About this file
This document is a Questions and Answers (Q&A) amendment for Solicitation Number 36C24226B0001, a project to replace fan coils in Building 18 at the Castle Point VA Medical Center. The Q&A covers critical technical and operational details, including clarifications on asbestos abatement, heat exchanger specifications, expansion tank requirements, and project logistics. Key points include confirmation of asbestos insulation removal, guidance on on-site safety training (OSHA 10 required), construction hours of 8:00 AM - 4:30 PM Monday through Friday, and specific requirements such as using Autodesk Construction Cloud for project management.
The solicitation is issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 2, with an estimated 10,000 gallons of existing glycol to be removed. Notable clarifications include acceptance of a superintendent serving multiple roles (SSHO, QA/QC), confirmation that tax should not be included in proposals, and specifics on temporary work arrangements. The bid due date will not be extended, and a hazardous materials report will be available upon contract award. The project involves extensive mechanical system modifications, including potential asbestos abatement, heat exchanger replacements, and piping system updates.

QUESTIONS AND ANSWERS – 36C24226B0001 – 11/12/2025
1. The "ABATEMENT LEGEND" on Drwgs. H-101, H-121, H-141 and H-161 state that "The ABATEMENT CONTRACTOR SHALL REMOVE AND DISPOSE OF MECHANICAL SYSTEM AND PLUMBING SYSTEM THERMAL INSULATION (TSI) AND MUDDED FITTINGS AS ACM. ABATEMENT INCLUDES REMOVAL OF FIBERGLASS INSULATED SYSTEMS AND SECTIONS. THE CONTRACTOR SHALL REMOVE MATERIALS AND EQUIPMENT AS REQUIRED TO ACCESS CONCEALED SPACES.".
Are we to treat all insulation as if it were ACM including the fiberglass insulation as stated above?
Fiberglass pipe insulation is considered a porous material and shall be disposed of if exposed during friable asbestos removal. Any fiberglass pipe insulation included within the ACM TSI/joint fitting abatement containment shall be removed and disposed of as asbestos-contaminated RACM. Fiberglass insulation excluded from the abatement work areas, may be removed and disposed of as C&D debris, as required by the scope of work.
2. What is the maximum allowable length for the heat exchangers? Must the heat exchangers be per basis of design dimensions as 8” diameter x 36” long, or can other HX dimensions be approved?
Heat exchangers do not need to match the basis of design, provided that they do meet the specifications and performance requirements of the equipment schedule. The contractor is responsible for ensuring that any product they submit will fit within the available space - including supports and trim.
3. Should the expansion tank scheduled be an ASME tank? If so, the basis of design model is a Non-ASME tank and should be corrected.
Correct, the expansion tank should be an ASME tank per the project specifications. The basis of design model should be listed as Bell and Gossett Series D-40.
4. Specification Section 02 82 13.19 describes the requirements for asbestos floor-tile and mastic abatement; however, no quantities, locations, or drawings are provided identifying where this work occurs.
Please advise what bidders are expected to include for this item.
See General Note #7 on H series drawings. Any new penetrations through floor decks will require localized abatement.
5. Will the sign-in sheet from site visit be available in addendum?
Yes, posted with amendment
6. Please clarify if a superintendent can be a dual hat to cover the requirements of SSHO?
Yes, the superintendent can also cover the requirements of the SSHO. The superintendent will need to be submitted and approved by the VA.
7. If no to the question above, will the SSHO need to be full-time for this project?
N/A
8. Please clarify if a superintendent can be a dual hat to cover the requirements of QA/QC?
Yes
9. If no to the question above, will the QA/QC need to be full time for this project?
N/A
10. Can a superintendent be a triple hat to cover the requirements of SSHO and QA/QC?
Yes
11. Please confirm if tax should be included in our proposal?
No, tax should not be included. Please reference Page 11 of the IFB.
12. Please advise how much time we should carry for initial safety training of employees working on site. Also, is training good for the contract duration or will they need to be retrained annually?
All contractors shall have osha 10 as safety training. Any new employee on site needs to have a quick 15 min safety training course by our safety personnel. Alternatively, we can train the site super to give these trainings to contractor employees.
13. Is the use of temporary plastic wall panels (such as STARC panels) acceptable to meet ICRA requirements?
It will depend on the location. Not all locations will accept this procedure as the ICRA requirement. Please refer the designs ICRA plans.
14. Will shutdowns be required to be done during off hours or weekends?
The use of off-hours work will depend on the occupation and will be coordinated on a case-by-case basis.
15. Please confirm if there is assumed asbestos on any piping that is to be removed.
Confirmed, asbestos insulation is expected in accordance with the HA drawings
16. Will any existing glycol be required to be removed and disposed of by the contractor? If so, can the total volume of glycol be provided?
The VA does not have an exact quantity. We estimate ~10,000 gallons in existing system.
17. Please confirm the extent of any duct cleaning scope requirements.
The SOW in our design drawings does not involve any duct modifications so I'm not sure of the context. During our investigation of B18, the main building Air Handling Unit was defunct so I believe most of the ductwork in the building is non-operational.
18. Who is the particular vendor or contractor currently servicing and maintaining the Building Automation System or Temperature Controls System?
The VA currently services and maintains the Building Automation System or Temperature Controls System.
19. Will the VA accept an alternative construction management platform such as ProCore in lieu of using Autodesk Construction Cloud (ACC)?
No, Autodesk is a requirement of the contract.
20. Is a hazardous materials report available for review?
Yes, upon contract award
21. Please confirm construction working hours. Will occupants be able to be relocated temporarily while work is completed on each riser?
The construction working hours shall be 8:00AM – 4:30PM Monday – Friday. Any requests to work outside of these hours will require COR and CO approval in advance.
Occupants are not guaranteed to be relocated during construction. If required to complete the work, the VA will accommodate on a case-by-case basis.
22. Will construction activities be required to be during off-hours?
All construction activities are planned to be during normal working hours. However, if off-hours work is required, we will coordinate between the VA COR and CO.
23. Are there reflected ceiling plans available for reference?
No, ceiling plans are not available for reference.
24. Referencing Specification 09 22 16 para 3.5 Installing Shaft Wall System states ‘Not Used”. Project includes new shaft walls at new piping risers as shown on plans. Please confirm if this is correct or provide specifications if required.
Confirmed, updated specification attached.
25. Referencing Specification 09 29 00 para 3.4 Cavity Shaft Wall states ‘Not Used”. Project includes new shaft walls at new piping risers as shown on plans. Please confirm if this is correct or provide specifications if required.
Confirmed, updated specification attached.
26. To allow sufficient time to review responses and prepare our bid we kindly request that you please extend the bid date.
The bid due date will not be extended.
