospital grade GFCI duplex); reuse of existing circuits with no new branch circuits added; and provision of new stainless-steel receptacle covers. Plumbing work requires installation of ten hand-wash sinks with supporting components and fixtures. Millwork includes Mid-Mark Synthesis cabinetry in multiple rooms with Dupont Corian solid surface countertops, custom uppers with sloped tops for infection control, and shop drawings required for approval prior to ordering. The project also specifies replacement of wall protection systems using cement board with Inpro application and installation of 6-inch Roppe rubber base on all walls. Key clarifications address fixture reuse, existing circuit capacity, conduit and conductor requirements, GFCI compliance, data outlet handling, fire alarm and nurse call system responsibilities, and construction sequencing. The solicitation (36C24226B0053) is 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS Code 236220, with project magnitude between $250,000 and $500,000 and anticipated award in May 2026. Bid bonding is required, and a site visit was scheduled with sign-in sheets to be posted with the amendment.

CLINIC RENOVATIONS - BATAVIA

528A4-26-202

BATAVIA VAMC

REQUEST FOR INFORMATION AND AMENDMENT PRIOR OT BID

May 8 may , 2026

1. The electrical scope calls for some reconfiguration of receptacles and data, are we to reuse the devices or provide new? If we provide new, then is there any spec on the devices?

R: the electrical receptacles shall remain as is. The contractor will have to install cement board around them. May need to get extension ring on receptacles to accommodate new thickness of wall with wall protection system however the receptacles are mostly on a flexible WIP. Refer to clarifications below for electrical receptacles for additional information.

1. Are the existing Exit/Em fixtures to be reused or new?

R: There are three (3) existing exit signs, these shall remain and be re-used.

1. The Inpro technical rep recommended we used a high abuse/ MR gypsum product instead of the specified cement board due to adhesion issues for the wall protection, will this be acceptable?

R: Inpro can be installed on cement board, particularly if the smooth side is used. Gypsum or drywall is not ideal as it will wick up water and then the VA will have infection control issues.

1. Will there be any noise restrictions for demo and grinding work to be performed?

R: There is NO way to limit noise demolition and grinding. Unnecessary noise such as loud music and yelling is prohibited as the Veterans Clinics are nearby.

1. Are there millwork as built or laminate colors?

R: Refer to Millwork Clarifications below.

1. Will the drains and clean outs be required to be flush with finish floor? Self-leveling will raise the height by 1/4" and will require the concrete cutting and chipping to get to housing assembly R: There are three (3) total floor cleanouts on this project. After inspection the contractor will be able to grind the floor, float and prep up to the floor cleanout. The floor clean out area may not be perfectly flat however it shall be floated to the clean out as close as possible to install the finished floor.

1. What is the device type and quantity of the fire alarm system? (Johnson Controls)

R: There is one (1) pull station on the wall that is attached to a flexible electrical wip. IF we are careful and put the system in bypass, the contractor will be able to re-mount this on the wall without Johnson Controls.

1. Please provide details for the desks that are to be installed in the reception room (G46) Quantity, specs, manufacturer, etc.

R: Please refer to millwork clarifications below.

1. How many new electrical fixtures are needed to be installed? Lithonia Lighting

R; Refer to Lighting Clarifications at the end of this Amendment and Lighting Sketch Provided.

1. Is grinding the floors still required?

R: Yes, the floor has been roughly cleaned from the previous abatement project however this will need to be ground down to porous concrete then inspected by VA prior to proceeding to prep the floor for the new flooring.

1. Electrical drawings. The solicitation package includes architectural floor plans, dimension plans, an Infection Control / Safety plan, and a millwork plan, but no electrical drawings (lighting plans, power plans, panel schedules, or one-line diagrams). Will electrical drawings be issued by amendment, or is the EC expected to lay out circuiting and devices based on existing field conditions and the narrative SOW only?

R: Nothing shall be re-circuited for this project. We will use existing circuits and where the lights are to be replaced or if you need a receptacle circuit shut off the VA electricians will shut off circuits for contractors to perform the work.

1. Receptacle quantities and locations. The SOW states “the receptacles and data on the wall require reconfiguration with the new drywall.” Please provide the total quantity of receptacles to be reconfigured, removed, and reinstalled, broken down by room.

R: No receptacles shall be replaced. The contractor will need to install wall board/fiber panels/etc. around receptacles and all of the receptacles shall be provided with new wall plates (stainless steel).

1. Data outlet quantities and termination responsibility. Same as above for low-voltage data outlets – confirm total quantity and locations. Also confirm whether the EC is responsible only for rough-in and device installation, or whether termination of data jacks and certification testing is included in the EC scope (or handled by VA IT / a separate cabling vendor).

R; The data ports are already connected. The contractor may have to remove wall plate cover only to allow for wall renovations. This project shall not have any responsibility to run new data or relocate any data.

1. Light fixture quantity. The SOW states 28 of the new Lithonia STAKS 2x2 ALO3 SWW7 fixtures are already installed by VA staff and shall be re-used. What is the total quantity of fixtures required for the completed project area? Please confirm how many additional fixtures the EC must furnish and install above the 28 existing units.

Refer to Lighting Clarifications at the end of this Amendment and Lighting Sketch Provided.

1. Dimmer switch quantity, type, and zoning. The SOW requires dimmer switches in all offices and exam rooms, with submittal for approval, but does not specify quantity, manufacturer, or dimming protocol. Please confirm: (a) total quantity required and the specific rooms; (b) whether the VA has a preferred manufacturer / model; (c) the required dimming protocol (the specified Lithonia STAKS ALO3 SWW7 is typically 0–10V dimming – please confirm); and (d) whether multi-zone control is required in any room.

