About this file
This Statement of Work (SOW) details a fire alarm system upgrade project for the Syracuse Veterans Administration Medical Center. The project involves replacing the obsolete Edwards EST-3 Fire Alarm system with a new Edwards EST-4 Fire Alarm System across multiple buildings, including the main building, EMS-FMS, training, garage, and Spinal Cord Injury facility. The scope requires an electrical contractor to provide labor and materials, with tasks including reviewing project documents, submitting material specifications, installing fiber and conduit for a fiber ring connecting control panels, and potentially working 20 days of off-hours or weekends to complete installation and commissioning.
Key technical requirements include following NFPA 70, NFPA 72, and NEC codes, with specific deliverables such as fiber cable testing reports, source code files, fiber routing tables, and as-built prints. Personnel qualifications are stringent, mandating union journeymen electricians with at least 3-5 years of experience, certifications in electrical safety and fiber installation, and authorization as an Edwards Fire and Life Safety partner. The project has a 240-day performance period, with work primarily conducted during the medical center's administrative hours (7:00am to 4:00pm EST, Monday through Friday), excluding federal holidays.
