About this file

This is a 100% Construction Document Submittal (specifications) for Project No. 561A4-23-101, Replace Hot Water Heaters at Lyons VAMC in Lyons, New Jersey, submitted by the Main Office located in Apalachin, New York, with a submission date of February 20, 2026.

The project requires replacement of steam-fired semi-instantaneous domestic hot water heaters, associated piping, valves, instrumentation, and pumps across multiple buildings (Buildings 03, 07, 53, 54, and 143) while maintaining continuous 24/7 hot water service to the medical center. The base bid includes general construction, removal of existing domestic hot water equipment, installation of new heaters and recirculation pumps, with the option to retain existing equipment under three alternates: Alternate No. 1 retains existing recirculation pumps; Alternate No. 2 retains the Building 7 water heater installed in 2017; and Alternate No. 3 excludes Building Management System provisions. The work must be phased to prevent interruption of medical center operations, with the contractor required to develop a detailed work plan, schedule, and interim life safety measures. Key administrative requirements include submission of a Critical Path Method (CPM) project schedule within 45 days of Notice to Proceed, with cost-loaded activities and monthly updates; submittal register tracking all required shop drawings, product data, and samples in electronic PDF format with 10 business days VA review periods; comprehensive warranty management plan due 30 days before project completion including 4-month and 9-month post-construction inspections; and as-built drawings in electronic format delivered within 15 calendar days of each completed phase. The contractor must comply with strict VA security procedures including badge requirements, vehicle authorization requests 24 hours in advance, prohibition on photography of premises and personnel, and classified document handling procedures. Utility service interruptions require written requests to the Contracting Officer at least 7 days in advance for standard interruptions and 15 calendar days for major system interruptions. Construction must maintain access to all medical center areas, restrict operations to VA-approved zones, and preserve existing utilities and systems not scheduled for removal. All employees must comply with VA security management programs and be subject to inspection of personal effects upon site entry and exit.

(Project Schedule), and shall keep the Project Schedule up-to-date in accordance with the requirements of this section and shall utilize the plan for scheduling, coordinating and monitoring work under this contract (including all activities of subcontractors, equipment vendors and suppliers). Conventional Critical Path Method (CPM) technique shall be utilized to satisfy both time and cost applications.

1.2 CONTRACTOR'S REPRESENTATIVE:

A. The Contractor shall designate an authorized representative responsible for the Project Schedule including preparation, review and progress reporting with and to the Contracting Officer's Representative (COTR).

B. The Contractor's representative shall have direct project control and complete authority to act on behalf of the Contractor in fulfilling the requirements of this specification section.

C. The Contractor’s representative shall have the option of developing the project schedule within their organization or to engage the services of an outside consultant. If an outside scheduling consultant is utilized, Section 1.3 of this specification will apply.

1.3 CONTRACTOR'S CONSULTANT:

A. The Contractor shall submit a qualification proposal to the COTR, within 10 days of bid acceptance. The qualification proposal shall include:

1. The name and address of the proposed consultant.

These must be submitted with and substantively support the contractor’s monthly payment request and the signed look ahead report. The COTR shall identify the five different report formats that the contractor shall provide.

B. The contractor shall be responsible for the correctness and timeliness of the computer-produced reports. The Contractor shall also responsible for the accurate and timely submittal of the updated project schedule and all CPM data necessary to produce the computer reports and payment request that is specified.
