STATEMENT OF WORK

Project No. 528A8-21-812

Stratton VAMC Façade Repairs – A Wing

1. PROJECT DESCRIPTION

The Stratton VA Medical Center (VAMC) located at 113 Holland Avenue, Albany, New York was constructed in the late 1940’s. It is a steel and masonry structure whose exterior facade requires maintenance to repair weather damage that has accumulated over time. The various items requiring attention are generally described below. More detailed information can be found in the accompanying plans and specifications.

Bidders should be aware that a previous façade-work contract has been completed that included repairs to the façade and roofs on the A and B Wings and some Core facade areas of the Medical Center. This scope of work continues the repairs to other areas. This project will repair parts of the A wing with some minor work at the wing/Core interface as well as work at the B wing Chapel. The areas included are shown in detail on the accompanying drawings.

In addition, it should be noted that the items listed in the following scope of work do not necessarily need to be performed everywhere in the subject areas. The accompanying plans show where each repair is needed with approximate quantities. It is highly recommended that bidders perform a site visit to confirm what is shown on the drawings.

The Scope of Work includes:

1. Repair/replacement of brick parapets and associated drainage.

2. Selective roof repair that is to be performed in conjunction with the repair/replacement of other items.

3. Remove/reinstall lightning protection cabling.

4. Repair/replace roof equipment and supports.

5. Repointing of brick and stone.

6. Replacement of joint and window sealant.

7. Repair/replacement of stone panels, coping, lintels, etc.

8. Repair spalled and/or cracked concrete.

9. Clean and paint steel elements such as doors, railings, etc.

10. Replace masonry anchors where necessary and remove and seal those that are not.

11. Cleaning of the building face.

12. Removal of asbestos-containing material, both interior and exterior.

13. Replacement of windows.

14. Repair of interior walls.

15. Installation of flooring.

16. Other work shown on the contract drawings and/or as noted in the contract specifications.

Background: The Samuel S. Stratton VA Medical Center was constructed in the late 1940’s based upon plans by Green & James, Architects & Engineers, Buffalo, New York and Eggers & Higgins Architects & Engineers, New York, New York dated December 10, 1947. The VAMC’s Main Hospital (Building 1) generally consists of four wings off a central core with a partially exposed basement level, 11 main stories and 3 stories of mechanical penthouse space. Floor designations range from the basement level to levels 1 through 14. The Main Hospital is approximately 417 feet in width (east to west), approximately 183 feet above grade and 484 feet in length (north to south).

Stratton VAMC Façade Repairs – A Wing Page 6 of 57

The exterior wall system of the original structure generally consists of alternating spans of yellow and red brick veneer and limestone bands, CMU back-up wall and steel and reinforced concrete column and slab frame structure. Soapstone accent panels are present between the windows on the central tower and the end of each wing. Horizontal limestone bands are present between the red and yellow brick areas at the heads and sills of the windows. Low slope roofing consists of EPDM and single-ply membrane, sometimes ballasted or with applied coatings. Limestone coping stones are typically present at all roof areas and in some cases are covered with metal coping. Generally, parapet walls are approximately 2 feet and 4 feet high. Typically, the interior of the parapet walls are covered with mesh-reinforced waterproofing in varying condition.

The brick masonry is in generally good to fair condition with a few areas in poor condition. There are a few isolated areas exhibiting mortar loss, spalled/damaged/cracked/displaced face brick and efflorescence/corrosion/dirt staining.

Trapped moisture has deteriorated the parapet walls. The exterior veneer of several parapet walls has been rebuilt multiple times. These repairs do not appear to have addressed the underlying problems and are in need of replacement.

2. REFERENCES

The work required under this contract is shown on drawings prepared by Fellenzer Engineering, LLP, entitled Façade A Wing Repairs, dated 25 October 2024 and further defined in the project specifications.

