CONSTRUCTION SCOPE OF WORK

BLDG. 1, 1ST FLR., E-WING INTER. ENTRY RENOVATIONS

PROJECT 528-25-116

6 June 2025

1. GENERAL INFORMATION

1.1 Location

Work performed under this scope will be for and conducted within VA Western New York Healthcare System (VAWNYHS) at the Buffalo VA Medical Center (VAMC) located at 3495 Bailey Avenue Buffalo, NY 14215 under VA Project Number 528-25-116. More specifically the project will affect the Greeter’s Desk area on the 1st floor within Building 1, of the Buffalo Medical Campus.

1.2 Background

The E-wing lobby area of the Buffalo Medical Center, located on its 1st floor, acts as patient reception, security screening and main entry point for all persons entering the hospital including employees. The Existing Greeter’s desks & associated office area layout was intended for use under COVID-19 criteria to fulfill individualized screening and coordination of pedestrians entering the hospital, as well as maintain a high traffic flow. The Lobby itself is required to maintain a deliberate, well-defined entry and exit path. After the primary greeter’s desk renovation was completed, the installation of a security sensor (EVOLVE) which is now monitored by the VA police at a nearby desk was installed. This installation of the security sensor has now reversed the flow of pedestrians entering and leaving the hospital, thus making the existing Greeter’s desk area inconvenient for visitor’s and patients to conveniently access and utilize.

1.3 Purpose

The purpose of this project is to improve and correct those deficiencies which exist in the security screening and pedestrian flow and overall aesthetics of the main lobby interior entry to the hospital. The individual separation and security screening process by the VA Police must be maintained due to the high traffic flow of pedestrians entering the Buffalo Medical Center, and a concise path for exit and entry through this main lobby. To make the needed improvements, the 1st floor greeters’ desk and associated office area in the E-wing lobby will be selectively demolished and the vacated open area renovated. The common corridor which currently combines both the entry and exit traffic will be defined, offering a more specific entry and exit lane. Entering traffic will be directed through the security screening process first prior to having direct access to the Greeter’s desk area. Flow of the pedestrians through the space will be controlled through VA provided and constructed new partitions, new guardrails, new millwork and existing glass wall panels.

The VAWNYHS requires a Contractor to perform construction work to accomplish the demolition scope of work only to prepare for future improvements.

1.4 SCOPE

The scope of construction work is described in the scope narrative below and the associated specifications. Additional administrative and management related requirements are described in Section 0:

3.0Requirements.
1.4.1Phasing Plan:

The phasing plan was organized with the intent of coordinating the renovations, while minimizing impact to the Hospital’s main entrance. The work needs to be performed over a weekend from a Friday evening to a Sunday afternoon. Turning the space back over to the VA for full operation on Monday morning. Goal of demolition and restoration is to return area into clean and open lobby area as though the partition enclosures, millwork, MEP systems for the original Greeter’s desk and office never existed. Other than patching and matching of floors, partition walls and ceiling to match existing, there is limited new construction to be provided. See AD-100 Drawing provided.

Follow ICRA plan during each phase of demolition and construction if required.

Phase 1 Work: Existing Greeter’s Desk/Office Area

· Build construction & dust partition barrier around existing Greeter’s desk/office area. Build plastic barrier around demolition and construction site, apply negative air pressure to interior and send exhaust outside, or filter exhaust with HEPA filter and Carbon Filter if VOC’s or odors are present. All debris to be removed via covered carts out the E-wing entry vestibule facing the parking garage. Dumpster location will be determined prior to start of demolition.

· Remove interior doorway and return door, frame and hardware to VA for reuse.

· Carefully disassemble and separate existing millwork and countertops and turn over to VA for reuse. Transport salvaged millwork to 2nd floor room as designated by the VA.

· Demolish existing constructions as indicated on Demolition Plan and patch existing floor, partitions, column enclosures and ceiling system (tiles and t-grid) to match at demolished constructions. VA Carpentry will provide paint, flooring patch and ceiling tiles as needed in work area. Existing gypsum board ceiling soffits and fascia shall be patched to match adjacent conditions where disturbed by demolition activities.

· VA Electrical department shall disconnect all lighting and devices in the work area to be demolished. VA Electrical shall reactivate and or install any new lights or devices in the renovated space. It is the intent for the ceiling lighting to remain in approximately the same ceiling system configuration. Contractor shall provide temporary lighting as needed for their scope of work in the area.

