About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract issued by the Department of Veterans Affairs Network Contracting Office (NCO) 2 in Cheektowaga, NY. The amendment, numbered 0002 with an effective date of 08-25-2025, addresses two vendor questions related to a laboratory services solicitation (number 36C24225Q0848).

The first question asked about including Polymerase Chain Reaction (PCR) unit pricing, to which the VA responded that PCR analysis pricing is not necessary in the proposal. The second question sought clarification on Legionella isolate storage requirements, with the VA specifying that isolates must be stored frozen at < -20C for six months, with costs to be included in sample analysis pricing. The isolates may be discarded without notification if no further analysis is requested by the VA Contracting Officer's Representative (COR) during the retention period.

This amendment answers the following vendor questions.

Q: The SOW notes: “If requested, the laboratory shall be capable of performing additional analyses, such as Polymerase Chain Reaction (PCR) at established unit prices.” Should we include unit pricing for PCR testing in our proposal, and if so, under which CLIN in the pricing schedule should this be listed?

A: It is not necessary to include unit pricing for PCR analysis in the proposal.

Q: Isolate Storage – The SOW requires: “All recovered Legionella isolates must be properly stored for at least six (6) months to ensure availability if molecular characterization is required.”

Could you kindly clarify the level of storage (e.g., temperature, security, reporting requirements) expected, should we spread the lab costs of isolate retention across all sample analyses and add a small surcharge (e.g., $X per sample) or do you want it priced separately.

A: The isolates should be stored frozen at < -20C. If further analysis is not requested by the VA COR during the designated retention period, they may be discarded without notification by the vendor. The cost of storing isolates should be included within the sample analysis pricing.
