About this file

This document contains Request for Information (RFI) responses dated January 27, 2026, for solicitation 36C24226B0028, Project 528A7-23-103, titled "Replace SCI Steam Coils." The RFI responses address 15 questions submitted by bidders regarding electrical, mechanical, and project management requirements. Key clarifications include: temporary electrical feeds requiring 120-amp 3-pole breakers sized for specific panels with at least two weeks advance notice and downtime not exceeding one hour for critical medical equipment; confirmation that the HWP-507 water pump circuit requires an 80-amp breaker fed from circuits 31, 33, and 35; updated panel schedules with corrected breaker amperages provided in Revision 3 drawings dated January 20, 2026; confirmation that SF-02 and HRP-02 circuits and the EF-02 disconnect are being removed under a separate project; corrections to breaker specifications for HGP-1, HGP-2 (15-amp 3-pole) and the glycol makeup system (15-amp 1-pole); and clarification that the General Contractor is responsible for coordinating responsibility between electrical and mechanical contractors regarding VFD and float device procurement. Additional responses address water coil specifications for HGC-102 with updated airflow rates of 11,740 cfm, confirmation that Site Superintendent personnel may fulfill dual roles as Site Safety Health Officer and CQC System Manager if meeting minimum qualifications, and updated drawing revisions (Revision 4 dated January 26, 2026) clarifying note locations and requirements on mechanical plans.

Date: 1/27/2026 RFI Responses for solicitation 36C24226B0028, project 528A7-23-103, Replace SCI Steam Coils The following are answers to the pre-bid RFIs, which are also captured with drawings revision 3, dated 1/20/2026, attached.

1. Can you clarify the temporary feeds for this project.

a. Response: As described on Print EG-501 there is a sequence of 3 temporary feeds to panel circuits that will be needed.

i. Back feed 0: No additional comments

ii. Back Feed 1: This didn’t state a breaker size required. This breaker needs to be sized for 120 amp 3 pole. Manufacturing would need to be verified for compatibility with panel.

iii. Back Feed 2: This didn’t state a breaker size required. This breaker needs to be sized for 120 amp 3 pole. Manufacturing would need to be verified for compatibility with panel.

2. What is the max duration of downtime when doing the temporary feeds to suggested panels?

a. Response: Due to the criticality of some of the circuits, these temporary feeders will need to be scheduled with at least 2 weeks advance notice. A detailed schedule will need to be provided with an estimate of downtime of crucial equipment, such as, but not limited to, the Medical Air Compressor and the Medical Vacuum Pump. The down time for switching power sources for these two pieces of equipment should not exceed 1 hour.

3. Drawing EP-102 keyed note 1 states to provide a 3P100a circuit fed from E10A-AC ckt # 42,44,46 for the new HWP-507 water pump. On drawing EG-501, the panel schedule for the new E10A-AC is showing a 3P80a fed from ckt # 31,33,35. Please indicate which is correct to follow.

a. Response: 80A is correct.

4. Please indicate which conductor and conduit size is required for the HWP-507 circuit after question #1’s OCPD is determined.

a. Response: This would be determined by electrical subcontractor using NEC codes.

5. On drawing EG-501, there are circuits being moved into the new panel boards labeled in red. There are some circuits that do not specify what amperage the circuit breakers need to be in the new panelboard. Please indicate the amperages so we can have the new panel boards quoted with the correct quantities of breakers.

a. Panel Schedules have been updated on prints and re-submitted as part of Revision 3, dated 1/20/2026.

6. On drawing EG-501, the new panel 10A-AC is showing the new and relocated branch circuits on the schedule. The new schedule is missing the SF-02 and HRP-02 circuits from the existing panel. Are these circuits being removed as part of this project or an in-house project? Looking for clarification on what is happening to these circuits.

a. Response: These items are being removed as part of another project. Drawings revision 3, dated 1/20/2026 clarifies this response.

7. During the pre-bid walk, it was discovered that the 10th floor disconnect that is labeled “EF-02”, which is mounted to the right of panel board 10A-AC, is not listed on the panel schedule for the existing or new 10A-AC. Can you confirm if this is to be included in the new 10A-AC with its own breaker? Also will the disconnect need to remain after 10A-AC is replaced.

a. Response: These items are being removed as part of another project. Drawings revision 3, dated 1/20/2026 clarifies this response.

8. On drawing EP-101, keyed note #1 states to provide 25A-3P breakers for the new HGP-1 and HGP-2. The panelboard schedule on EG-501 states to provide 15A-3P breakers for these pumps. Please indicate the correct OCPD, conduit, and conductor sizes required.

a. Response: Drawing revision 3, dated 1/20/2026 clarifies to provide 15A-3P breakers. Refer to the specifications for minimum conductor size.

9. On drawing EP-101, keyed note #2 states to provide a 15A-1P for the glycol makeup system, but the floor plan detail is showing a 3-phase circuit #2,4,6. Please indicate the correct OCPD and circuit needed.

a. Response: Drawings revision 3, dated 1/20/2026 have been updated to show a 15A-1P circuit.

10. On drawing EG-501 there is an electrical equipment schedule for VFDs and a float device, that are called out as provided by the electrical contractor. Drawing MG-601 has these called out being provided by the mechanical contractor. Please indicate who is responsible for this.

a. Response: Drawings have been updated with revision 3, dated 1/20/2026. The General Contractor is to coordinate responsibility.

11. On drawing EG-501, back feed 0 notes state the GC will supply the 100a/3p GE breaker for back feeding. Please confirm this is the GC and not the EC.

a. Response: Drawings have been updated with revision 3, dated 1/20/2026. The General Contractor is to coordinate responsibility.

12. On EG-501, for all back feed branch circuits, it states to only back feed circuits labeled in red. Please confirm the branch circuits in the panel boards being replaced that are NOT in red are able to be shutoff and not energized until the new panel boards are replaced.

a. Response: Items in red font are to be back fed.

13. The Water Coil for HGC-102 shown on drawing MG-601 has significantly different water side capacity than the air side. Can you confirm the information on the Water Coil Schedule is correct?

a. Response: Drawings have been updated with revision 3, dated 1/20/2026 to change the airflow rate to 11,740 cfm for HGC-102.

14. On Site Management – After reviewing Specification Section 013526 Safety Requirements and Specification 014500 Quality Control that due to the project’s limited scope the Site Superintendent can function as the Site Safety Health Officer and CQC System Manager provided they meet the minimum training/experience requirements. Please confirm our understanding.

a. Response: confirmed.

15. On M-101, note 3 is not shown on the plan.

a. Response: Drawing M-101 has been updated with revision 4 to show location of note 3. Revision 4 also clarifies notes 3 & 4 on M-101.
