About this file
This is a Request for Information (RFI) Questions and Answers document for federal contract 36C24226B0043: 630A4-26-412, titled "Replace Outdated Transformer," issued by the VA.
The solicitation concerns replacement of five outdated transformers at an extended care facility. All five transformers must be replaced with dual-feed units. Specific transformer locations include Building 173 (Laundry, approximately 50.5" x 79" x 70.5"), Building 176 (Pump House, approximately 72.5" x 58" x 64"), Building 88 (approximately 66" x 71" x 60"), and two transformers in Building 89 (approximately 72.75" x 58.25" x 54" and 61" x 71" x 53"). The contractor is responsible for all work measurements, transformer dimensions verification in the field, padlock provision with interchangeable cores keyed to VA master key system, and all applicable signage. All work must be completed with minimal facility disruption during after-hours or weekends, with electrical shutdowns requiring four weeks' advance notice and COR approval. The contractor must remove and properly dispose of existing transformers, including all environmental, hazardous material, and documentation compliance. PCB contamination information is limited; Buildings 173 and 176 transformers contain no PCBs as they were replaced after PCB discontinuation. The contractor is responsible for providing backup power and developing detailed outage, temporary power, and generator support plans coordinated with VA Engineering, Safety, COR, and clinical leadership to maintain continuity of power to critical and life-safety systems. Any utility power shutdown coordination with Con Edison must be approved in advance with identified shutdown duration, affected loads, sequencing, and restoration plans.

1 Please confirm if the work is to be performed during standard business hours, or will this work be completed after-hours?
2 Will the VA be providing padlocks for the new transformers, or is that within contractor scope?
3 Please confirm who is responsible for applicable signage and VA specific identifiers at the transformer.
4 We cannot find the Pump House on Drawing E-2 dated 06/12/80. Is it identified as something else on Drg E-2? If not, can you please provide a One-Line Drg that includes the Pump House
5 On page 6 of 48 of the Solicitation, you are asking for dual feed transformers on all 5 transformers. However, Drg E-2 shows the transformer at the Laundry to be single feed.
Since you have identified custom transformers, if required, to meet the sizing of the existing transformers, do you want the new transformer for the Laundry to be single Feed?
6 Is the transformer for the Pump House single feed or dual feed?
7 Do any of the existing transformers have pcb (polychlorinated biphenyl oil) contamination? If so, which ones are contaminated?
8 Please identify where we are expected to connect the temporary generators for each of the 5 transformer replacements and provide 1-line diagrams for those services & switch gear.
Contractor responsible for all signage.
RFI Questions RFI Response 36C24226B0043: 630A4-26-412 Replace Outdated Transformer
The contractor shall complete all work with minimal disruption of the facility's utilities and operations. Any work requiring a shutdown of electric, shall be requested 4 Weeks in advance and approval received from the COR before scheduling work. All electricity outages shall be coordinated with the facility and shall be done after hours or weekends.
Contractor to provide padlocks with interchangeable cores, keyed to the VA master key system.
Pump House is Building 176. Please see the one line diagram for Building 176 attached on the solicitation. Noted as "500 KVA PAD MOUNTED TRANSFORMER BY CON
ED."
Building 173 is the current Laundry building. Please see 173 E-1 attached to the solicitation for information regarding the current Laundry Building 173 and its transformer. All replacement transformers are to be dual feed.
All replacement transformers are to be dual feed. Accordingly, the replacement transformer for the Pump House is to be dual feed.
The solicitation documents provided do not include PCB test results for all existing transformers. The only documentation provided is a reference photo/nameplate package for Building 89, which indicates less than 50 ppm PCB at time of manufacture for the photographed transformer. No transformer-by-transformer contamination report for all five units has been provided under this solicitation. The transformers for Buildings 173 Laundry and 176 Pump House do not contain PCBs, as they were replaced after the discontinuation of PCB transformers. Contractor shall verify existing conditions.
See one line diagrams attached to the solicitation and coordinate with COR.
9 Please identify where we are expected to connect the temporary generators for each of the 5 transformer replacements and provide 1-line diagrams for those services & switch gear.
10 Please identify which building(s) are being shown on drawing E-2 dated March 1992?
11 Please provide photos of each of the transformers being replaced, both with the doors open and closed, and photos of each existing transformers’ name plates (similar to the photos you provided for the one transformer). Also, please identify which photos belong to which transformer.
12 Please provide the dimensions of all 5 transformers (length, width, and height).
13 Who keeps the old ones (hospital or we take it and dispose it)?
14 Back up generators needed during the replacement?
Drawing E-2 dated March 1992 corresponds to Building 176, identified as the Water Distribution System at the St. Albans Extended Care Center. Per prior RFI response, this is the Pump House building.
The solicitation documents currently include only a limited reference photo package for Building 89 transformers. A complete set of photos for each of the five transformers, including doors open, doors closed, and nameplates, is not included in the current solicitation package.
See one line diagrams attached to the solicitation and coordinate with COR.
Contractor responsible for all measurements of the new transformers and to fit on the existing concrete pad. The following measurements are for reference only;
contractor to verify in field. The Laundry Building 173 transformer is approximately 50.5” x 79” x 70.5”. The Pump House Building 176 Transformer is approximately 72.5” x 58” x 64”. The building 88 transformer is approximately 66” x 71” x 60”. The building 89 transformers are approximately 72.75” x 58.25” x 54” and 61” x 71” x 53”.
Contractor is responsible for removal and proper disposal/recycling of the existing transformers, including all required environmental, hazardous material, rigging, transportation, and disposal documentation.
Continuity of power to critical and life-safety systems must be maintained at all times. The contractor should provide a detailed outage plan, temporary power plan, and/or generator support plan as required to maintain hospital operations during the transformer replacement. This plan should be coordinated with VA Engineering, Safety, COR/CO, clinical leadership as needed, and any affected departments before any shutdown is approved. Contractor responsible for providing backup power to avoid any power interruptions.
15 Will the Con Ed shut off the power or not?
16 We believe that the Transformer for the Pump House Bldg 176 is on its own separate Con Ed Service and that transformer feeding the Pump House is a Con Ed Transformer. Please verify if this is true, and if it is; please remove this transformer from the Scope of Work and from the pricing sheets/forms.
Contractor responsible for providing a replacement as per the SOW.
Any shutdown of incoming utility power would need to be coordinated with Con Edison and the VA in advance. The contractor should not assume that Con Edison will shut off power without an approved outage request, utility coordination, and a VA-approved shutdown plan. If the work requires de-energizing utility service or primary feeders, the contractor should identify the required shutdown duration, affected loads, sequencing, and restoration plan for VA review and approval.