Re-Use existing switches in project area.

1. Division 26 / 27 specifications. Division 26 (Electrical) or Division 27 (Communications) specification sections are included. Will VA Master Specs be issued, or does the brief electrical narrative in the SOW constitute the entire technical specification for the electrical work?

Specifications sections added to this Amendment are:

· 260511 Requirements for Electrical Installations

· As stated in this Amendment, the electrical work shall be minimum.

· NFPA 72 shall be followed for all electrical work.

· The VA Electrician will shut off circuit breakers and the contractor shall lock out and tag the circuit.

· #12AWG solid copper THHN conductors for receptacle and lighting extensions as needed.

· Match conduit for relocation of lights as needed.

· We are NOT adding any circuits to this project. Replacing receptacles and changing a few light fixtures.

1. Extent of conduit and conductor replacement. The SOW requires ¾” EMT and #12 AWG THHN solid wire, with flexible conduit limited to 3 feet at fixtures. Please confirm whether this requirement applies (a) only to new conduit and conductors added under this contract, or (b) to full replacement of all existing branch wiring within the project area back to the source. Can stranded wire be used in order to facilitate additional circuits additions to conduits in the future?

· There are 4 lights that shall be replaced on this project, and electrical receptacles shall be replaced. The contractor may need conduit and conductors to complete this minimal amount of replacement work. We will not be adding additional circuits to this project.

1. Existing circuit capacity and panel schedules. Are existing branch circuits being reused for the reconfigured receptacles and lighting, or is new home-run wiring back to the panel required? If existing circuits are reused, are panel schedules available so the EC can verify capacity, particularly with the added loads? Please also confirm the panel(s) serving this area and clarify how circuits will be identified (the SOW states “Electrical circuits shall be shut off by a VA employee”).

· This project will NOT add any circuits. Panels DP and LP are within the project area that serve the existing circuits for this project area. The VA electrician will shut off the circuit when needed and the contractor will lock and tag the circuit to replace receptacles, replace lights. We will not add any branch circuits from the panel.

1. Electrical demolition responsibility. Demolition of walls and ceilings was carried out under a previous contract. Please confirm whether electrical demolition (removal of existing devices, abandoned wiring, capping of feeders, etc.) was included in that prior scope, or whether the EC under this contract should anticipate encountering and removing abandoned conduits, wiring, and devices.

Refer to lighting clarifications and Electrical Receptacle Clarifications below.

1. Re-use of fixtures already installed by VA staff. The 28 STAKS fixtures already installed by VA staff – please confirm whether the EC is required to verify, correct, or re-terminate these connections as part of this contract.

· The existing 2x2 direct/indirect LED lights will simply be moved back into the grid when the grid is repaired as part of this project. There are lights in this project to be replaced in the corridor. Refer to lighting clarifications below.

1. Fire alarm scope and Johnson Controls cost. The SOW assigns fire alarm device re-mounting to a qualified technician at Johnson Controls. Please confirm whether Johnson Controls is contracted directly by the VA, or whether the EC is required to subcontract Johnson Controls and carry that cost in the bid. Same question for any associated fire alarm wiring repairs or extensions.

· Refer to question #7.

1. Nurse call (RONCO) scope and cost. RONCO is identified for nurse call testing of the Responder V/VI system. Please confirm whether the EC is required to subcontract RONCO and carry their testing cost, or whether the VA holds that contract directly. Also confirm the EC’s responsibility (if any) for nurse call cabling, device removal/reinstallation, or rough-in associated with the new ceiling and wall work.

· This project is to put together the walls, ceilings, etc. The nurse call should still be operational. Be careful when putting the ceiling in and wall devices around the drywall for the Nurse Call Systems. RONCO should not be needed for this project if the contractor works carefully and does not damage existing systems.

1. GFCI and code-required upgrades. Restroom G40, the hand-wash sink locations (nine new sinks), and any other wet-location or countertop receptacles may not currently be GFCI-protected. Please confirm whether the EC is required to bring receptacles within the project area into compliance with current NEC GFCI requirements, even where existing devices were not GFCI.

Refer to electrical receptacle clarifications below.

1. Reception (G46) and millwork power. Three new desks are being added at the G46 service windows, and new lower cabinets with countertops are specified for G37and G46. Please confirm the electrical scope at these locations: (a) quantity and mounting height of duplex receptacles and data drops at each desk; (b) whether floor boxes or surface raceways are required; and (c) whether countertop or under-cabinet receptacles or under-cabinet lighting are required.

Refer to electrical receptacle clarifications below and millwork clarifications below. Millwork will be in room G37, G38, Corridor G49 and the front reception area for window desks and millwork behind the window desks. The electrical and data are connected to a wip and will be re-mounted back onto the studs. We will be putting the existing electrical system back as it was and not re-configuring. Replacing existing with new in some instances as lights and with receptacles.

1. After-hours and weekend work expectations. The SOW states that electrical interruptions may require night or weekend work. Please provide the VA’s estimate of the number of after-hours or weekend shifts anticipated for the electrical scope, so bidders can carry consistent premium-time costs.

After-hours work is anticipated for water chlorination for the Plumbing Work. NOT anticipated for Electrical. The primary contractor and the plumbing contractor shall anticipate after hours for chlorinating and flushing of the water.

1. Will there be a full set of construction plans issued on SAM.gov for this opportunity?

The documents provided in the solicitation plus this amendment are the documents for this project.

1. I also noticed that a site visit was scheduled, but I have not yet seen the sign-in sheet published.

26. If that information will not be posted, would it be possible to obtain a list of the General Contractors bidding the job?

R: copy of the sign in sheet will be posted when the amendment to solicitation is posted and with the responses to the RFIs
