About this file

This document is an Amendment to a Previous Combined Solicitation for electrical distribution system maintenance services for the Department of Veterans Affairs. The solicitation (Number 36C24225Q0696) is set aside for small businesses under NAICS code 811310 and seeks a firm fixed-price service contract for electrical distribution maintenance at Buffalo and Batavia VA Medical Centers. The contract consists of one base year with two option years, covering maintenance activities at both medical center locations.

The amendment addresses nine vendor questions, clarifying evaluation procedures, contract details, and technical specifications. Key clarifications include: all evaluation factors have equal importance, the solicitation uses Simplified Acquisition Procedures, secondary injection testing will be performed, and some previously referenced equipment (like protective relays in Buildings 6 and 20) should be disregarded. Vendors are required to submit a capability statement, pricing worksheet, staffing plan, technician documentation, performance plan, and potential subcontracting details. The response deadline is July 18, 2025, at 12:00 PM Eastern Time, with award to be made based on a comparative evaluation of price, technical capability, past performance, and veterans involvement.

DESCRIPTION

The purpose of this solicitation amendment is to answer vendor questions. Please see questions in black and VA’s answers in red below:

1. “How to score for each evaluation of section 4 of the solicitation?”

a. There is no hierarchy of value for each evaluation factor, they all have equal importance and shall be evaluated using the comparative evaluation procedures of Simplified Acquisition Procedures (SAP).

2. “The form 1449 is not included in the solicitation. Does form 1449 apply to this solicitation?”

a. This solicitation is issued as a combined synopsis and solicitation document which does not require SF 1449. The resulting contract, however, will be awarded using SF 1449 document.

3. “What is set aside for this BID?”

a. This solicitation is set-aside for small business vendors classified under the

NAICS code of 811310.

4. “Could you please confirm the solicitation to perform Maintenance, Testing, or Inspection of Buffalo and Batavia (the price sheet is not clear)?”

a. The line-items do reference both inspections and maintenance, this was unintentional and should both be labeled “annual maintenance”, though the SOW does go into further detail on what exactly is being procured here.

5. “Is it required the Primary injection for the LV circuit Breaker?”

a. There are no primary injection testing taking place on this contract, only secondary injection.

6. “How many Protective relays are in every lot (Buffalo: Building: 6, 20)?”

a. Disregard the protective relays listed under Bldgs. 6 & 20, they do not exist.

7. “Could you provide the SLD or test report of both sites, Buffalo and Batavia?”

a. Previous test reports will be provided post-award.

8. Is the “One (1) 330 kVA dry-type transformer” referenced in SOW section B.3.6.C.b.i.2.

still in use?

a. This unit was removed from service during the previous chiller project, disregard.

9. Is the “480-volt switchgear” referenced in SOW section B.3.6.F.a.iii. included? We could not find them on the site-visit.

a. After review, this equipment was found to be located in Building 12A.
