About this file

This is a Questions and Answers document addressing contract scope clarification regarding valve replacement work at a VA facility.

The contractor requested permission to retain existing curb valves and install new ones downstream to minimize facility shutdowns from nine to two. The VA's response rejected this approach, requiring all existing curb valves to be replaced without impacting facility operations and maintaining continuous water supply at all times. The VA clarified that the actual scope involves six fire hydrants and three post-indicator valves (not seven curb valves and two post-indicator valves as originally indicated in the drawings and specifications), with photographs of all equipment for removal and replacement provided in the Statement of Work.

Questions Responses

Drawings and specifications indicate 7 new curb valves and 2 new post indicator valves to be installed as part of this project's scope. Our team has worked in St.Albans and knows in order to swap these valves the entire facility would need to be shut down and drained. Would the VA be open to allowing the contractor to keep the existing curb valves in place and install a new curb valve downstream without needing a facility shut down? This would reduce the total facility shutdowns from 9 to 2.

All existing curb valves must be replaced without impacting the facility; the facility's water supply must be maintained at all times.

Note of clarification: There are only 6 Fire Hydrants and there are 3 post-indicator valves. Please see the attached document for photographs of all hydrants and PIVs for removal and replacement in the SOW.