The contractor should take special note of how the contract drawings were prepared. The drawings use keyed notes as well as item-specific notes to identify the items that need to be addressed by the contractor. However, a keyed-note term does not necessarily indicate the entirety of the work required of the contractor to address the required repair.

Next to the keyed note numbers on the elevations, a reference is made to a sheet of general repair procedures. The general repair procedures are numbered the same as the keyed notes. The repair procedures then reference applicable details and/or specifications section for further information. Some care will need to be taken to make sure that all aspects of the intended repair are accounted for in the contractor’s project pricing.

3. ADDITIONAL INFORMATION

The contractor shall provide all labor, supervision and materials necessary to perform the work as indicated in this scope of work, project specifications and drawings. The contactor shall make every effort to maintain the existing conditions that are not part of the project. In addition to following “FAR 52.236-9, Protection of Existing, Structures, Equipment, Utilities and Improvements” the contractor shall remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work, which is to remain. The contractor shall repair or replace portions of the existing work, which have been altered or damaged during construction operations to match existing or adjoining work, as approved by the Contracting Officer’s Representative (COR) and at no cost to the government. At the completion of operations, existing work shall be in a condition equal to or better than that which existed before new work started.

The Contactor shall verify all existing conditions on the site and in the facility infrastructure that the proposed project may affect before the commencement of any construction. This includes but is not limited to, verifying the location and elevations of existing utilities, verifying site items as shown on the project drawings and taking appropriate field measurements. The government will not be held

Stratton VAMC Façade Repairs – A Wing Page 7 of 57 responsible for bidding errors made or the failure to adequately inspect the job site for existing conditions, dimensions or to fully review contract documents or manufacturer’s information related to the project.

All discrepancies between the drawings, specifications and manufacturer’s recommendations shall be brought to the attention of the Contracting Officer prior to the commencement of work. The Contractor shall abide by the contract documents regardless of whether or not a manufacturer calls for the task, level of preparation, etc. in question. The only exception is where the Contracting Officer agrees in writing that the item or task specifically voids a manufacturer’s warranty and may be omitted. A credit for the work not performed may be due the government in such circumstances at the discretion of the Contracting Officer.

All drawings notated with “install, replace, provide or new” infer that the contractor is responsible for providing all materials and labor associated to complete that task or phase of the project as well as the project overall.

Unrestricted access to the VAMC and ancillary buildings by patients, visitors and staff must be maintained at all times throughout the project. No VAMC access point will be permitted to be closed off at any time without prior written approval of the project COR. Roadway closures also will not be permitted at any time or for any reason except with the written approval of the project COR.

4. SCHEDULES

The contract work shall be substantially complete within 365 days of the Notice to Proceed unless otherwise agreed to in writing with the Contracting Officer. Provide the government with a development and construction project time line that includes but is not limited to submittal submission dates, start of construction, milestones, completion of construction, performance testing and final hand over to government for occupancy that is within the specified time frame.

Rescheduling of any activities shall be done at no cost to the government unless negotiation and authorization of the rescheduled activity has been agreed upon by the Contracting Officer. Notify the COR at least 72 hours prior to starting demolition work, minor utility shut-downs, large deliveries or any event that may impact the normal operations of the facility.

5. CONTRACTOR PERFORMANCE

Use good construction practices and standards in completing all work. All work shall be performed by laborers that are fully versed and experienced in the trade that they are employed to do.

Coordination with the government of project progress and scheduled items shall be a regular occurrence, initiated by the Contractor. Construction progress meetings shall be held weekly at a day and time agreed to with the Contracting Officer’s Representative, unless otherwise agreed to. The Contracting Officer will provide the previous week’s meeting minutes to all attendees, including any edits requested by the Contractor, at least 24 hours prior to the meeting.

The VA’s project Contracting Officer’s Representative shall govern all work done during the project duration. The Contractor will immediately correct any work that the Contracting Officer’s Representative deems unacceptable or not in accordance with the plans and/or specifications at no additional cost to the government.
