About this file

This file is a Pre-Bid Request for Information (RFI) document for solicitation 36C24226B0033, Building 6 Ground Floor Abatement at Canandaigua VA Medical Center, submitted on February 26, 2026. The RFI contains ten substantive questions and VA responses addressing critical project scope clarifications. Key issues addressed include: room labeling and coordination drawings; dumpster and staging area location in the courtyard outside Buildings 5 and 6; VA shutdown of plumbing and water supply capping in bathrooms; treatment of vermiculite/concealed asbestos-containing materials (ACM) behind perimeter heaters as included in base bid with potential RFI issuance if quantities exceed contract documents; VA removal of electrical fixtures with contractor responsibility limited to documenting any materials found outside designated areas; abatement phasing with no maximum square footage or room count limits, allowing concurrent completion of rooms on the same side of the hall; contractor scope limited to removal and return to bare substrate with damage repairs as contractor responsibility but no restoration work included; work hours of 8:00 AM to 4:30 PM, Monday through Friday, with off-hours permitted upon 48-hour notice to the Contracting Officer Representative; email bid submission only by 11:00 AM EST on February 20, 2026, with bid opening at 11:30 AM; and water line capping in the ceiling rather than below grade.

The underlying solicitation seeks asbestos abatement and demolition services for Building 6 ground floor at the Canandaigua, NY VA Medical Center, with scope including removal of asbestos-containing flooring, partition walls, bathroom fixtures, CMU walls, and heating systems. The procurement is 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) firms under NAICS Code 562910 (Remediation Services) with a $25.0 million size standard. Project magnitude is estimated between $250,000 and $500,000 with anticipated award in February 2026. Bid bonding is required. VA will provide air monitoring via third-party contractor and will mobilize all equipment prior to work commencement.

Proposal RFIs

Project No.:528A5-26-504
Project Title:Building 6 Ground Floor Abatement
Contract No.:36C24226B0033
Date RFI's Submitted:2/26/26
Contract Specialist:Idalia Algarin
RFI No.Request for Information:VA -provided Response/Date
1Please label each room that each drawing representsVA attached a drawing with all coordinated room numbers.
2Please confirm dumpster and waste dumpster will be located in the courtyard outside of Buildings 5 & 6, along with staging areaThat is correct as outlined in the drawing sheets.
3Will the VA personnel shut down plumbing, to cap the water supply in bathroomYes the VA will shutdown the water supply to allow for the lines to be capped.
4Extent of Vermiculite / Concealed Asbestos-Containing Material

Contract documents and drawings reference the potential presence of suspect vermiculite insulation located within wall cavities behind existing perimeter heaters.

Please confirm the following:

1.Is the abatement of vermiculite insulation, where encountered behind heaters, included in the base bid regardless of quantity?
2.If quantities encountered exceed what is reasonably inferred from the contract documents, will such conditions be addressed as a differing site condition or contract modification?
3.Should any suspect material be encountered outside of areas shown on the drawings, is the contractor to stop work and await direction, or proceed under assumed inclusion?
REASON FOR RFI:
The extent of concealed ACM directly affects labor, containment limits, disposal quantities, and schedule duration. Clarification is required to ensure compliance with NYCRR 56 and avoid unauthorized disturbance of suspect materials.1) The location and extent of the vermiculite are currently unspecified; it is noted to be behind the heaters. This designation should be revised to specify its presence within the CMU walls. While the presence of vermiculite within the walls is uncertain, the intention is to include it in the bid if it is present. 2) If the amounts exceed those specified in the contract documents, a Request for Information (RFI) should be issued to determine the contractor's estimated amount. If there is a difference in amounts specified the VA will work with contracting and the contractor. 3) There should be no materials identified outside the designated areas shown on the drawings, as this falls outside the scope of your work. It is recommended that the contractor document any such areas and report them to the Contracting Officer Representative (COR) if found.
55.Electrical Fixture Support During Ceiling Grid Removal

Contract documents indicate that existing ceiling-mounted fixtures are to remain in place during removal of the acoustic ceiling and grid system, and that fixtures require independent support not reliant on the ceiling grid.

Please clarify:

1.Is the furnishing and installation of temporary independent fixture supports included in the base bid?
2.Are acceptable attachment methods or structural anchorage points pre-approved, or is the contractor expected to field-engineer temporary supports?
3.Will VA electrical personnel assist with fixture support coordination, or is this solely the contractor’s responsibility?

REASON FOR RFI:

This clarification impacts means and methods, safety compliance, and potential specialty engineering requirements.1) Fixtures will be removed by the VA, and all wiring will be properly disconnected and secured. Additionally, all outlets and switches embedded within the walls that are scheduled for removal will be disconnected and made safe by the VA. 2) Refer to the first response. 3) Refer to the first response.
6Abatement Phasing Limits and Area Turnover Requirements

Please confirm the following regarding abatement phasing:

1.Is there a maximum allowable square footage or room count per abatement phase?
2.Are specific areas required to be completed in a prescribed sequence to support VA operations?
3.What is the minimum notice period required prior to mobilizing into each phase?

REASON FOR RFI:

Clear phasing direction is required to properly sequence work in an occupied medical facility and maintain uninterrupted VA operations1) There is no specified maximum allowable square footage or room count. The purpose of the drawings is to illustrate that the two rooms on the same side of the hall can be completed concurrently. If the contractor wishes to modify the phasing schedule, they must submit those changes as part of the abatement plan, but bid it per the contract drawings. 2) Refer to the first answer. 3) The notice for mobilizing will be done with the schedule provided by the contractor and the VA will supply all appropriate notices during the change from one phase to the next.
7Scope Boundary – Restoration vs. Removal Only

Following completion of demolition and asbestos abatement, please confirm whether the contractor’s scope includes:

1.Any patching, firestopping, temporary finishes, or substrate repairs, or
2.Is the contractor’s responsibility limited strictly to removal and return of areas to bare concrete/substrate, with no restoration work included?

REASON FOR RFI:

Clarification is necessary to prevent scope overlap or unintended restoration responsibilities beyond the abatement and demolition contract.1) Any damage to existing caused by contractor during demolition and asbestos abatement, outside the scope of work, will be repaired by the contractor. 2) This is an abatement contract that includes demolition services; however, it does not encompass restoration work unless damage occurs during removal/abatement work.
8Work Hours and Off-Hour Authorization

Contract documents reference typical working hours of 8:00 AM to 4:30 PM, Monday through Friday.

Please confirm:

1.Are off-hours, weekend, or extended shifts permitted if requested by the contractor and approved by the COR?
2.If permitted, are there any advance notice or staffing restrictions that must be adhered to?Alternate work hours can be achieved with proper notice to the COR of atleast 48 hrs as we need to coordinate with the facility.
9Please verify how the bids and bid bonds are to be delivered. The text in Box 10 of the SF 1442 appears to say that only emailed bids will be accepted, but then it says in Box 13 that sealed envelopes containing original offers plus 1 copy are due by 11:00 am EST on the due date.ONLY EMAIL BIDS WILL BE ACCEPTED BIDS MUST BE IN BY 11:00 AM AND BID OPENING WILL HAPPEN AT 11:30 AM Friday February 20,2026
10Please verify where the water lines for the bathroom fixtures need to be capped. Do we need to cap the lines below the floor, which will require chipping out a portion of the concrete floor to cap the lines below grade, or do we cap the lines at the wall?Water lines are fed from above as there is no basement. The lines will be capped in the ceiling.