· Turn over items, equipment and materials as indicated on the Demolition drawing to the VA for reuse. (NOTE: Provide special attention to existing millwork which is to be selectively disassembled and turned over to the VA for repurposing in the Hospital).

· Remove construction & dust barrier once interior work is complete and restore finishes affected by barrier.

· Broom & Wet-Mop Clean demolition area and surrounding areas as needed for use by VA Medical Center.

1.4.2 Itemized Conditions:

· Any wall or ceiling mounted signage, alarms, decoration or other ancillary feature that require relocation to complete the demolition & renovations will be the contractor’s responsibility to remove and turn over to the VA. If any signage, alarms, or other feature is damaged during it’s removal, the contractor will replace with equivalent new device.

· All Demolished material will be the contractor’s responsibility to legally dispose. Dumpster can be placed onsite, but may not block vehicle or pedestrian traffic; organize location with COR & Project Manager

· Do not block the entry and exit corridor through the main lobby at any time. Maintain safe egress paths for patients, visitors and staff while all work is underway.

1.4.3 Hazardous Materials

· The VA does not anticipate any Hazardous Material Removal for this project.

· There are locations in the VA where asbestos does exist. If suspect material is identified by the Contractor, the Contractor should stop work and notify the VA COR immediately.

1.4.4 Quality Assurance/Quality Control Plan

· The Contractor is responsible for reviewing the work done by any subcontractors that the Contractor has hired to assist with the completion of this SOW. The Contractor must provide the Government with a Quality Assurance/Quality Control (QA/QC) Plan that documents the methods, processes, procedures that are going to be implemented by the Contractor to validate the work their subcontractors perform.

1.4.5 Personal Protective Equipment (PPE)

· The Contractor is responsible for obtaining/providing, inspecting, and maintaining any required Personal Protective Equipment (PPE) and access equipment (lifts, scaffolding, etc...) necessary to perform services identified in this SOW.

1.5 Site Information

The following addresses general and site-specific conditions related to preforming the outlined work.

1.5.1 Safety

· All Contractor personnel working onsite at the Medical Center will be required to attend a 1 hour Buffalo VAMC site specific safety training class. This class will be held on site and will be taught by a member of the Buffalo VAMC safety office. Attendance to this class and proof of the 10 hour OSHA requirement will allow Contractor personnel to obtain a photo ID badge from the Buffalo VAMC Police. All Contractor personnel shall wear this badge above the waist at all time while on the Buffalo VAMC campus. Participation in this class is mandatory and must be done prior to the commencement of work on-site. The training and the badge will be valid for 3 years from the date of issue.

If this training has been completed previously (as evidenced by a valid Buffalo VAMC Contractor Photo ID) then no repeat training will be required until the printed expiration date. Personnel must attend the safety training class to renew an existing badge.

· Site Superintendent and primary Safety Officer can be the same person. However, due to schedule of project then secondary safety officers must be identified to be on site when the primary officer is not on site.

1.5.2 Infection Control Risk Assessment (ICRA)

· If spaces outside of the contract are used, they will be professionally cleaned at the contractor’s expense. All HVAC ductwork connected to rooms within the scope of this contract will be temporarily sealed during the course of the demolition.

· Negative pressure will be applied to the construction site(s), maintaining a minimum of -2 w.c. pressure difference, relative to the ambient air pressure on the same floor. The pressure will be monitored continuously by a device that displays live readout, alarms audibly and visually, and logs room pressures every 1min. The room pressure log(s) will be submitted to the VA via email or DVD, as a .txt file, as part of a reoccurring report. The negative pressure machine will utilize a double set of HEPA filters, or a single HEPA filter with an active carbon filter during the use of any VOC’s in the construction space.

1.5.3 Access

· Although the VAWNYHS campuses are public facilities, access to facility maintenance areas, electrical areas, mechanical areas, roof access, and certain other portions of the medical facility are restricted from the public. Accessing these areas may require advance notice, pre-approval, and scheduling to gain entry.

· All visits and access requests to the VAWNYHS under this scope of work shall be coordinated through the Contracting Officer Representative (COR) or the Technical POC.

1.5.4 Security & Privacy

· No photographs may be taken of the facility without approval by the VA. Under no circumstances may photographs involving personnel, patients or patient related information be taken.

Pursuant to Chapter 60, Article 28, Part 3-1115(17), a contractor’s purchase of such building and construction materials within New York to be incorporated into the real property belonging to the U.S. Department of Veterans Affairs (VA) is subject to the exemption from the New York State sales and compensating use taxes.
