About this file
This document is an Amendment to a Previous Combined Solicitation for electrical distribution system maintenance services for the Department of Veterans Affairs. The solicitation (No. 36C24225Q0696) is for a firm fixed-price service contract to perform Electrical Distribution System (EDS) maintenance at Buffalo and Batavia VA Medical Centers, with one base year and two option years. It is set aside for small businesses under NAICS code 811310, with a small business size standard of $12.5 Million.
The amendment addresses two specific vendor questions: (1) confirming that NICET certification is not equivalent to NETA certification, and (2) clarifying maintenance requirements for transformers. The solicitation requires annual oil sampling for all oil-filled transformers, annual IR scanning of EDS equipment, and triennial inspection and testing of EDS equipment. Interested vendors must submit their response by July 18, 2025, at 12:00 PM EST, including a capability statement, pricing worksheet, staffing plan, technician and supervisor documentation, performance plan, and potential subcontracting details. The award will be based on a comparative evaluation of price, technical capability, past performance, and veterans involvement.

DESCRIPTION
The purpose of this solicitation amendment is to answer vendor questions. Please see questions in black and VA’s answers in red below:
1. Will the VA accept NICET certification as “equal” to the NETA certification staying in compliance with NETA standards.
a. NICET is not equivalent to the NETA certification.
2. All transformers will be evaluated annually, regardless of whether they appear on the maintenance inspection equipment list specified in Section B3.6 of the Scope of Work.
For instance, in 2025, the scheduled maintenance inspections will be conducted at the Buffalo site, specifically in Buildings 6 and 20. The equipment list for this scope does not include oil-filled transformers. Therefore, could you please clarify whether oil sampling will still be performed for the transformers referenced in Section B3.8? Additionally, should the number of units to be inspected include those at both the Buffalo and Batavia sites, or only those at Buffalo?
a. For clarification, there are three items that need to be performed either every year or once every three years (triennial) based on the task.
i. Inspection, maintenance, and testing of EDS equipment is performed once every three years (triennial) based on the maintenance schedule outlined in SOW.
ii. IR Scanning is performed on every piece of EDS equipment and all items listed in appendix A every year (annual).
iii. Oil sampling is performed on all oil filled transformers every year (annual).
