STATEMENT OF WORK (SOW)

Project # 561A4-23-101 Replace Hot Water Heaters 03/10/2026

1. Contract Title Furnish professional construction services for project 561A4-23-101, Replace Hot Water Heaters, VA Medical Center, Lyons, New Jersey, including removal and replacement of domestic water heaters, recirculation pumps, and associated systems in Buildings 3, 7, 53, 54, and 143.

2. Background The existing domestic hot water heating systems at the Lyons VA Medical Center consist of aging tank type and semi-instantaneous water heaters and associated recirculation pumps that are inefficient, beyond their intended service life.

These units serve critical patient care, residential, and support areas and must be upgraded to meet current VA design standards, energy efficiency requirements, and plumbing and electrical codes while maintaining continuous hot water service to the occupied facility.

3. Scope Contractor shall provide all labor, materials, equipment, supervision, and incidentals necessary to demolish selected existing water heaters, recirculation pumps, and associated steam, condensate, and domestic water piping and furnish and install new semi-instantaneous steam to hot water heaters, recirculation pumps, condensate receiver/pump, piping, insulation, electrical feeders, disconnects, and controls as indicated in the 100% construction documents. Work also includes startup, testing, balancing, commissioning and training the VA plumbing staff on the new equipment.

The water heaters shall be replaced sequentially so that only one unit is taken out of service at one time, and the other remains in full operation. This approach will ensure continuous domestic hot water service to the building throughout construction, with at least one operational hot water heater.

Contractor shall perform all work in accordance with the contract drawings and specifications, VA design standards, applicable codes and regulations, and the phasing requirements described herein.

4. Specific Tasks

a. Perform pre-construction coordination, including site verification of existing conditions, attendance at pre-construction and progress meetings, and development of a detailed phasing and shutdown plan that maintains continuous domestic hot water service in each building.

b. Selectively demolish and remove existing hot water heaters, recirculation pumps, and associated steam, condensate, and domestic water piping and accessories as indicated, salvaging removed equipment for VA review and disposal direction, and legally dispose of all debris.

c. Furnish and install new semi-instantaneous steam-to-hot-water heaters, new recirculation pumps, a new condensate receiver/pump, and all associated steam, condensate, domestic water, and recirculation piping, valves, insulation, supports, controls, and concrete housekeeping pads.

d. Provide all required electrical work including new GFCI-protected branch circuits, wiring in EMT conduit, disconnect switches, grounding, and control power for heaters, pumps, and associated controls, in the panels and sizes indicated in the construction documents.

e. Provide control devices and local control logic for hot water temperature control, high-limit protection, and automatic recirculation pump operation based on return water temperature, including sensors, aquastats, and control wiring as specified.

f. Perform all required pressure tests, functional performance tests, flow and temperature balancing, electrical testing, and system commissioning, and correct deficiencies until systems meet specified performance criteria.

g. Provide training for VA operations and maintenance personnel, submit complete O&M manuals, test reports, and as-built drawings, and support final inspection and project closeout.

5. Performance Monitoring Work shall be coordinated with the facility Contracting Office Representative (COR). COR will monitor the contractor’s work performance on daily/weekly basis, and the contractor is required to submit daily progress reports to the COR.

6. Security Requirements General Contractor’s employees shall not enter the project site without appropriate security badge. They may also be subject to inspection of their personal effects when entering or leaving the project site.

No photography of VA premises is allowed without written permission of the Contracting Officer except as specifically required by the scope of the work.

VA reserves the right to close or shut down the project site and order General Contractor’s employees off the premises in the event of a national emergency. The General Contractor may return to the site only with the written approval of the Contracting Officer.

7. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI) Not Applicable.

8. Other Pertinent Information or Special Considerations

a. Inspection and Acceptance Criteria Refer to the AE drawings and specifications for more specific information, including test, balancing, and commissioning requirements for mechanical and electrical systems.

The COR is responsible for certifying that the work done under the contract is performed to time and standard, based on satisfactory completion of inspections, tests, and required documentation.

9. Risk Control Contractor shall take all measures for safety & infection control and provide all material necessary for protecting existing equipment and property in affected areas of construction against dust and debris, so that equipment and affected areas to be used in the Medical Centers operations will not be hindered.

Contractor shall permit access to Department of Veterans Affairs personnel and patients through other construction areas which serve as routes of access to such affected areas and equipment. Coordinate alteration work in areas occupied by Department of Veterans Affairs so that Medical Center operations will continue during the construction period.

Refer to the AE drawings and specifications for more specific information.

10. Place of Performance Lyons VA Medical Center, 151 Knollcroft Road, Lyons, NJ 07939, specifically Buildings 3, 7, 53, 54, and 143 and their associated mechanical and utility spaces, where domestic hot water heating, steam, condensate, and electrical systems will be modified.

Minimize interference of construction activities with flow of Medical Center traffic, keep roads, walks and entrances to grounds, to parking and to occupied areas of buildings clear of construction materials, debris and standing construction equipment and vehicles.

11. Period of Performance Contractor to start immediately after receiving the NTP; the construction documents for this project anticipate a total performance period of 120 calendar days, but for this contract the estimated completion time is 180 calendar days to allow for phasing, testing, commissioning, and closeout while maintaining continuous facility operations.

(3) If the Government determines that a particular exception requested in accordance with paragraph (c) of the clause at FAR 52.225-9 does not apply, the Government will evaluate only those offers based on use of the equivalent domestic construction material, and the offeror shall be required to furnish such domestic construction material.
