About this file
This is an Amendment to Invitation for Bid (IFB) No. 36C24226B0031 issued by the Department of Veterans Affairs, Samuel S. Stratton VA Medical Center in Albany, New York. Amendment 0003, effective February 18, 2026, provides answers to a Request for Information (RFI) regarding Project 561A4-22-108: Repair Underground Stormwater System at Lyons, New Jersey. The bid submission deadline remains March 11, 2026 at 10:45 AM, with public bid opening at 11:00 AM EST. All other terms and conditions of the original solicitation remain unchanged.
The amendment addresses four RFIs submitted by potential bidders. RFI 1 clarifies that Cured-In-Place Pipe (CIPP) lining is the required relining method for both storm and sanitary piping, designed per ASTM F1216 (inversion) or ASTM F1743 (pull-in) standards with a minimum 50-year service life. Air or steam inversion installation methods are permitted with detailed contractor submission of installation plans and quality control documentation. For sanitary sewer applications, resin systems must be corrosion resistant; acceptable resins include polyester, vinyl ester, or epoxy, specifically certified for sanitary sewer use and compatible with host pipe materials. RFI 2 confirms that work extends upstream beyond dashed plan limits as indicated in pipe tables on Sheet GI013, including Pipe D-A-191. Contractors must verify field conditions and extend rehabilitation to encountered upstream structures. Jet cleaning and CIPP lining shall extend from structure to structure per pipe tables, with post-installation CCTV inspection required in AVI, WMV, or COR-approved format. RFI 3 identifies two designated laydown yard options: one west of Building 10/north of B-49 Maintenance Building (fenced, with electric available) and one east of Circle Two/east of Building 57 (requiring new chain link fence and lockable gate installation). RFI 4 confirms that fencing must be installed as specified in the contract documents.

561A4-22-108 Repair Underwater Storm Water
RFI 1 – Jet Cleaning and Pipe Relining Specifications
The contract documents indicate that existing storm and sanitary pipes are to be jet cleaned and relined; however, no technical specifications for this work are provided.
Please clarify the following:
1. Relining Method o What relining method is required for this project?
Is cured-in-place pipe (CIPP) lining the intended method?
Answer: The intended relining method for both storm and sanitary piping is Cured-In-Place Pipe (CIPP) lining. The liner shall be fully structural and designed in accordance with ASTM F1216 (inversion method) or ASTM F1743 (pull-in method), as applicable. The liner shall be designed to provide a minimum 50-year service life and accommodate all existing soil and groundwater loads.
2. Installation Procedure o Is air/steam inversion permitted for the installation of the liner?
Answer: Air or steam inversion methods are permitted, provided the installation complies with the applicable ASTM standard and manufacturer’s written recommendations. The Contractor shall submit a detailed installation plan, including curing method, pressure monitoring procedures, and quality control documentation, for review prior to installation.
3. Material Requirements o Is polyester felt resin acceptable for both storm and sanitary pipe lining?
o If not, please provide the approved resin types for each system.
Answer: For sanitary sewer applications, the resin system shall be corrosion resistant and suitable for wastewater environments. Acceptable resins include polyester, vinyl ester, or epoxy, provided they are specifically manufactured and certified for sanitary sewer use and meet the requirements of ASTM F1216 or F1743.
All resin systems shall be compatible with the host pipe material and anticipated service conditions. The Contractor shall submit product data, resin certifications.
RFI 2 – Work Limits and Upstream Scope Clarification
The plan sheets show dashed limits indicating the extent of work; however, some required tasks appear to extend beyond those boundaries.
For example, on Plan Sheet – Demolition H, the storm pipe designated for jet cleaning and lining appears to continue upstream beyond the dashed work limits. DMH 2001, located at the top of the sheet, seems to fall outside the defined limits.
Please confirm:
1. Does the scope of work extend upstream beyond the dashed limits shown?
Answer: Yes. Pipe D-A-191 is included in the scope of work as identified in the pipe table on Sheet GI013. The dashed limits shown on the plan sheets are diagrammatic and do not supersede the pipe identification and scope indicated in the pipe tables.
2. If additional upstream work is required, please provide the corresponding plan sheets and details.
Answer: The upstream structure associated with Pipe D-A-191 was not field located during design and is not shown on the plans. The Contractor shall verify field conditions prior to commencing work. The limits of rehabilitation for Pipe D-A-191 shall extend to the upstream structure as encountered in the field.
3. For accuracy, please confirm that jet cleaning, CCTV inspection, and CIPP lining are to be performed from manhole to manhole, as is standard practice.
Answer: The limits of jet cleaning and CIPP lining shall be as indicated in the pipe tables and plans and shall extend from structure to structure for the identified pipe segments.
CCTV inspection was performed during design to determine the remediation scope shown. The Contractor may perform independent pre-construction CCTV inspection at no additional cost to the Government. A post-installation CCTV inspection will be required to verify successful rehabilitation. Digital files of the post-construction CCTV shall be submitted in AVI, WMV, or COR-approved format.
RFI 3 – Laydown Yard / Staging Area
Is there a designated laydown yard or staging area near the project site that contractors may use for equipment and material storage for the duration of the project?
If so, please provide the location, access requirements, and any size or time limitations.
Answer: There are two options for laydown areas.
1. West of Building 10 /North of B-49 Maintenance Building. This area is fenced in but requires securing the entrance gate.
2. The second area will be on the East side of Circle Two / East of Building 57. This area will require installing chain link fence and a lockable gate.
3. Office Trailer location, same as 1 & 2. Electric is available at location 1.
RFI 4 – Fencing
Are the fencing height specifications a strict requirement, or would 6-foot fencing be sufficient to meet the contract intent? Many companies already possess standard 6-foot fencing, so the quoted cost to the USG may be higher if taller fencing is required.
Answer: Install fencing as specified.
