About this file
This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs, James J. Peters VA Medical Center, Network Contracting Office 2, extending the deadline for a federal contract opportunity.
The solicitation concerns a refurbishment and upgrade of the Laundry Ventilation System at the Consolidated Laundry facility (Building 173) at St. Albans Veterans Medical Center. This is a Total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside procurement with a 365-calendar-day period of performance. The original solicitation number is 36C24226B0045, dated March 6, 2026. The amendment extends the deadline for receipt of offers to April 27, 2026 at 12:00 PM EDT (submitted by email only to Vladimir.Stoyanov@va.gov). The amendment provides answers to 21 Requests for Information (RFIs) previously received and clarifies that no further RFIs will be accepted. Key work includes replacing or refurbishing heating/ventilation (HV) units HV-1 through HV-4, exhaust fans GX-1 through GX-5 and E-1/E-2, and air conditioning units AC-1, AC-2, and ACCU-1. The scope also includes glycol heat recovery system modifications, steam pressure reducing station work, building management system (BMS) upgrades with DDC controller integration to Building 89, electrical modifications including VFDs, testing and balancing (TAB), commissioning, and training. The RFIs address critical gaps regarding existing equipment nameplate data, airflow quantities, steam pressures, refrigerant specifications, BMS communication protocols, conduit routing distances, and glycol system conditions that contractors must field-verify and confirm with the VA Contracting Officer prior to finalizing proposals. All other terms and conditions of the original solicitation remain unchanged.

22. PLEASE CONFIRM THAT CLEANING OF SYSTEMS DOES NOT INCLUDE CLEANING OF THE ENTIRE DUCTWORK SYSTEM AND IS LIMITED TO THE MAIN DUCTWORK. Cleaning is limited to the scope identified in the contract documents.
Contractor shall not assume full system cleaning unless specifically indicated.
23. ARE THERE ANY SPECIAL “LINT PROTECTION” CONSIDERATIONS FOR ELECTRICAL DEVICES? Contractors shall provide standard industry protection suitable for laundry exhaust applications.
24. CONFIRM PAINTING IS OF THE MER FLOORS AND ASSOCIATED ROOFTOP STEEL DUNNAGE ONLY. DOES THIS INCLUDE THE DUNNAGE FOR THE EXHAUST FANS ON THE UPPER ROOF? Painting clarification (partial): the SOW says to sandblast and paint the structural steel for GX-1 through GX-5, and to clean and epoxy paint the mechanical room floors. So the documents support that the fan support steel / dunnage for GX-1 through GX-5 is in the paint scope.
25. LARGE “BARRY” FAN AND BUILT-UP AHU SYSTEM/STEAM PRESSURE REDUCING STATION – CONFIRM THESE ITEMS ARE LOCATED AT MER 1 AND ARE TO BE REPAIRED. Per the Scope of Work, drawings, and equipment schedule repaired, refurbished, or replaced as specified to achieve full system functionality in accordance with VA and manufacturer standards. All “HV” units and exhaust fans shall undergo comprehensive refurbishment or replacement per the VA scope.
26. SINCE DIAGNOSTICS WERE NOT PERFORMED BY THE CONTRACTOR – PLEASE CONFIRM THAT AT THE MINIMUM ALL AIR MOVING EQUIPMENT WILL BE FITTED WITH NEW: MOTORS, DISCONNECTS, VFD’S, PULLEYS, BELTS, BEARINGS, SHAFTS, IMPELLERS (CAN BE FAN-WALL DESIGN AS WELL), CONTROL DAMPERS, CONTROLS, COILS, DDC INTERFACE, AND CLEANING OF INTERIOR AIR PASSAGES. Per the VA Scope of Work, drawings, and equipment schedule, all “HV” units and exhaust fans shall undergo comprehensive refurbishment or replacement with new motors, disconnects, VFDs, pulleys, belts, bearings, shafts, impellers (fan-wall design permitted), control dampers, controls, coils, DDC interface, and cleaning of interior air passages.
27. CONFIRM ELECTRICAL POWER SOURCES ARE ADEQUATE AND TO REMAIN AS IS UNLESS OTHERWISE NOTED.
Per the Scope of Work, drawings, and equipment schedule, replacement of main electrical breakers, unit breakers, and VFDs is required, but existing electrical power sources are to remain as is, unless field conditions identified during the pre-construction walkthrough require changes approved by the VA Contracting Officer/Representative.
28. THE SCOPE CALLS FOR NEW DDC/BMS CONDUITS AND WIRING TO BE INSTALLED FROM THE WORK AREAS TO THE BMS FRONT END AT BUILDING 89. PLEASE CLARIFY THIS DISTANCE AND ROUTING PATH. Scope is as defined in the contract documents. Contractor shall not assume full system replacement unless specifically indicated
29. M-001 “Parallel Phase” TO REPLACE OR CLEAN GLYCOL PIPING SERVING THE HEAT-RECOVERY SYSTEM. SINCE THE COSTS FOR REPLACEMENT AND CLEANING ARE NOT SIMILAR, AND THE CONDITIONS ARE NOT FULLY VISIBLE BY VIEWING THE OUTSIDE OF THE PIPING, PLEASE PROVIDE FURTHER INFORMATION ON THE CONDITION OF THESE LINES. Contractor shall field-verify conditions and determine the appropriate approach (cleaning vs.
replacement).
